Sergey Lavrov at the Novoye Znaniye Enlightenment Marathon, Moscow, 21 May 2021
1. Novoye Znaniye Marathon — Knowledge for Future Leaders
Lavrov welcomes the invitation to the Novoye Znaniye enlightenment marathon, stressing that knowledge matters for those who will soon lead the country — in public service, business, journalism or creative professions. Erudition helps navigate any life situation, career and employment; helping students gain knowledge is already very important work.
Knowledge is always a good thing; if we help you gain additional knowledge, I consider that already very, very important.
Soon you will lead the country — wherever you go: public service, business, journalism, creative professions; one can never have too much knowledge.
2. Diplomacy's Core Goal — Citizens' Welfare and Economic Operators
Russia's foreign policy concept defines diplomacy's main goal as favourable external conditions for national development, citizens' welfare and support for economic operators abroad. President Putin, addressing the Federal Assembly, targets peace and security for citizens' well-being.
The main goal of our diplomacy is to do everything to ensure favourable external conditions for the country's development, citizens' welfare and support for our economic operators on the international stage.
President Putin targets foreign policy at ensuring peace and security for our citizens' well-being.
3. International Law and Equal Dialogue with Any Willing Partner
Goals will be pursued exclusively through international law, with readiness for open, free and above all equal dialogue with any country ready for honest interaction on the same terms — respectful, reciprocal and mindful of each other's interests, not one-way.
We will achieve these goals exclusively on the basis of international law and will always be ready for open, free and above all equal dialogue with any countries ready to interact with us on the same honest terms.
We are ready to talk respectfully, on equal terms and with regard for each other's interests — that is, not one-way.
4. CIS, CSTO, EAEU, SCO, BRICS — Reciprocal Alliance Architecture (~80% of Humanity)
Russia builds relations on this basis with allies across the CIS, CSTO, EAEU, SCO, BRICS and other formats; partners reciprocate guided by international law. Arithmetically this is roughly 80% of the planet's population; Russia is ready to talk to the rest on the same terms.
It is in this spirit that we build relations with allies across the CIS, CSTO, EAEU, SCO, BRICS and many other formats.
If you take it arithmetically, the countries with which we build relations on this basis account for roughly 80% of the planet's population.
5. Western 'Great-Power Ambitions' Narrative and Cost to Youth Exchanges
Active social-media users see Western partners portray Russian leaders as prioritising 'great-power ambitions' over citizens' interests, leaving Russia isolated, harming the economy and narrowing exchanges — including for youth. The subtext: just be well-fed and be friends with the West.
Many in the West promote the thesis that Russia's leadership puts so-called great-power ambitions ahead of citizens' interests.
All this hits citizens' welfare and narrows opportunities for exchanges and contacts, including for youth.
6. Dignity, History and Patriotism — Friendship with West on Equal Terms
Russia is ready to be friends with the West only with a sense of dignity inherited over centuries. Citizens' welfare is the main goal, but one cannot reach it while ignoring history and traditions. National pride, justice and helping the weak must guide state behaviour internationally.
We are ready to be friends with the West, but only with a sense of dignity inherited over centuries and millennia of our country's existence.
Our citizens' welfare is the main goal of foreign policy, but we cannot move toward it while completely ignoring our history and traditions.
7. End of Western-Centric Era — Eurasia as New Centre of World Development
Those who say 'just be friends with the West' miss that the world is no longer Western-centric: ~500 years of Western dominance ended; the centre of politics and economics shifted from the Euro-Atlantic to Eurasia. New geopolitical players demand a voice in key international decisions.
The world is far from Western-centric: the roughly 500 years when the West unquestionably dominated — that era has ended.
The centre of world development, politics and economics has shifted from the Euro-Atlantic to Eurasia — our vast shared continent.
8. Multipolarity as Accomplished Fact — Agreement with Everyone
Multilateralism has become an accomplished fact: the world is multipolar — not one pole deciding everything, not two as in Soviet times. One must agree with everyone; that is harder than deciding alone or in a narrow circle that never argues.
Multilateralism has become an accomplished fact — the world is multipolar; neither one pole nor two, as in Soviet times, decides everything.
Now there are many poles and one must agree with everyone — that is harder than deciding alone or in a narrow circle that never argues with you.
