1. Bilateral Relations and the Symbolism of Brégançon
The meeting opens on the theme of continuity and civilisational closeness. Macron frames the Brégançon encounter as the latest step in a sustained dialogue running through Versailles, Saint Petersburg and Osaka, and dwells on the Mediterranean setting as a place inhabited by great Russian artists — Nabokov, Turgenev, Stravinsky — who drew inspiration from France. Putin, in his turn, thanks Macron warmly, notes the beauty of the residence viewed from the helicopter, and stresses that beyond the traditional lines of cooperation a new civil-society dialogue (the Trianon Dialogue) is developing on the French president's initiative. The tone is deliberately personal and historically layered: both leaders present the relationship as anchored in a shared European cultural inheritance that transcends current political frictions. For Russia, the framing is welcome — it positions Moscow as an organic member of the European family rather than an outsider.
Thank you, dear Emmanuel, for coming... I am very glad you are here.
Thanks to the French president's initiative, alongside our traditional lines of cooperation a dialogue of civil societies is also developing.
2. Trade and Economic Ties
Putin turns to the economic substance of the relationship, presenting it as robust despite external pressure. He acknowledges frankly that trade turnover saw a correction in the first half of the year — attributing it to objective causes — while noting a positive shift in the trade balance. He anchors the point in figures: cumulative Russian investment and French investment together exceed three billion dollars, and some 500 (elsewhere "18,500") French companies operate actively on the Russian market. Putin repeatedly stresses that this activity sustains a large number of French jobs, since French entrepreneurs supply goods to Russia — an argument aimed at the French business audience and at reframing sanctions as self-harming for Europe. The message is that economic cooperation is durable, mutually beneficial, and could grow substantially further if the Russia-EU relationship were normalised.
Cumulative investments of Russian and French companies amount to more than 3 billion dollars.
500 French companies operate on the Russian market, and I assure you this largely secures a great many jobs in France itself.
3. Strategic Stability and Arms Control
Putin lays out Russia's grievances on the collapsing arms-control architecture, and does so by assigning responsibility clearly. He reminds his hosts that it was not Russia that unilaterally withdrew from the ABM Treaty, nor from the INF Treaty. He presses the unanswered question of extending New START (СНВ-3), noting that Russia's proposal is "on the table" while Washington offers no initiative in return. He voices concern over the Comprehensive Nuclear-Test-Ban Treaty and, pointedly, over the possible weaponisation of space, on which he wishes to clarify France's position. The rhetorical thrust is to present Russia as the responsible, initiative-taking party being met by American silence — and to invite France, as a nuclear power and permanent Security Council member, into a serious conversation on rebuilding European security.
It was not Russia that unilaterally withdrew from the ABM Treaty, nor did we withdraw from the INF Treaty.
On the agenda is the extension of the New START Treaty. We still see no initiatives from our American partners, although our proposal is on the table.
4. The Unilateral INF Moratorium Offer
Putin restates, on French soil, a concrete commitment: Russia will not deploy intermediate- and shorter-range missiles in any region of the world so long as American systems of that class do not appear there. He frames this as a good-faith, unilateral gesture that has been stated publicly and repeatedly — yet has drawn no response. The recurring complaint is that Russia is simply "not being heard," even though, he argues, Europeans have a direct interest in hearing Moscow's proposal, since it concerns their own security. The framing casts Russia as the restrained party extending an olive branch and the West as inattentive, placing the onus for the arms-race dynamic on the American side.
We undertake a unilateral commitment: even if such strike systems are produced by the United States, we will not deploy ours in regions of the world until American systems of that kind appear there.
One gets the impression we are simply not being heard, though I think Europeans have an interest in hearing us.
5. Ukraine, Donbass and the Normandy Format
Both leaders devote sustained attention to Ukraine. Macron points to the new factor of President Zelensky, praises what he calls the Ukrainian side's "courageous steps," and insists a Normandy-format summit should take place only if it produces tangible results, with advisers meeting first to prepare it. Putin echoes that any summit must lead to concrete outcomes and, crucially, must implement what was already agreed. He recalls the 2016 compromise on the law on Donbass's special status — the "Steinmeier formula" — under which the law would enter into force provisionally on election day and permanently after the results are confirmed. He argues these agreements, together with amnesty questions, must finally be formalised, and states plainly that there is no alternative to the Normandy format. He describes cautious optimism from his recent contacts with Zelensky.
