Lavrov opens a joint interview with four leading Russian radio stations from isolation imposed by pandemic and global political circumstances. He regrets the inability to shake hands in person, framing virtual contact as a sign of exceptional times affecting Russia and the world. The format positions Russian broadcasters as intermediaries between the Foreign Ministry and domestic audiences at the peak of Euro-Atlantic security tensions in late January 2022.

Asked whether Russia will 'strike Washington' or tolerate further pressure, Lavrov states plainly: if it depends on the Russian Federation, there will be no war — Russia does not want war. But gross encroachment on Russian interests will not be permitted either. He cannot say negotiations are finished because Washington spent more than a month studying Russia's extremely simple treaty drafts before replying.

Lavrov recalls that Russia repeatedly signalled an honest answer would not satisfy Moscow and reserved the right to respond by the toughest means to defend its interests. The answers received two days earlier largely cast shadows — though rational grains exist on secondary issues. He cannot detail specific countermeasures publicly, citing the need to keep diplomatic leverage.

On secondary issues Lavrov cites intermediate-range missiles: after the US destroyed the treaty Russia urged reason and President Putin proposed joining Russia's unilateral moratorium with verification — ignored. General Staff initiatives on pulling exercises back from borders, limiting aircraft and ship approach distances, and other deconfliction measures were rejected for two to three years — now Western proposals recycle Russian ideas.

Lavrov insists the main task is resolving conceptual foundations of European security. At Astana in 2010 and Istanbul in 1999 all OSCE presidents and prime ministers signed a package of interlinked principles on indivisible security. The West extracts only the slogan that each country may choose alliances, omitting the linked obligation not to strengthen one's security at others' expense.

Lavrov contrasts this with NATO's open-door mantra on Ukraine, which deliberately avoids the second half of the Istanbul/Astana package tying alliance choice to non-aggravation of others' security.

Lavrov confirms that the sanctions package Roman mentioned — including full disconnection from Western-controlled financial and economic systems — would be equivalent to breaking relations, as Presidents already discussed.

That common history ultimately helped all peoples on the post-Soviet space build statehood — a foundation worth preserving without ultra-radical spin.

On Russia's initiative the CIS last year signed a decision creating a commission (association of scholars) with common history as a main workstream — developing methodological guides reflecting a consolidated view while acknowledging diverse perspectives. Lavrov expects this mechanism to work more constructively than bilateral historian commissions with Germany, Poland and Lithuania given CIS closeness.

Retaliatory measures under development aim partly to return the diplomatic ball to Western partners through strengthened non-Western vectors.