9. Western 'Club Multilateralism' — EU Superiority Complex vs True UN Process
The West loves deciding in its own circle and calling it real multilateralism — democratic alliances inviting others to adopt assessments worked out among themselves. The EU's 'effective multilateralism' limits multilateralism to Europe; when asked why not the UN with its Charter, they answer they are more developed democratically — frank disrespect and a superiority complex.
The West loves to decide issues in its own circle, then calls it real multilateralism — genuinely democratic alliances.
The EU declared 'effective multilateralism'; when asked why multilateralism should be limited to the EU, they answered: 'We are far more developed democratically' — frankly, that is disrespect and a superiority complex.
10. UN Consensus Harder but More Durable Than Western Club Decisions
Decisions involving all states in the UN framework are harder to reach — more participants, more views, more compromises — but agreements on a universal basis acceptable to all are far more stable, long-lasting and reliable.
Decisions worked out among all states, above all within the UN, are harder to reach — the more participants, the harder the compromises.
When you agree on a universal basis on something acceptable to all, such decisions are far more stable, long-lasting and reliable.
11. 1990s Unprecedented Openness Read as Weakness — Since 2000 Without Losing Dignity
In the 1990s Russia went to unprecedented openness toward the West — 'history has ended' — and received nothing; the West read it as weakness and defeat in the Cold War, trying to impose its concepts without discussion. Awareness of this path's harm came; since 2000 Russia cooperated with all while never losing dignity.
In response to unprecedented openness we received nothing — it was perceived by the West as our weakness, as defeat in the Cold War.
Starting from 2000 we oriented ourselves toward cooperation with everyone, but never lost our sense of dignity.
12. West's Tools to Slow History — Sanctions, Ultimatums, Extraterritorial Pressure
The West tries to irritate a stable Russia to slow history and artificially preserve dominance — especially in the economy. Illegitimate sanctions became normal; diplomacy's culture is lost; ultimatums spread to economy, military-technical cooperation (US bans allies from buying Russian arms) and sport.
Illegitimate sanctions are deployed, already normal for the West; the culture of diplomacy has been greatly lost.
The Americans directly forbid countries with military supply agreements to refuse buying Russian arms and impose their own instead.
13. Rodchenkov Act and Sport — Blinken in Iceland, No Hacking Evidence
When WADA no longer suits Americans they passed the Rodchenkov Act: anyone beating a US athlete abroad can be arrested by US law enforcement. Lavrov hopes this madness passes; in Iceland with Blinken he was frank — years of election-interference and hacking accusations without a single piece of evidence offered.
The Americans passed their Rodchenkov Act: anyone who beats a US athlete at international competitions must be tested for doping, and if doping was used — arrest by US law enforcement.
All these years when accusations of election interference and hacking are voiced, we ask for at least one piece of evidence — the answer: 'You know everything yourselves, we cannot tell you, it is secret.
14. WWII Outcomes Non-Negotiable — Yalta-Potsdam and Fighting Nazism Revival
Asked about the world in 20–30 years, Lavrov will not play prophet but will defend what must be upheld: WWII outcomes including categorical rejection of Nazism and its accomplices — which some states are trying to rehabilitate — and the UN system as created, including the Security Council.
What we want and what we will defend — the outcomes of the Second World War are inviolable.
One of these outcomes is categorical rejection of any rehabilitation of Nazis and their accomplices — which some states are now trying to do.
15. Veto as Responsibility Not Privilege — Americans Insisted After League Failure
The veto is not a privilege but enormous responsibility: if a great power finds a proposal unacceptable, better not push it. Americans insisted on veto when the UN was created because the League of Nations collapsed when they could not block harmful processes.
The veto is not a privilege but enormous responsibility: if a great power finds a proposal unacceptable, it is better not to push it.
The Americans above all insisted on the veto because the League of Nations collapsed precisely because they could not block processes harmful to them.
16. French Push to Limit Veto — Slippery Human-Rights Thresholds
Moves to cancel or limit veto rights are wrong. French colleagues propose voluntary limits when mass human-rights violations occur — a slippery slope: Lavrov asked from what threshold — 100 dead means no veto, 99 is fine? Such arithmetic is wrong; politics is far more complex.
There is a movement to cancel or limit the veto — it is not a privilege, it is enormous responsibility.
Voluntary limits from what threshold? 100 people died — must give up veto, but 99 is fine? That arithmetic approach is wrong.
