(Address at the Meeting with the Active Membership of United Russia)

1. Modernisation as Existential Necessity
Medvedev sets the entire address on a single premise: the phase of merely strengthening the state has done its work, and Russia must now change its whole development paradigm toward large-scale modernisation of the economy and the social sphere. He presents this not as one option among several but as the sole alternative to national collapse. Addressing the party's active membership, he wants them to internalise the stakes — degradation of the economy and disintegration of the country are the concrete price of standing still. His tone is confident rather than anxious: he expresses certainty that modernisation will succeed. The open questions, in his framing, are speed, quality, and — decisively — whether the process can be made genuinely attractive to ordinary people and to business, rather than an abstraction handed down from above. This opening establishes the criterion against which he then measures every subsequent policy area: oil, productivity, social spending, innovation.
There is no alternative to large-scale modernisation of the economy and social sphere in our country.
What would follow otherwise? The collapse of the country, the degradation of the economy.
2. Escaping Oil Dependence and Building a High-Tech Economy
Medvedev turns to the structural trap he regards as most corrosive: the national reflex of relaxing the moment energy prices climb. High oil prices, he argues, are not a blessing but a sedative that destroys every incentive to develop. He deliberately inverts the intuitive view by naming a very high price — 140 dollars a barrel — as a catastrophe precisely because it removes all pressure to change. To make the case historically, he traces the succession of energy eras — from oil to gas to nuclear, with hydrogen coming next — to show that resource leadership is never permanent and that states which fail to move up the technological chain fall out of the ranks of the developed. The conclusion is categorical: without laying the foundations of a high-technology economy, there will be no results worth the name. Energy revenue, in this frame, is a means to finance the transition, not a substitute for it.
140 dollars a barrel is a catastrophe for Russia. It destroys all incentives to develop.
Without laying the foundations of a high-tech economy, there will be no results.
3. Admitting Economic Errors and Low Productivity
In an unusually candid passage for an address to loyal party activists, Medvedev concedes that mistakes were made in the economic course and that the depth of the crisis-era fall was underestimated. He reframes error itself: the measure of leadership is not the avoidance of mistakes, which he treats as inevitable, but the willingness to correct them in time. He then singles out labour productivity as a genuine source of sadness, placing Russia in an unflattering comparison with other fast-developing states where it is, in his words, utterly incomparable. He locates the cause in two places at once — a backward economic and technological base inherited from the past, and national habits of work that themselves need to change. The candour serves a purpose: by owning the shortfall openly, he legitimises the demand for a hard modernisation agenda and pre-empts complacency among the very people expected to carry it out.
The main thing is not to avoid mistakes... but to correct them in time.
Labour productivity — in this respect we are utterly incomparable to other fast-developing states.
4. Social Policy Cannot Be Deferred
Medvedev insists that modernisation must never come at the expense of stability in the social sphere, and he draws a sharp line under an inherited promise he regards as discredited. The Soviet-era formula — endure now, and future generations will live better — no longer persuades anyone and simply does not work today. Kindergartens, benefits, and the salaries of teachers and doctors are not deferrable items to be settled once the economy is transformed; they must be addressed in the present. He ties this directly to the political fortunes of his audience: if United Russia fails to deliver on the social sphere, it will lose power. The message binds the modernisation project to an immediate obligation, warning the activists that grand economic ambitions carry no electoral credit if daily social realities are neglected. Social policy, in his framing, is both a moral floor and a condition of the party's continued governance.
The social sphere cannot be put off until later.
'Don't worry, the next generation will live better.' Today that doesn't work at all.
5. Agriculture as a Social Way of Life
Medvedev distinguishes Russian agriculture from the Western industrial model and insists it cannot be judged by the same yardstick. Where roughly 4% of the population works the land in Western Europe, in Russia the figure is 33–35% — which makes farming not merely an economic sector but a distinct social order, a way of life for a third of the country. He credits the national project he himself launched for tangible gains and stresses the priority of preserving them rather than letting momentum lapse. He points to a striking fact in his favour: during the crisis, agriculture was the one sector that continued to grow. The argument does double duty — it justifies continued state attention and subsidy on social as well as economic grounds, and it recasts a supposedly backward statistic (a large rural population) as the very reason for a protective, distinctively Russian approach.
It is also a distinct social order. There, 4% of the population is in agriculture; here it is 33–35.
6. Rehabilitating Business and Reforming Criminal Liability
Medvedev takes up the cultural rehabilitation of the entrepreneur, lamenting that business is still viewed neutrally at best and, at worst, as bloodsuckers — a caricature long hammered into public consciousness. He defends businessmen, and venture capitalists in particular, as people who create real value through productive, risk-taking work rather than parasitism. From this he draws a concrete legal conclusion: liability for economic offences should be differentiated, not met with the reflexive imprisonment he identifies as a Soviet holdover. Sending a businessman to prison, he argues bluntly, is pointless — he will return nothing that way. The rhetorical strength lies in fusing a moral case (entrepreneurs deserve respect) with a practical one (locking them up recovers no money and destroys value), positioning legal reform of economic crime as both fairer and more useful to the state.
