1. The Root Cause of the Ukraine Crisis — Western Overreach After the USSR
The origin of the crisis is placed squarely in the West's conduct after the bipolar system ended. With the disappearance of the Soviet Union, the United States and NATO came to believe a vacuum had opened that they were entitled to fill quickly, expanding eastward and repeating the same pattern of interference seen in Iraq and Libya. The decisive act was Western support for an armed, anti-constitutional coup in Kiev, which set off the civil war. Russia is presented not as the author of these events but as a party reacting to them: the coup is the first cause, not Russia's response to it. The point directed at the Western audience is that responsibility must be traced back to the decision to back an unlawful seizure of power, and that a different beginning would have produced a different outcome.
we are not the root cause of the crisis phenomena taking place in Ukraine; there was no need to support... the anti-state, anti-constitutional coup
an illusion arose that... a vacuum had appeared and it had to be quickly filled
2. The Minsk Agreements Must Be Fully Implemented
Russia signed the Minsk agreements deliberately and stands behind them, insisting on their complete execution. The argument is that implementation cannot rest on Russia alone: the requisite political steps lie with Kiev, and it is the Western partners — the French and Germans who helped draft the text — who must apply the corresponding pressure. The substantive obligations are described as fully set out: constitutional reform with decentralisation, a law on the special status of Donetsk and Lugansk, amnesty, and municipal elections, all to be agreed directly with the two regions. The framing places Russia in the position of the consistent guarantor of a document it endorses, while the burden of movement is shifted onto Kiev and its backers.
if something did not suit us, we would never have put our signature under this document
let it be along the path of decentralisation... our European partners, the French and Germans, spelled it out — this fully suits us
3. Weapons Follow Violence, Not the Reverse
A distinction is drawn between the causes of a new Cold War and the causes of the armed conflict in eastern Ukraine. Global decisions — the American withdrawal from the ABM Treaty foremost among them — are what drive confrontation, not local flare-ups. On the ground in Ukraine, arms appeared only after people were killed with tanks, artillery and aircraft; the sequence runs from violence to weapons, not the other way around. Had the questions been settled peacefully at the outset, no weapons would have entered the picture at all. The rhetorical force is to detach Russia from the charge of militarising the conflict and to locate the trigger in the use of force against the population.
a Cold War is caused not by local conflicts but by global decisions
there will be none of these weapons either
4. Russians and Ukrainians Are One People
Beneath the present difficulties lies the conviction that Russians and Ukrainians are one people, one ethnos, joined by shared history, culture and spiritual roots and destined for a common future. Russia fully recognises Ukraine's sovereign right to make its own choices — a point underscored by the reminder that Russia itself initiated the dissolution of the Soviet Union. The objection is not to Ukraine's choices as such but to third parties entering the process on terms that ignore Russia's interests and force a binary either/or. The message balances an assertion of deep kinship with an insistence that outside actors respect the legitimate interests of the neighbour they are dealing with.
Russians and Ukrainians are one people, one ethnos
Russia and Ukraine are, one way or another, destined for a common future
5. The Problem With the United States — Imposed Standards and Ultimatums
The central grievance with Washington is its habit of imposing its own standards and decisions, interfering in Russia's internal politics and presuming to define Russia's needs. The "who is not with us is against us" logic of the Iraq era is characterised as an ultimatum rather than dialogue. Yet the position is not one of rupture: cooperation remains both possible and desirable against shared threats — terrorism, narcotics, the proliferation of weapons of mass destruction, epidemics — and in energy and the world economy. The appeal is for a relationship in which Russia determines its own interests from its own history, and in which common dangers are met jointly rather than on terms dictated by one side.
allow us to determine our own interests and needs based on our own history
★ Who is not with us…
'who is not with us is against us' — is that dialogue? That is an ultimatum
6. Relations With China at an Unprecedented High
Ties with China are described as having reached a level of trust without precedent in history. The clearest proof offered is the resolution of a forty-year border dispute through mutual compromise. The partnership is institutional as well as bilateral, running through the SCO — soon to admit India and Pakistan — through BRICS, and through the linkage of the Eurasian Economic Union with the Silk Road Economic Belt. The turn toward Asia is framed not as a reaction against anyone but as a natural movement that the whole world, Europe included, is already making; for Russia, as China's neighbour, it is simply the obvious direction, "ordained by God himself."
the level, character and trusting nature of our relations have reached... an unprecedented point in history
for us it is ordained by God himself — we are neighbours, this is a natural movement
7. No Anti-Western Bloc — Russia Builds "For," Not "Against"
Russia's unions are presented as instruments to advance its national interests, never as coalitions directed against a third party. The contrast is drawn with NATO, which persists and expands even though the Soviet Union and the Warsaw Pact are long gone. Russia and China, by contrast, form no military blocs and reject bloc thinking altogether, preferring to seek mutually acceptable compromises through negotiation rather than to act from a position of strength. The purpose is to answer the suspicion of an emerging anti-Western axis with the claim that Russian alignments are constructive and interest-based, not adversarial.