17. Security Council Reform — Developing World Seats, West Already Has Six of Fifteen
The Security Council no longer reflects power ratios; for decades negotiations on expansion proceed. Russia's position: developing countries of Asia, Africa and Latin America need additional seats; the West and US allies cannot claim more — six of fifteen members already represent the Western world.
The Security Council no longer reflects power ratios; developing countries of Asia, Africa and Latin America should get additional seats.
The West and those sharing Western positions cannot claim more seats — of 15 members 6 already represent the Western world, probably enough.
18. Rules-Based Order vs International Law — Biden Democracy Summit Invite List
Western colleagues no longer say 'international law' but 'rules-based order' — rules set by a narrow circle of democracies. Biden announced a democracy summit where invitees will be chosen by the summit itself. Russia answers: rules are needed, but the UN is based on universal Charter rules; club rules create new dividing lines.
★ Rules-based order
The West speaks of a 'rules-based order' — the rules will be set by themselves in a narrow circle of democracies.
President Biden announced he wants to convene a summit of democracies — they themselves will decide whom to invite.
19. UN as Living Organism — Consensus Adaptation; Putin P5 Leaders' Summit Proposal
The UN system must be cherished and strengthened — a living organism of 193 member states, adapted to change through consensus so it expresses the whole world's view. Permanent members' responsibility remains; Putin proposed before the pandemic a P5 leaders' summit — consultations continue.
The UN is a living organism of 193 member states; it must be adapted to change in a way that relies on consensus.
President Putin proposed before the pandemic to convene a summit of leaders of the five permanent UN Security Council members — we are holding consultations.
20. Pandemic Solidarity from Day One — Gamaleya–AstraZeneca Cooperation Offer
Many countries follow 'every man for himself' logic; Russia's position differs. From the first days of the pandemic, when Putin announced the first vaccine in August he invited all to cooperate; Gamaleya signed a memorandum with AstraZeneca in December to combine vaccines.
From the very first days of the pandemic, when the president announced completion of work on the first vaccine, he said we invite everyone to cooperate.
In December last year the Gamaleya Centre signed a memorandum with AstraZeneca to try jointly combining two vaccines.
21. Macron's 'Vaccine War' — Equal Treatment, Russian Media Republish Western News
Macron declared Russia and China wage a 'vaccine war' — improper words. Russian media only republish Western news on vaccine problems; Moscow never insults anyone and insists on equal, non-discriminatory treatment of all vaccines by all structures.
President Macron stated that Russia and China are waging a new type of war — a vaccine war; improper words, frankly.
Our media simply reproduce what is published in the West; we have never insulted anyone and speak of the need for equal treatment of all vaccines.
22. G20 Health Summits — Patent Waiver; Putin Supported, EU Hesitated
G20 summits on vaccines and health globalisation continue; many hoard vaccines. Putin the same day supported waiving patent protection for the decisive phase of fighting coronavirus; the EU began to hesitate — transparency and honesty are needed.
The initiative to waive patent protection of medicines for the decisive phase of fighting coronavirus — President Putin supported it the same day.
The EU began to hesitate; one would like everything here to be transparent and honest.
23. Diplomat's Qualities — Erudition, Two Languages, Listening, Composure
A student asks what qualities a diplomat needs: the same as anyone in a profession tied to international processes, plus erudition, foreign languages (MFA recruits with at least two), ability to listen and hear, argue one's view and never lose composure — though sometimes a sharper tone is needed.
For a diplomat — above all erudition, foreign languages; we now recruit with at least two languages.
Listen and hear your interlocutor, be able to argue your point of view and not lose composure in any situation.
24. Diplomacy as Humanity's Oldest Agreement Profession — Student Exchange Value
Diplomacy is the oldest profession of reaching agreement — for any human contact one must negotiate. Lavrov praises the marathon format and urges students to start practical contacts with foreign peers; collective communication skills matter.
Diplomacy is the oldest profession because for any contact between people one must reach agreement.
The main thing is to start practically engaging in contacts with colleagues from abroad; this initiative is very good — you will enjoy it and it will be useful.
25. Russia's 2% GDP vs Real Political Role — EAEU Growth and Siberia Plans
Researchers say Russia's international political role is disproportionate to its ~2.5% share of world GDP. Lavrov agrees Russia plays a substantial role life assigns — not to 'moderate ardour' to match 2%. EAEU trade is growing, FTAs signed, ~50 applications pending; Siberia and non-hydrocarbon export plans should raise Russia's economic share.
