Tokayev treats nuclear cooperation as more than an energy project: Russian participation will train Kazakh technical specialists and bind the countries’ younger generations through a demanding high-technology industry. Transport, logistics and digitalization are identified as the other central conditions for turning resources into growth.

4. Tokayev’s View on Ukraine
Токаев отказывается от посредничества, предлагает заморозку и подтверждает союзнический курс Казахстана.
Tokayev declines mediation, saying Russia is a great state capable of handling the issues on its agenda without intermediaries. He nevertheless proposes freezing the conflict as an established international practice to stop the deaths of young Russians and Ukrainians, while reaffirming Kazakhstan’s strategic and allied relationship with Russia.