we build a union for [something]... not against
we have no bloc thinking... we never act from a position of strength
8. Respect vs. Interests — It Is About Interests
The recurring claim that "Russia wants respect" is set aside as a misreading. Respect is nobody's exclusive demand; what actually matters is that Russia's interests be secured without harm to its partners, and that dialogue be direct and constructive. The Eastern Partnership and Ukraine's association agreement serve as the illustration: Russia asked for consultations and was told the matter was none of its business, and Ukraine was then used as a channel to enter Russia's customs territory indirectly. The theme reframes the debate away from sentiment and toward concrete, negotiable interests that were, in Russia's account, brushed aside.
it is not about respect... it is that we want our interests to be taken into account
to our proposal to hold consultations we were told... none of your business
9. The Iran Nuclear Deal — Support It, Do Not Sabotage It With Impossible Demands
On Iran, the shared and principled opposition of all parties to the proliferation of weapons of mass destruction is what has made constructive work with the United States possible. Iran's position, it is argued, has moved far enough to permit agreements that Russia will support. The danger identified is counterproductive obstruction — deliberately demanding impossible things of Iran in order to wreck the deal. Success now rests with the American side, and specifically with whether Congress will back it: the ball, in the memorable phrase, is on their court.
it would be counterproductive... to deliberately demand impossible things of Iran in order to wreck the agreements
the ball will be on your side
10. Syria — Support Assad to Avoid Another Iraq or Libya
The Syrian position is grounded in the fear that Syria could disintegrate as Iraq and Libya did. The argument is historical: before the state structures were destroyed — before Saddam Hussein himself was removed — there were no terrorists there; it was the destruction of the state, and the weapons that fell into rebel hands, that created the conditions for ISIS. Russia therefore backs the government of Assad, while remaining ready to discuss political transformation — on the condition that change comes from within and is decided by the Syrian people themselves, not imposed from outside by force.
before Saddam Hussein himself was destroyed, there were no terrorists there
only the Syrian people can do that [decide Assad's fate]
11. Sanctions Hurt Europe More — and Carry Silver Linings
Sanctions are portrayed as no catastrophe for Russia, and even as an opening — a spur to structural change and import substitution. The heavier cost falls on Europe, with losses estimated as high as €100bn and a sharp drop in German exports to Russia, while trade with the United States actually grew over the same period. Sanctions imposed outside the framework of the United Nations are branded illegal and must go. The way forward lies in widening economic freedoms, making the jurisdiction more competitive, and improving the quality of governance.
it is no catastrophe for us
we must of course rid ourselves of all these sanctions matters, especially illegal ones outside the UN framework
12. Economic Goals — Growth, Productivity, Low Inflation
The economic targets are described as more modest than in the past but aimed at higher quality: growth at the world-average rate, annual labour-productivity gains of 5 percent, and inflation brought down to 4 percent, all held together by coordinated macroeconomic and budget policy. More than 2.5 trillion roubles are to be directed to import substitution in order to revive high-technology production — serving both the country's defence capability and the living standards of its citizens. The presentation ties fiscal discipline to a programme of technological renewal rather than to austerity for its own sake.
we want to ensure growth of our economy... at the world-average level
more than 2.5 trillion roubles... to revive high-technology sectors
13. Deepening Economic Ties With China, Bahrain and Argentina
The economic partnership with China — trade of $85bn, with a target of $200bn — should reach small and medium-sized business and not only the large corporations. Russia keeps the movement of capital free and expects reciprocity; the yuan is strengthening as a reserve currency and rouble-yuan settlement trading has begun. Russia and China are, in the phrase used, a marriage made in heaven. Bahrain's sovereign fund automatically co-invests 10 percent in every RDIF project — a mark of exceptional trust. And Argentina, together with Gazprom, has reached concrete agreements to develop its resource base.
Russia and China are a marriage... made in heaven
the Bahraini fund automatically joins at 10 percent — this is very great trust
14. Russia Is Not Aggressive — Only More Consistent in Defending Its Interests
The "aggressive" label is rejected outright. Russia's conduct is described as nothing more than a more persistent defence of its interests after a decade of quietly offering cooperation — a shift that came only once it had been pushed to a line beyond which it could not retreat. Russia claims no hegemony and no ephemeral superpower status, imposes no models on others, and seeks only equal, mutually respectful relations grounded in international law and the UN Charter. The theme gathers the whole address into a single self-portrait: a power that reacted, rather than initiated, and that asks to be met as an equal.
we do not behave aggressively... we kept being pushed... squeezed to a line beyond which we cannot retreat further
Russia does not claim any... ephemeral superpower status
