1. Rehabilitation of Nazism and the Desecration of Victory Symbols Abroad
The opening exchange sets an emotional register around the 9 May Victory celebrations. A United Russia deputy from Krasnodar contrasts the solemn Red Square parade with events "on our borders" — SS-flag marches in Estonia tolerated by local authorities, the destruction of war memorials in Georgia, and the beating of veterans and trampling of St George's ribbons in Lviv. He asks whether criminal law should be toughened to add liability for the rehabilitation of Nazism. Medvedev, a jurist by training, reframes the problem: harsher sentences matter less than an ineffective law that fails to work. He insists the priority is strict, universal enforcement of existing norms. On the foreign cases he expresses genuine sorrow but distinguishes principle from interference — it is for those countries' own voters to form their governments, though Russia will factor a government that "dances on the bones" of its liberators into its foreign-policy posture.
I believe we must above all focus not on the severity of the Criminal Code but on making it work, because in this respect it often does not work.
If the dead knew, they would turn in their graves to learn that these are citizens of the former Soviet Union, of Russia, and no one pays it any attention.
It is for the voters to form their own government. If that government dances on the bones of the people who once defended their countries, then we must understand what our attitude to that government will be.
2. Education Funding and the Search for a Distinctly Russian Model
A KPRF faction leader from the Moscow City Duma presses the case that modernisation depends on investment in science and education, citing China's decade of 20% annual increases. He advances the Communist alternative draft law — prepared by figures such as Nobel laureate Zhores Alferov, Ivan Melnikov and Oleg Smolin — fixing no less than 7% of the consolidated budget and 5% of expenditure for education, and warning that per-capita financing is closing small rural schools. Medvedev, who taught for thirteen years in St Petersburg, agrees on dissatisfaction but rejects transplanting any single foreign model. He notes total education spending already exceeds two trillion roubles and argues the real problem is not the amount but how money is allocated and whether it reaches recipients. He undercuts the China comparison by observing there are effectively no stipends or pensions there, yet offers to have the alternative bill studied and its compatible ideas integrated.
None of the existing world models can be fully implemented here, just as we are neither the Soviet Union nor the People's Republic of China.
Our combined education spending exceeds 2 trillion roubles, which is enormous money for our budget.
We must build our own system that absorbs all the best of the tsarist period, the Soviet period, and modern experience.
3. Ethnic Balance in the Power Structures and the Protection of Russians
An LDPR deputy from Stavropol raises a deliberately delicate theme: the LDPR's defence of ethnic Russians abroad, but also inside Russia, where Russians are the titular nation yet — he says — appear on only every third, fourth or fifth office door in the prosecutor's office, MVD and FSB even in Russian regions. Medvedev acknowledges the topic is so sensitive that every ethnicity tenses the moment a head of state raises it. He affirms Russians deserve protection at home, but "no less than" other peoples, and insists recruitment must be by professional merit alone regardless of surname. He names the real danger as diaspora patronage — paid lobbying of one's own kin — and assigns governors a duty to watch for such disproportions in complex, multi-ethnic regions, while warning categorically against quotas or national-balance lists, which could "blow up the country."
Russians must be protected including within the Russian Federation... but no less than the representatives of the other peoples and nationalities living in our country.
Under no circumstances may such matters be decided by drawing up lists or defining some balance of nationalities, because in that case we could simply blow up the country.
4. Corruption and the Limits of Legal Instruments
A Spravedlivaya Rossiya deputy from Tolyatti describes the familiar picture of an official who, within a year or two, acquires cottages, flats and watches worth as much as the property itself, and asks whether Russia should follow Western states in ratifying Article 20 of the UN Convention against Corruption (illicit enrichment). Medvedev, again drawing on his legal experience, warns against expecting a single article or convention to conjure a state of universal welfare. He supports joining the international anti-corruption framework to stand among civilised states, but insists law is only one instrument. The decisive factor, he argues, is a new political culture grounded not merely in fear but in the sense that corruption is shameful and career-ending — a culture the young must build by their own conduct rather than drifting with a murky current.
Law is not a universal mechanism; law is merely one of the instruments.
Only one factor can substantially reduce its scale — our internal attitude and the creation of a fundamentally different political culture, grounded not only in fear.
If you drift with the current — and we know what kind it is, rather murky — you will soon become part of this corrupt system too.
5. Housing for Young Families
A United Russia deputy from the Yaroslavl district reports a stream of appeals from young parents seeking help under the "Housing for Young Families" programme, where families contribute 50% and the state provides the rest, but which the crisis partly stalled. He asks about increased federal financing. Medvedev, recalling his own role launching the "Affordable Housing" project five years earlier in government, frames both the positive legacy — regional support programmes everywhere he travels — and the negative — mortgage programmes curtailed by the financial crisis. With the situation now improving, he stresses that United Russia's parliamentary dominance makes this the party's own political task, and that the burden should fall mainly on regional budgets, with federal co-financing reserved for targeted cases such as rural specialists and young scientists.
Dealing with an individual family's problems from Moscow is wrong... we must give the regions the ability to handle these matters.
Some time ago the president of our Academy of Sciences approached me to say the problem of housing for young scientists was not being solved, and I simply had to intervene.
