Joint press conference by Sergey Lavrov and Samuel Ablakwa
1. From Anti-Colonial Solidarity to Industrial Partnership
Russia and Ghana root their relationship in the struggle against colonialism and now seek to convert that inheritance into trade, investment and Ghanaian industrial capacity. Moscow supports Accra’s goal of processing raw materials domestically and identifies energy, nuclear technology, geology, agriculture, fertilizers and information technology as priority sectors.
Traditionally friendly relations rest on a firm foundation of solidarity and mutual assistance.
2. Easier Official Travel and a New Bilateral Cycle
The new visa-free agreement for diplomatic and service passport holders is presented as practical infrastructure for deeper government contacts. Both ministers connect it with an upcoming intergovernmental commission and a broader programme of projects, education and humanitarian exchanges.
We have just signed an agreement on visa-free travel for holders of diplomatic and service passports.
3. Media Pluralism and Ghanaian Recruits
Ablakwa welcomes RT and Sputnik Africa alongside existing Western and regional broadcasters so Ghanaian audiences can compare viewpoints. He also raises Ghanaian citizens recruited for the special military operation, reporting 62 deaths and 15 missing, and says both governments will work against illegal recruitment.
We want our citizens to have a balance of different points of view.
Sixty-two Ghanaians have died and fifteen are currently listed as missing.
4. African Security on Sovereign Invitation
Lavrov says the African Corps operates lawfully at the request of legitimate African governments and fights terrorist groups. He rejects Western accusations over Mali and instead charges former colonial powers, particularly France, with arming and financing forces intended to destabilize Sahel states that have broken with colonial tutelage.
The Defence Ministry’s African Corps operates on entirely lawful grounds.
5. A Fairer Global South Order
Ghana links its partnership with Russia to reform of the international financial system and the UN. Ablakwa argues that inflated risk assessments and borrowing costs trap African states, some of which spend 40–50 percent of public revenue on debt service. With 54 UN members, Africa’s absence from permanent Security Council representation is treated as structurally untenable.
Many African countries spend 40–50 percent of all government revenue merely to service their debts.
Africa has no seat on the Security Council.
6. Japan, Iturup and Diplomatic Conduct
Lavrov closes by describing Japan’s protest over President Putin’s visit to the Russian island of Iturup and summoning the Japanese ambassador. Moscow will address both Tokyo’s position on Russian sovereign territory and the ambassador’s obligation to work transparently and respect the host state’s laws.
We have summoned the ambassador; he must come to the Foreign Ministry.