If you take world GDP statistics, we have about two and a half percent, but life itself puts everything in its place — Russia plays exactly the role it can.
The Eurasian Economic Union has already produced serious results; about 50 applications from countries and trade blocs are under review for free-trade zones.
26. Syria — Prevented Yugoslavia/Libya/Iraq Scenario; Terrorism Largely Uprooted
Russia prevented the Syria scenario prepared on the Yugoslavia 1999, Libya 2011, Iraq 2003 template — hundreds of thousands died, none of those countries improved. In Syria the main terrorist nest was uprooted; mop-up of remnants continues.
We prevented the same scenario in Syria as in Yugoslavia, Libya and Iraq — none of those countries became better.
We uprooted the main terrorist nest there; some remnants remain, but the fight against them continues.
27. Karabakh Mediation — Azerbaijan-Armenia Normalisation, Transport Links Unblocked
Russia worked well in the Caucasus through Karabakh settlement and now helps normalise Azerbaijan-Armenia relations, opening economic and transport communications blocked since the early 1990s Karabakh conflict. Russia does not chase ratings — objective observers should judge results.
In the Caucasus through the Karabakh settlement and now as we help normalise Azerbaijan-Armenia relations.
An opportunity opened to unblock all economic and transport communications that had remained closed since the early 1990s because of the Karabakh conflict.
28. Challenge — One US Force Intervention That Improved Situation; Open to Biden-Putin Talk
Lavrov asks for one example where a US international initiative using armed force improved the situation. Despite Obama-Trump pile-up (embassy property, expelled diplomats), Russia is positive on Biden's meeting proposal with Putin — if people want to talk, Moscow will be open, though clearing obstacles will not be easy.
I ask for one example where any US international initiative using armed force led to an improvement in the situation.
So many obstacles have piled up that clearing them will not be easy, but if people want to talk, of course we will be open to it.
29. WWII Lesson Most Important for World Today
Asked for the single most important lesson of international relations for the world right now, Lavrov answers: the lesson drawn from WWII — it must never be lost or blurred; it is our common heritage.
The most important thing is the lesson drawn from the Second World War.
I am confident this is our common heritage — it must never be lost or blurred.
30. Translators' Creative Role — Lavrov's Four Years; AI Cannot Replace Humans
A translation-faculty student asks about translators' contribution and whether AI will replace them. Lavrov worked as an interpreter for four years at the embassy; translation and diplomacy are creative — machines fundamentally cannot replace humans. Great interpreters like Sukhodrev left memoirs with examples.
A machine fundamentally cannot replace a human in such creative work as diplomacy and translation.
I started as a translator — I worked as an interpreter at the embassy for four years; translation is creative work.
31. Sukhodrev and Smoothing Aggressive Intonation — Language Mastery Advice
A top interpreter who is also a good diplomat can smooth a speaker's rough edges — in the late Soviet years there were examples of aggressive intonation translated more calmly. If thoughts come in a foreign language when falling asleep, that means natural mastery — congratulations.
An interpreter who is also a good diplomat can smooth some of a speaker's rough edges — intonation can be translated more simply, more calmly.
If thoughts come to you in a foreign language — good, I think; that means it is already natural and you need not strain to switch to your interlocutor's language.
32. Alexander Nevsky — Wisdom, Pragmatism, National Honour Above Comfort
On the 800th anniversary of Alexander Nevsky, Lavrov highlights wisdom and pragmatism — he negotiated with Mongols without losing dignity — and military and statecraft greatness; honour of the nation above all, rejecting the idea of submitting to everyone for sausage from abroad.
Wisdom and, strangely enough, pragmatism — he had to negotiate with the Mongols, but did so without losing dignity.
A man who placed his people's honour above all — not 'let's be friends with everyone, submit to everyone, and then we'll have sausage from abroad.
33. Orthodox Church Under Attack — US Religious Freedom Envoy Splits Unity
Russia cooperates closely with the ROC Department for External Church Relations. Under Trump the US created a special envoy for religious freedom targeting Orthodox unity — using the Constantinople Patriarch as an instrument against the Ukrainian, Serbian and Antioch churches.
