Press Conference of Sergey Lavrov and Walid al-Muallem
1. Geneva II as Platform for Intra-Syrian Dialogue
Lavrov frames the upcoming Geneva II conference as the essential mechanism for a political settlement of the Syrian crisis. In his presentation, the conference must serve as a platform for direct dialogue among Syrians themselves, without external parties dictating outcomes. He stresses that Russia will continue its efforts alongside the international community to ensure the conference succeeds, despite attempts by some countries to impede its convening. The Syrian government, represented by al-Muallem, affirms its commitment to participate and to work for a successful outcome. Both ministers present Geneva II not as an instrument of regime change imposed from outside, but as the venue where Syrians can agree the foundations of a peaceful settlement on the basis of mutual consent among all parties, free from outside pressure and interference.
We believe this conference should become a platform for dialogue among Syrians without external dictation.
Syria will participate. It will continue to make efforts to ensure the success of this conference.
2. Terrorism and Obstruction of the Peace Process
Both ministers characterize Syria as a focal point for international terrorism and insist that combating terrorist and extremist groups is inseparable from any political process. Lavrov notes that despite extensive efforts, certain states continue to obstruct the conference, while the so-called National Coalition hesitated over whether to attend at all. Al-Muallem underscores that the Syrian government exercises its constitutional right to defend its people and institutions against terrorist groups operating on its territory, with support from abroad. Responding to references to Syria as a magnet for jihadists, the ministers point to the entry of foreign fighters across land borders — including from Turkey — and call on states that influence these groups to bring them to the negotiating table rather than fuel the illusion that a military solution is possible.
Syria has become a haven for international terrorism.
Some countries are obstructing the holding of the conference.
They arrive not by parachute but overland.
3. Humanitarian Access and the Yarmouk Camp
A substantial portion of the press conference addresses humanitarian conditions, with particular focus on the Yarmouk Palestinian refugee camp near Damascus. Al-Muallem explains that delivery of aid has been blocked by intensive sniper fire from militants inside the camp, and that the government has taken steps — including contacts coordinated with Palestinian President Mahmoud Abbas — to facilitate access. He states that Syria stands ready to deliver humanitarian assistance at any moment once guarantees are in place that aid convoys will not be fired upon. Lavrov adds that he discussed the security of humanitarian convoys with US Secretary of State John Kerry, who reportedly gave assurances on the matter. Both reject attempts to use humanitarian suffering as a pretext to undermine the Geneva process or to justify external intervention.
We are ready at any moment to deliver humanitarian assistance if it is guaranteed that no action will be taken against the convoys.
Terrorists opened fire on the convoys.
4. Chemical Weapons Elimination
Lavrov and al-Muallem present the destruction of Syria's chemical weapons stockpile as a significant achievement of multilateral cooperation. They link the chemical disarmament process to the broader effort to de-escalate the conflict, noting that progress on the ground — including steps toward local cessation of hostilities — proceeded in parallel with the weapons withdrawal. Al-Muallem affirms that the Syrian people attach enormous importance to eliminating chemical weapons and that the government relies on its own capabilities while cooperating with the international mechanism. The ministers portray successful chemical demilitarization as evidence that negotiated solutions are attainable when external actors support rather than undermine the process.
The elimination of Syria's chemical weapons is an achievement.
The Syrian people attach enormous importance to this.
5. Local Ceasefires Starting with Aleppo
Lavrov outlines a practical proposal for incremental de-escalation through local ceasefire arrangements, suggesting Aleppo as the starting point before extending the model to other cities. He indicates that if security measures in Aleppo prove successful, preparation for similar steps elsewhere can begin immediately. This approach is presented as complementary to the Geneva II political track — a means of reducing bloodshed on the ground while the parties negotiate a comprehensive settlement. Al-Muallem expresses hope that these efforts will succeed and that all sides will adhere to agreed principles. The proposal reflects Russia's consistent emphasis on parallel humanitarian and operational measures alongside the political conference.
I think preparation can begin. As an example we will start with Aleppo, and then move on to other cities.
His efforts and the hope that they will succeed.
6. National Coalition Participation and Legitimacy Questions
Lavrov addresses the uncertain position of the National Coalition, noting that its leadership was meeting in Istanbul to decide whether to attend Geneva II at all. He questions the logic of excluding other Syrian opposition forces — including the National Coordination Body — from the process, arguing that this produces poor preparation for a conference that will determine Syria's future. Lavrov challenges the notion that the National Coalition is the sole legitimate representative of the Syrian people, calling this a political fiction unsupported by facts on the ground. He urges maintaining contact with both the Syrian government and the full spectrum of opposition forces, and invites the UN Secretary-General's team to assess the situation accurately when issuing invitations.
The so-called National Coalition wavered over whether it should participate.
Those who recognise the National Coalition as the legitimate and sole representative of the Syrian people — that is not even politics, it is untrue.