We made a significant compromise when we effectively modified the implementation of the law on Donbass's special status... so that the law would take effect provisionally on voting day and permanently after the results are tallied and confirmed.
There are some things that inspire a certain cautious optimism.
6. Syria and the Idlib De-escalation Zone
On Syria, Macron voices acute concern about the bombardment of the civilian population in Idlib and calls for the Sochi ceasefire to be fully honoured within an agreed political and constitutional timeframe. Putin reframes the situation from the standpoint of counter-terrorism. He notes that when the Sochi agreements were signed, terrorists controlled roughly 50 per cent of the demilitarised zone; now the figure is 90 per cent, with constant sorties from that territory and — most dangerously — the transfer of militants to other regions of the world, including attacks on Russia's airbases. He stresses that it was never agreed that Idlib should become a comfortable haven for terrorists; on the contrary, the understanding was that work against terrorists would continue. Russia therefore supports the Syrian army's localised operations to suppress these threats.
At that moment terrorists controlled 50 per cent of the territory; now it is 90 per cent, and we observe constant sorties from there.
It was never said that terrorists could be concentrated anywhere... on the contrary, we said that work against terrorists would continue.
7. Iran and De-escalation
Macron opens the substantive agenda with Iran, presenting France as an active mediator working to preserve the nuclear agreement and prevent escalation. He describes numerous proposals advanced over recent weeks and constant contact with President Trump and President Rouhani, aimed at keeping the Iranian side within the deal's provisions. The topic is framed as one of the principal crises to be discussed ahead of the G7 summit in France. For the Russian side, the emphasis on preserving the agreement and on multilateral diplomacy aligns with Moscow's own consistent position against unilateral pressure on Tehran.
We will discuss all possibilities for de-escalation over Iran... we are in constant contact with President Trump and President Rouhani so that the Iranians adhere to the concluded provisions.
8. The Question of Russia's Return to the G8
A journalist raises whether the G7 could revert to a G8. Both leaders treat the matter as conditional. Macron states directly that a return to the eight, and to normal relations with the EU, requires the resolution of the Ukraine crisis — calling Ukraine the "magic wand" that would open the door. Putin is studiedly indifferent: Russia sets no such goal for itself and refuses nothing; he recalls that when it was Russia's turn to host a G8 summit, its partners did not come, and Russia awaits them "at any time." He pivots to argue that other formats — the G20, which represents nearly 90 per cent of the world economy, the SCO and BRICS — now play a substantial role, valuing any contacts with partners in any format.
As for the G8 — it doesn't exist. It is the G7; today it is the G7.
The G20 is almost 90 per cent of the world economy... such large economies as the People's Republic of China and India.
9. Russia and the EU — Council of Europe and PACE
Both presidents dwell on Russia's return to the Parliamentary Assembly of the Council of Europe. Macron presents France's role emphatically: because Russia is a European country, France worked to bring it back into the fold, using its chairmanship of the Committee of Ministers. He grounds this in the argument that a Russian departure would have stripped Russian citizens of recourse to the European Court of Human Rights. Putin thanks France warmly for its decisive role in restoring the full-format Russian delegation, and expressly counts on French support to build normal, trust-based relations with the European Union. The exchange casts France as Russia's key interlocutor within European institutions and PACE's restoration as a step toward rebuilding a continent-wide architecture of trust.
We are grateful to France for its position on the Council of Europe, on the return of the full-format Russian delegation.
France's position played a substantial, if not key, role.
10. Europe from Lisbon to Vladivostok
This is the meeting's grand strategic motif. Macron repeatedly affirms that Russia is a European country "to the depths of its soul," invokes Dostoevsky, and calls for rebuilding an architecture of trust from Lisbon to Vladivostok, urging Europe to rethink its sovereignty in a world where Western hegemony is contested. Putin embraces the vision and extends it — reminding that the idea traces to de Gaulle's "Europe from the Atlantic to the Urals," while noting Russia stretches to the Pacific, all of it a space of European culture. His formulation is patient and strategic: what seems impossible today may become inevitable tomorrow; the essential thing is to choose the path and move steadily toward it, in one form or another, for the sake of both Europe as a centre of civilisation and Russia.