6. The Presidential Personnel Reserve and Rotation of Regional Elites
A KPRF member of Bashkortostan's State Assembly recalls the presidential personnel reserve created in February 2009, which included opposition and civic figures, and laments that its potential is weakly used amid a regional policy of "immovable elites" and opaque, sometimes corrupt, appointments. He asks how to build a transparent, merit-based system for renewing regional and local elites. Medvedev's answer is blunt and combative: the simplest step is to replace governors who refuse to bring in young people. He casts any leader who treats power as endless as dangerous to society, arguing that everyone — from a village elder to the head of state — must think about whom they will hand power to and what course their successors will pursue.
If a governor himself professes the principle of immovable elites, then it has long been time for him to retire.
If a person does not think about this and believes he can rule at his level indefinitely, that person is dangerous to society.
7. Political System Reform and Legal Protection of the Opposition
An LDPR faction leader from the Tomsk city Duma frames the meeting's underlying theme — reform of the political system — and credits Medvedev's reformist, democratic impulses while noting they are often distorted or ignored in the regions. He reports growing pressure by local administrations and employers on opposition activists and deputies in remote settlements, and presents the LDPR's Duma initiative to add Article 144 (with a note) to the Criminal Code, penalising the violation of labour rights on political grounds with fines up to 300,000 roubles and imprisonment. He asks, "as a lawyer to a lawyer," whether legal means can protect those who take an active opposition stance. Medvedev, despite his earlier caution about law's limits, urges instead that legal instruments be used as widely as possible, recalls the historical cost of political dismissals, and declares readiness to support such amendments.
They [legal instruments] must be used as widely as possible.
Employers refused someone employment or dismissed them on political grounds solely because they belonged to another party. You know, we already went through this; it ended badly for our country.
8. The President, the Citizen and the Weight of the August 2008 Decision
A deputy from Stavropol, invoking the film *K-19* about a Soviet submarine captain who sent men to certain death to avert catastrophe, asks whether "President Medvedev" ever comes into conflict with "citizen Medvedev" or "blogger Medvedev," and who wins. Medvedev answers first with self-deprecating humour — he tries not to upset Medvedev, or he would have to campaign in a different direction — then turns serious. He recalls August 2008 as his hardest decision: as sitting president, ordering troops to defend Russia's interests while knowing that some men would not return. He presents this as the defining, isolating burden of leadership that only those who have taken such decisions can understand, and expresses the wish that such decisions in Russia's history be as few as possible.
I recall August 2008, when I had to take a very difficult decision to send our troops in order to defend our interests.
When I took it as the sitting president, I could not but be aware that some of the people would not return.
Whoever has not taken such decisions will never understand me.
9. Protecting Orphanage Graduates and an Institute of Mentorship
A young participant, Ruslan, describes a joint legislative initiative born on the debating platform: help for orphanage graduates who, on turning 18, must leave the institution and often fall into the hands of fraudsters, losing the flats and money the state provides because they are unprepared for adult life. He asks Medvedev to support the initiative through the Duma and Federation Council. Medvedev affirms he cannot be indifferent to the problem, noting how many children lose their guaranteed housing this way, and asks for financially balanced proposals he is ready to back. When the participant adds that the idea is a public institute of mentorship involving employers and society, Medvedev calls it interesting and promises to review and support it. He then praises the cross-party debating club itself as the formation of a new political class.
A huge number of our children remain in children's homes... many children entering independent adult life lose that housing because they fall into the clutches of fraudsters.
The fact that you have no allergy to one another, even holding fundamentally different positions, is precisely the formation of a new political class.
10. Ecology, Recycling and Modernisation
A KPRF deputy of Tatarstan's State Council, Artem Prokofyev, links Medvedev's own address — which made environmental quality a criterion for assessing local authorities — to the foreign practice of turning "waste into income": programmes for recycling old appliances, batteries and accumulators, noting that in the United States recycling supplies 95% of the lead for new accumulators. He asks whether the announced modernisation supports such green innovations. Medvedev answers briefly and affirmatively, calling it absolutely the right direction: recycling yields both an environmental benefit and additional income, so any modern entrepreneur must weigh not only money but the effect on the surrounding world. He credits many Russian businesses, including large ones, for now taking ecology seriously, while stressing the state must create incentives, and reminds him that his address already contains a set of proposals on the theme.
Any modern entrepreneur, when forming his business programme, must think not only about money but about how it will resonate in the surrounding world.
This kind of processing and recycling can bring not only a positive environmental effect but also simply create additional income.
11. Closing Remarks — A New Generation of Politicians
The meeting closes with a deputy from Moscow Oblast offering not a question but a wish — gratitude for the chance to gather and a request for more frequent meetings, since the country's future depends on the young. Medvedev's concluding reflection is personal and valedictory in tone. He notes with wry sadness that the young politicians around him no longer include him in their category, and muses on the shortness of life. Yet he tells them their standing — respected by colleagues, promoted by their parties, moral authorities to many — is already real success, if only the first rung. He urges them not to yield to despondency, to work for the people who trusted them and for the shared country they all love even when they criticise it, and frankly says he is neither ashamed nor afraid to hand power to a generation such as this.
I am neither ashamed nor afraid to realise that people like you will come to replace our generation of politicians.
All the same, we do it for our country and for our people... your success is, in the end, the success of our country.
Without small successes there are no great successes. The question is how you dispose of this capital.