For a long time it was hammered into our heads that entrepreneurs are bloodsuckers.
There's no need to drag the wretched businessman off to 'rest' somewhere, because he'll return nothing anyway.
7. Skolkovo Innovation Centre
Medvedev responds directly to online cynicism that dismisses the Skolkovo project as a presidential toy. He defends it as a deliberately modelled centre with three linked purposes: to concentrate funding, to develop genuinely useful models and technologies, and — the point he emphasises most — to learn how to commercialise them. Commercialisation, in his account, is the missing Russian competence, and Skolkovo is meant to master it in one place before the experience is replicated across the country. He is candid that success requires attracting strong foreign specialists, treating that openness as a strength rather than a concession. The defensive framing acknowledges public scepticism while reasserting the project's logic: it is not vanity but a pilot for a capability Russia lacks and must acquire if the wider modernisation agenda is to translate ideas into products.
We need to create a model centre... but most importantly, to learn to commercialise them.
8. The Internet and the Return of Direct Democracy
Medvedev declares the information revolution essentially complete and issues a warning to his own political class: any force that ignores the online space will vanish from the offline one. Loss of initiative on the internet, he states flatly, means loss of initiative in real politics. He then advances a striking thesis — that an era is coming in which societies partially return from representative democracy to direct, immediate democracy conducted through the internet, including electronic voting. His justification is developmental: representative democracy was historically preferred because populations lacked the education and information to decide directly, but rising education levels are making that preference obsolete. The passage fuses a technological argument with a democratic one, positioning Russia's leadership — and United Russia in particular — under an obligation to master these tools first, lest newer forces seize the initiative that digital participation makes available.
Losing the initiative online means losing the initiative offline.
An era is coming of a return... from representative democracy to direct, immediate democracy by means of the internet.
9. START Treaty and Synchronised Ratification
Turning to foreign policy, Medvedev informs the legislators present that he has submitted the strategic arms limitation treaty with the United States for ratification. He frames the treaty as the product of joint effort by both sides and draws from that a firm procedural instruction: the Duma and Federation Council should ratify it synchronously with the American side — neither earlier nor later. He grounds the caution in historical memory, recalling instances in which the USSR was deceived, and thereby justifies insisting on simultaneity as a safeguard rather than mistrust for its own sake. The image of the treaty passing through the crucible of both parliaments almost at the same moment expresses a principle of parity: as the agreement was made jointly, so it must be enacted jointly, with neither party exposed by moving first.
A treaty is the result of joint effort... it must pass through the crucible of the parliaments almost simultaneously.
10. The Kononov Case and the Sanctity of International Law
On the Kononov ruling, Medvedev observes the propriety of his office by declining to sit in judgement over courts, yet leaves no doubt about his position. He condemns the reopening of a settled decision as politically motivated and, more gravely, as a dangerous attempt to hack the very system of international law. From this he elevates two connected principles: the primacy of the United Nations and of international law, and the inviolable sovereignty of states, from which he derives the rule that no state may sit in judgement over another. He invests international law with almost historical solemnity, describing it as something humanity suffered into being across the nineteenth and twentieth centuries. The rhetoric ties a specific case to a broad defence of the postwar legal order and of sovereign equality — the framework within which he consistently locates Russia's standing.
No state may judge another state. We all possess state sovereignty.
International law was suffered into being by humanity in the 19th and 20th centuries.
11. Governor Appointment System Defended
Asked about the system of appointing governors on party nomination rather than by direct election, Medvedev mounts a pragmatic defence. His central point is that neither mechanism guarantees what actually matters — a competent, honest, communicative regional leader — so the choice cannot be settled by appeals to democratic principle alone. What tips the balance for him is the need for a consolidated executive power that acts in a single, coherent mode across an unusually complex federation. He also welcomes an incidental benefit: nomination by the party shifts responsibility for regional leadership onto United Russia itself. With a wry aside — errare humanum est, even a president can make mistakes — he concedes the system is fallible while arguing it is the more workable arrangement for governing a country of Russia's scale and diversity.
We need a consolidated executive power that genuinely acts... in a single mode.
Errare humanum est — to err is human. Even a president can make mistakes.
12. Relations with Ukraine Restored
Medvedev describes his recent successful talks with President Yanukovych as a reversal of what had been a severe degradation of relations. He recalls the difficult decision he took the previous year to withhold Russia's ambassador from Kyiv, presenting it as a painful but justified response to how far ties had fallen. With relations now repaired, he returns to a foundational framing: Ukraine is Russia's closest, brotherly state. He underlines the closeness even while noting Russia's stronger economic position, observing that wages are two to three times higher on the Russian side. The passage models the reconciliation as a restoration of a natural fraternal order that had been temporarily broken, with the ambassador's return standing as the visible marker that normal, close relations between the two peoples have resumed.
This is our closest state. But the degree to which relations had degraded was such that it had to be done.
