A student opens by thanking Lavrov on behalf of those gathered for maintaining the faculty's tradition of discussing the most urgent items on the international agenda. Lavrov accepts the compliment but immediately redirects to substance, telling the questioner he was too modest — the query is far from secondary. The exchange sets the tone for the session: frank, analytical dialogue between the minister and future diplomats on live policy questions.

Asked what now heads Russia's economic diplomacy after WTO accession, Lavrov insists it remains a top priority: the economy underpins sound politics, full integration into the world economy is indispensable for Russia's comprehensive rise, and without accelerated innovative development Moscow cannot strengthen its international standing. WTO membership and OECD accession talks are steps in that single direction and receive priority attention from the leadership.

After just over a year as a full WTO member it is still early to measure the full impact on industry, banking, agriculture and insurance, but Lavrov stresses that no sectoral collapse occurred — prophecies of industrial and banking death did not materialise. The real challenge, which he welcomes as healthy, is national competitiveness across the economy.

OECD negotiations proceed through 22 committees and working groups; roughly a third have already recommended Russian membership. Moscow seeks standard, non-discriminatory terms and prefers concentrating on substance over artificial deadlines — a task for professionals, with the MFA actively involved.

On whether Syria repeats the Iraq WMD pretext, Lavrov widens the frame beyond a decade-old parallel. Both cases involved claims of weapons of mass destruction to justify military action, but the deeper context is the painful transition toward a world order that accounts for all civilisations — a shift those clinging to an unjust old order exploit through any turbulence they can find.

In the Middle East and North Africa Lavrov sees a personal factor: authoritarian leaders personally disliked by Western capitals are targeted for overthrow, while equally authoritarian allies face no such campaign. Describing the whole region under the slogan of needed democratic transformation is illogical and inconsistent.

Позиция России: народы имеют право на лучшую жизнь, их устремления нужно поддерживать — но через национальный диалог и убеждение долго правящих режимов начать примирение, а не через подстрекательство к силе и насильственному свержению. Где идёт подлинная демократизация — её надо закреплять; где «революции» лишь меняют элиты — это разные вещи.

Russia's position is that peoples deserve a better life and must have their social, economic and political aspirations supported — but through national dialogue and persuasion of long-ruling regimes to begin reconciliation, not through inciting force and violent overthrow. Where genuine democratic change occurs it should be consolidated; where "revolutions" merely rotate elites, Moscow distinguishes the two.

Lavrov recounts Libya as the declared mission to establish democracy via a no-fly zone that degraded into NATO aviation taking sides in a civil war and the barbaric killing of Gaddafi — a textbook case of double standards. As warned, weapons and fighters then spread illegally across the region, supplying new wars to extremists who know no other trade.

When French forces intervened in Mali against militants France had earlier armed in Libya, Lavrov confronted French colleagues with the contradiction: terrorists are bad when they threaten a friend in Bamako but acceptable when they help topple Gaddafi. Such a policy, he says, is absolutely unprofessional.

Lavrov details Russia's repeated efforts on Syria: pressing the regime early for national dialogue, supporting the Arab League observers, securing Assad's acceptance of Kofi Annan's plan and UN monitors — withdrawn once they reported objectively — and co-chairing the June 2012 conference that produced the Geneva communiqué now treated as the bible of settlement. Moscow secured Assad's agreement to attend a Geneva-2 conference without preconditions, but sees no reciprocal signal from opposition forces beholden to wealthy regional patrons who prefer military victory and Western intervention.

The opposition, Lavrov argues, is influenced less by Western partners than by rich regional states implacably hostile to Assad and apparently uninterested in any conference — betting on military victory they cannot achieve and therefore demanding Western strikes. He links their renewed enthusiasm to the US announcement of possible action over alleged chemical weapons use, with congressional consultation to follow.

The chemical weapons issue is not new. After a March incident near Aleppo Syria asked the UN for urgent experts; Ban Ki-moon agreed, but Britain and France insisted on an Iraq-style mandate to enter any corner of Syria at any time — intrusive and boundless. Unlike sanctioned Iraq, Syria faces no Chapter VII regime; Damascus refused the colonial mandate Moscow understands, while Russian experts took OPCW-standard samples and produced a full report.

Beyond Syria, Lavrov warns the non-proliferation regime is under growing stress. A 2010 NPT review conference unanimously mandated a conference on a Middle East zone free of all WMD and delivery means by 2012, with Russia, the US and UK as co-conveners alongside the UN — yet largely because of US positions the date was never set. Failure to honour that pledge, he cautions, will poison the next review cycle; Syria itself once championed the zone idea. Threats based on undocumented claims solve nothing; war-and-peace questions cannot be played behind secrecy.

Not every state can actively champion law given its size and position; Russia and China face no such constraint.
