The press conference falls on the 25th anniversary of the Dayton Peace Agreement. Dodik notes the date was not chosen deliberately — a meeting planned a month earlier coincided with this symbolic day. He thanks Russia for its role in concluding and implementing Dayton, stressing the agreement was not made to be changed without the participation of Bosnia's two entities and three constituent peoples.

Today is exactly 25 years since the signing of the General Framework Agreement for Peace in Bosnia and Herzegovina, also called the Dayton Agreement.

Дейтонское мирное соглашение не было оформлено для того, чтобы его меняли без участия сторон Боснии и Герцеговины, а это два образования и три суверенных народа.

The Dayton Peace Agreement was not concluded to be changed without the participation of the parties to Bosnia and Herzegovina — that is, the two entities and three constituent peoples.

Лавров подтверждает полную поддержку основополагающих дейтонских постулатов — равноправия трёх народов и двух субъектов. Проблемы решаются через внутренний диалог и невмешательство извне.

Lavrov reaffirms Russia's position as a Dayton guarantor state fully supporting foundational postulates on Bosnia's internal organisation — equality of the three constituent peoples and two entities as non-alternative principles. Problems must be resolved exclusively through respectful internal political dialogue, balance of interests, compromise and consensus, with strict non-interference in Bosnian affairs.

Россия как один из государств-гарантов мирного соглашения полностью поддерживает основополагающие дейтонские постулаты, принципы, которые касаются внутренней организации Боснии и Герцеговины, и призывает к их неукоснительному соблюдению всеми участниками, как боснийскими, так и внешними.

Russia as one of the guarantor states of the peace agreement fully supports the foundational Dayton postulates and principles concerning Bosnia and Herzegovina's internal organisation, and calls for their strict observance by all participants, both Bosnian and external.

Эти принципы требуют решения всех возникающих в Боснии и Герцеговине проблем исключительно через взаимоуважительный внутриполитический диалог, через поиск баланса интересов, компромиссов и консенсуса при полном соблюдении принципов невмешательства извне в боснийские дела.

These principles require that all problems arising in Bosnia and Herzegovina be resolved exclusively through respectful internal political dialogue, through seeking a balance of interests, compromises and consensus with full observance of the principle of non-interference from outside in Bosnian affairs.

Сохранение аппарата высокого представителя — анахронизм и дискредитация западных партнёров. Додик требует закрытия администрации, а не продления мандатов.

Both speakers condemn preservation of the High Representative's office contrary to past agreements. Lavrov calls it not merely an anachronism but a discrediting of Western colleagues who insist on perpetuating an institution symbolising external protectorate over independent Bosnia. Dodik demands closure of the High Representative's administration rather than renewal of mandates producing "agony" in the country.

В этом смысле сохранение, вопреки всем прошлым договорённостям, аппарата высокого представителя является не просто анахронизмом, но я считаю, оно уже дискредитирует наших западных коллег, которые настаивают на увековечении этого института, который символизирует, по сути дела, внешний протекторат над независимой Боснией и Герцеговиной.

In this sense, preservation contrary to all past agreements of the High Representative's office is not merely an anachronism; I believe it already discredits our Western colleagues who insist on perpetuating this institution, which essentially symbolises external protectorate over independent Bosnia and Herzegovina.

Поэтому мы сегодня требуем, чтобы закрылся администрация офиса высокого представителя, а не чтобы его повторно выбирали, чтобы эта агония с этим офисом продолжалась в нашей стране.

Therefore we today demand that the High Representative's office administration be closed, not that he be reappointed so this agony with the office continues in our country.

Lavrov, who participated in negotiating Dayton, warns partners against attempts to destroy its architecture — such efforts, whatever their motives, risk the most serious consequences. The achieved balance is fragile; removing even one component threatens the entire package and invites unpredictable outcomes.

Хотел бы также со всей серьёзностью предостеречь некоторых наших партнёров от попыток разрушить дейтонскую архитектуру. Такие попытки, какими бы мотивами они ни объяснялись, чреваты самыми серьёзными последствиями.

I would also like with full seriousness to warn some of our partners against attempts to destroy the Dayton architecture. Such attempts, whatever motives are cited, are fraught with the most serious consequences.

Я знаю, насколько хрупок тот баланс, который был достигнут, и насколько важен каждый кирпичик этого фундаментального достижения международного сообщества. Вынуть даже один компонент из этого пакета — это означает подвергнуть угрозе все договорённости и вызвать непредсказуемые последствия.

I know how fragile the balance achieved is and how important each brick of this fundamental achievement of the international community is. To remove even one component from this package means to threaten all agreements and invite unpredictable consequences.

Дейтонские соглашения не мешают развитию отношений с зарубежными партнёрами, включая ЕС. Темп евроинтеграции определяется при строгом соблюдении дейтонских принципов.

Lavrov stresses Dayton in no way prevents Bosnia developing relations with foreign partners, including EU structures. The pace of European integration must again be decided on the basis of strict Dayton compliance; Russia will fully respect decisions taken on that foundation.

Дейтонские соглашения никоим образом не препятствуют развитию отношений между этим государством и его зарубежными партнёрами, включая и структуры евроинтеграционного плана.

The Dayton agreements in no way prevent this state from developing relations with its foreign partners, including EU integration structures.

Решать о том, с какой скоростью двигаться в направлении евроинтеграции, предстоит, опять же, на основе строгого соблюдения дейтонских принципов. И мы будем с полным уважением относиться к тем решениям, которые на этой основе будут приняты.

Deciding at what pace to move toward European integration must again be on the basis of strict observance of Dayton principles. And we will fully respect decisions taken on that basis.

В Республике Сербской работают «Зарубежнефть», Сбербанк, «Газпром» — НПЗ, газификация, компримирование газа в Зворнике. Проекты расширяют экономические и социальные возможности.

Major Russian companies operate in Republika Srpska implementing large investment projects through Zarubezhneft, Sberbank and Gazprom — including an oil refinery and gasification plans, notably a natural gas compression facility in Zvornik. These projects expand economic links and support social development. Dodik expresses mutual satisfaction with cooperation and discusses future energy infrastructure.

The largest Russian companies operate in Republika Srpska, implementing large-scale investment projects, including through Zarubezhneft, Sberbank and Gazprom.

These projects genuinely expand opportunities for the economic and social development of Republika Srpska.

At the early stage of coronavirus infection the Russian side assisted Republika Srpska and was, incidentally, ready to provide appropriate help to other structures of Bosnia and Herzegovina as well.

Dodik states Republika Srpska rejects NATO integration and opposes a Bosnia-wide NATO integration commission. The entity will not join international sanctions against Russia — a clear position reaffirmed in parliament. He stresses cooperation with Serbia within Dayton rights and warns that if the other Bosnian entity seeks to abolish Republika Srpska, the Serb entity will not remain in such a Bosnia.

Challenging a journalist's framing that external actors — the High Representative and Peace Implementation Council — should decide Bosnia's future, Lavrov counters that Bosniaks, Croats and Serbs are mature enough to resolve unity questions themselves; preserving the High Representative's office shows disrespect for Bosnian peoples. Russia respects Bosnian independence and recommends other external players follow suit. On Croat rights within Dayton, all three constituent peoples' representatives in the presidency must enjoy full trust. Asked about Putin's proposed P5 summit amid the US political transition, Lavrov reports positive responses from some capitals, others still studying the proposal; Washington will need time to react and Moscow is patient.