General de Gaulle already voiced this idea... 'Europe from Lisbon to the Urals,' but Russia stretches to the Pacific Ocean — this is all a space of European culture.
The important thing is to choose the path and move gradually in the right direction.
11. Climate Change, Paris Agreement and Siberia
Climate forms a substantial and cooperative strand. Macron welcomes Russia's ratification of the Paris Agreement as an important step and offers condolences over the terrible summer wildfires in Siberia. Putin embraces the theme with specifics: Russia joined the French president's initiatives from the very first steps, has assumed serious commitments to reach 70–75 per cent of 1990 emission levels, allocated colossal resources and adopted domestic programmes requiring substantial restructuring of the economy. He points to record temperature changes in the Arctic — unprecedented, he says — and insists that only coordinated effort will be effective. The framing positions Russia as a responsible, committed partner in the multilateral climate agenda.
Russia joined the French president's initiatives from the very first steps and supported the Paris Agreement... we assumed very serious commitments.
In the coming years to reach 70 per cent of 1990 emissions, then 75 [per cent] by 2030 — these are serious commitments.
12. The Debate on Liberal Democracy
Prompted by Putin's earlier remarks on the exhaustion of liberalism, Macron engages the point at length, seeking to distinguish political liberalism from economic liberalism and to remind that liberalism connects Europe to its Renaissance heritage and to Catherine the Great's bonds with French philosophers and writers of the Enlightenment. He argues every society constantly changes and contains differing degrees of conservatism, so these concepts must be discussed and clarified rather than declared dead. The exchange is presented not as a clash but as a matter for continued dialogue between two societies, with Macron insisting Russia holds a rightful place in the European family and that isolating a great power would serve no one's interest.
Sometimes when one speaks of liberalism the meanings differ, because liberalism was political.
In Russia there is political liberalism, economic liberalism... every society constantly changes and develops.
13. Moscow Protests, Elections and the Yellow Vests Comparison
A journalist asks Putin to explain the recent arrests during Moscow demonstrations. Putin situates the events firmly within the electoral cycle ahead of September's regional elections. He explains that some 57 candidates were not admitted to the ballot for evident violations — falsified signatures, per election-commission experts — and stresses there is a lawful means of resolving such disputes through the courts, with precedents where excluded candidates prevailed and at least one was admitted. He affirms that citizens have the right to peaceful protest and that authorities must ensure it, but that no one may break the law or provoke clashes; violators must answer under Russian law. He then turns the question back, invoking the Yellow Vests: by his count some 11 dead, two and a half thousand injured, two thousand police hurt — expressing the wish that such events not occur in the Russian capital.
This year 57 people were not admitted to the elections — for evident violations during the campaign; the signatures were simply falsified, as the election-commission experts assert.
The events linked to the Yellow Vests, during which by our count some 11 people died, two and a half thousand were injured, and two thousand police [were hurt].
14. The Northern Military Accident and Radiation Concerns
Asked about a reported nuclear incident and elevated radioactivity in Siberia, Putin first corrects the geography — there was no incident in Siberia; the questioner means the White Sea, a different region — and states firmly that there is no threat and no rise in background radiation there. He notes that experts, including independent experts, have been sent to monitor the situation, and that he receives reports from both military and civilian specialists showing no serious changes, while preventive measures are being taken to avoid surprises. He pays tribute to those who died, saying they were performing a vital state function and will all be awarded state honours. The response is calibrated to project control, transparency and reassurance.
There were no incidents in Siberia. If you mean the White Sea, that is a different region of the Russian Federation; there is no threat there.
The people who, unfortunately, suffered and died were performing a most important state function; they will all be nominated for state awards of the Russian Federation.
15. Humanitarian and Cultural Cooperation — Russian Seasons
Closing the constructive agenda, Putin highlights the depth of cultural ties, echoing Macron's opening. He announces the "Russian Seasons" programme planned in France for the following year — some 270 events across virtually all departments and major cities of France — expressing hope it will prove interesting and useful for French audiences and Russian performers alike, and presenting it as another step toward building full-format relations between the two states. The theme reinforces the meeting's overarching message: that beneath political disagreements lies a dense fabric of civilisational and human connection that both sides intend to strengthen.
Next year we plan to hold in France a series of events under the so-called Russian Seasons — 270 events in practically all departments and all major cities of France.
This will be one more step toward building full-format relations between our states.
