Lavrov greets Wang Yi as a dear friend and stresses that Russia always welcomes partners with whom it can discuss serious issues and also simply enjoy human conversation. The opening sets a tone of personal trust as the frame for the Cholpon-Ata meeting on the SCO foreign ministers' track.