13. EGE (Unified State Exam) Reform
Medvedev defends the Unified State Exam as an instrument that has proven its worth, whatever its critics say, while openly acknowledging that it has also exposed real weaknesses. His proposed resolution is a differentiated one: retain the EGE for the exact sciences — mathematics, physics, chemistry — where standardised testing suits the material, and supplement it with additional forms of assessment for the humanities, where it fits less well. He dismisses those who brand the exam the collapse of education as engaging in political manipulation rather than serious critique. To personalise his confidence in the system, he notes that his own son sat an exam that very day. The stance is characteristic of the whole address — defend a reform on its merits, concede its flaws honestly, and refuse to let the shortcomings be weaponised into a case for abandoning it.
The EGE has proven its worth, whatever they say. On the other hand, it has shown its weak spots too.
14. Kindergartens, Bureaucratic Overregulation, and Health
Prompted by activists, Medvedev backs revising legislation to allow private and family kindergartens to develop, and he attacks the absurd sanitary requirements that block them — demands for two separate entrances and five distinct types of rooms, which he calls impossible and simply a mockery. His remedy is to disentangle childcare from formal educational licensing, so that a family looking after children is not held to the standards of a full school. He also endorses voluntary health screening for students, using the occasion to lament a broader national failing: Russians, he says, treat their own health with contempt. The two threads share a common target — regulation and habit that obstruct sensible, humane provision — and cast the modernisation drive down to the granular level of individual services parents and students actually encounter.
It requires two entrances, five different types of rooms... But this is impossible, it's simply a mockery.
We really do treat our own health with contempt.
15. Music and Physical Education in Schools
Responding to the jazz musician Igor Butman and the fitness figure Olga Slutsker, Medvedev agrees that school music and physical-education lessons have become outdated anachronisms. He goes so far as to suggest that whatever Russia's musicians have achieved was perhaps accomplished in spite of, not because of, their school music lessons. He promises to instruct the education ministry to develop new curricula and to retrain teachers accordingly. But he attaches a firm qualification familiar from the rest of the address: methodology alone is not enough. Without real material facilities — stadiums, swimming pools, proper instruments — curriculum reform on paper will not deliver. The exchange again shows him converting a specific complaint from a public figure into a concrete instruction, while insisting that pedagogical change must be matched by investment in the physical infrastructure that makes it meaningful.
Everything musicians have achieved was perhaps in spite of school music lessons.
16. Grain Storage and Agricultural Intervention Reform
Answering a mill director, Medvedev acknowledges an unsolved practical problem: where to store the incoming 2010 harvest when grain the state purchased in 2008–09 still clogs the elevators, at a running cost of roughly one billion roubles a month. He treats the question seriously and floats mechanisms to relieve the blockage — pledge-based and commodity interventions that would move grain without simply dumping it. He also points to a technological deficiency: Soviet-era elevators are utterly unsuited to swings in temperature, and Russia needs to produce modern grain-storage technology domestically rather than rely on outdated infrastructure. The passage is a compact illustration of the address's method — a concrete operational bottleneck named honestly, quantified, and answered with a mix of financial instruments and a call for home-grown technology consistent with the wider modernisation theme.
Soviet elevators... are utterly unsuited to changes in temperature.
17. Domestic Tourism and National Food Brands
Medvedev urges Russians — and, pointedly, himself — to take their holidays inside Russia, praising the country's vast scale and beauty against foreign resorts, while frankly conceding that the service is bad. Challenged by the restaurateur Novikov on why Russia lacks signature national food products, he admits the country is only at the beginning of this task. His answer is developmental rather than defensive: with state programmes and public-private co-funding, Russia can cultivate its own goods and products and, in time, food brands strong enough to sell actively across the world. The two strands share an ambition — to turn Russia's own resources, whether its landscapes or its cuisine, into competitive assets — and the same honest admission of present shortcomings paired with confidence that targeted support can close the gap.
We have a vast, very beautiful country.
We must work on our own goods, our own products — brands that sell actively across the world must emerge.
18. Border Guards' Social Infrastructure
Reacting to a border officer's account of children being escorted to school under armoured cover, Medvedev accepts the underlying principle without hesitation: combat capability cannot be built in isolation from social infrastructure. A garrison whose families lack schools and kindergartens cannot sustain its military mission. He responds with a concrete commitment — to supplement the border-development programme with dedicated funding for schools and kindergartens in remote garrisons. The exchange reinforces a motif that runs through the whole address: the refusal to treat the social sphere as a secondary concern to be settled later. Here it is applied even to national defence, where he insists the human and material conditions of service life must be provided alongside the combat component, not sacrificed to it.
It is impossible to develop the combat component... in isolation from social infrastructure.
19. Closing Charge — Cadres and the Nature of Power
Medvedev closes with a direct charge to the activists: personnel work at the municipal and regional levels is theirs to do, because it cannot be managed from Moscow. No cadres can be fully allocated from the centre, and the party's task is to identify and develop capable people on the ground — with the plain warning that failure to perform means being replaced in turn. He ends on an elevated reflection on power itself, describing it as the most complex and delicate instrument and, at the same time, the most powerful. The peroration binds the whole address together: the modernisation agenda he has laid out depends ultimately on people, and the responsibility for finding and forming them is placed squarely in the hands of the party membership before him.
No cadres can be fully allocated from Moscow.
In your hands is the most complex, most delicate and at the same time most powerful instrument. Power.
