Asked which year was harder, Lavrov finds 2014 a year of disappointment in partners but growing confidence that Russia must rely on itself — complementing the classical maxim on army and navy with economic and technological sovereignty after the West's conduct over the broken Kyiv agreement. Economically 2015 remains difficult, but measured by foreign-policy milestones the year brought tangible achievements.

Western guarantors of the February 2014 agreement between Yanukovych and the opposition — early elections and peaceful transition — instead supported an armed anti-constitutional coup the next morning. Less than twenty-four hours after the West applauded the deal and asked Moscow to help implement it, Right Sector and other militants stormed presidential and government buildings; Western capitals shrugged and said it was time to work with the new authorities.

Lavrov cites this reversal as the decisive lesson prompting Russia's historic turn toward self-reliance.

Lavrov recounts how in late February 2014 new Kyiv leaders through Yarosh and similar figures declared Russians had no place in Crimea, vowed Russians would never celebrate Bandera and Shukhevych, and provocations began with Friendship Train carriages toward Crimea and the Supreme Soviet building — followed by regional administration seizures and the anti-terrorist operation that Moscow answered by protecting Crimea's population.

Among 2015's major foreign-policy outcomes Lavrov highlights completion of Syria's chemical-weapons destruction — achieved while the West simultaneously insists Assad is illegitimate for political talks though he was a fully legitimate partner when Security Council resolutions required removing and destroying chemical arms. Terrorism, Lavrov stresses, is no less dangerous than chemical weapons and is now global; partners cannot afford the luxury of shifting legitimacy criteria to suit convenience.

Russia insists on blocking any revision of those commitments despite Poroshenko's domestic difficulties fully implementing them.

Poroshenko's constitutional reform was to include special status for Donbas; instead transitional provisions say special status begins only after elections Kyiv controls — reversing Minsk sequencing. Foreign Minister Klimkin recently repeated that linkage though Minsk requires agreed election modalities with Donbas and does not condition the special-status law on holding elections first; logically the law should precede elections so voters know what powers local deputies will wield.