Our American colleagues under Trump created a special envoy for religious freedom who tries to split the unity of Orthodox peoples and Orthodox churches.
They use the Constantinople Patriarch — a person absolutely lacking independence, an instrument in the hands of those who want to undermine Orthodoxy's positions.
34. State Must Defend Co-Religionists When Foreign Powers Interfere in ROC Affairs
Church and state are separate — Russia does not interfere in church affairs — but when other states interfere in the ROC and sister Orthodox churches, the Russian state is obliged to defend compatriots and co-religionists.
Our state does not interfere in church affairs, but when other states interfere in the affairs of the Russian Orthodox Church and its sisters in the Orthodox world, our state is obliged to defend compatriots and co-religionists.
They are destroying the Serbian Orthodox Church, trying to pull Lebanon from under the Antioch Patriarch — all of this is sad.
35. Historical Cycles — Extract WW2 Lessons, Not Climate Fatalism
Asked about cyclical history theories, Lavrov cites Hegel, Vysotsky and spiral development, notes climate-cycle fatalists, but stresses the main thing: extracting lessons from tragedies — especially WWII outcomes humanity first agreed not just to end war but how to live justly with mechanisms preventing world war. While generations remembering the war pass on that knowledge, humanity can be calm.
The main thing is to extract lessons from tragedies; I return to the Second World War and its outcomes, which must be cherished.
For the first time in human history they agreed not just to end war but how to live further in justice, with mechanisms that do not allow a world war to be unleashed.
36. Unity Not One Race — Cultural Diversity as Wealth; Arrogance Must Go
A student asks about erasing borders for human unity. Lavrov rejects abolishing borders soon (finance is global) and rejects one race — fascists tried that. Cultural, civilisational and linguistic diversity is wealth. What must be removed is arrogance: the West imposing its vision openly demanding Russia and China change behaviour.
Humanity must not become one race — fascists tried, declaring genocide against Jews and essentially all peoples of the Soviet Union.
The world's diversity — cultural, civilisational, linguistic — is our wealth; arrogance in world affairs must be removed.
37. Strong States Needed — Big Tech, 'End of History' and Pandemic Reversal
After the USSR Americans declared the end of history and stopped training Soviet specialists — visible in Washington's misjudgements. Transnational corporations and internet giants acted as if governments should wither; blocking Trump and Russian resources while claiming private-company immunity signalled governments on the back burner — but the pandemic showed strong centralised states solve health crises better.
After the USSR disappeared Americans declared the end of history; transnational corporations replace governments — governments should wither away.
The pandemic showed that the state is needed and states need to be strong — where the power vertical is stable, population health problems are solved better.
38. Ukraine February 2014 Coup — Guarantees Broken, Russian Language, Friendship Trains
The West backed Ukraine's anti-constitutional February 2014 coup though EU guarantees were signed the day before; within 24 hours the opposition spat on those signatures. First instinct: remove legislative guarantees for the Russian language; next day — drive Russians from Crimea; 'Friendship Train' militants stormed the Crimean Supreme Soviet.
The West supported the anti-constitutional coup in Ukraine in February 2014, although they had signed guarantees the day before.
On the second day they began saying Russians must be driven from Crimea; they sent so-called Friendship Trains — thugs with weapons to storm the Crimean Supreme Soviet building.
39. Donbas Defenders, Minsk and Western Sanctions — Crimea Referendum National Joy
Donbas defenders who did not attack anyone are called terrorists; Minsk followed a year later while the West spent on sanctions. Some liked rulers with neo-Nazi mentality who say they want friendship with the West. Lavrov remembers national joy after Crimea's referendum — categorically disagrees with trading Crimea for Western friendship.
Those defending their land in Donbas are called terrorists — yet they attacked no one.
I remember what national joy we had after the referendum in Crimea; I categorically disagree with the view 'well, what do you need Crimea for.
40. Unity in Diversity — Dollar Bill Motto; Humanity United Without Erasing Roots
Humanity should be united but as written on the US dollar bill — unity in diversity. One need not sacrifice one's roots, history, culture or traditions to be part of a united humanity; still must negotiate with everyone.
Humanity should be united, but as written on the dollar bill — unity should be in diversity.
For humanity's unity it is not necessary to lose one's roots, one's history, one's culture, traditions.
41. Interests Not Appeasement — Equal Agreement as Tool, Not 'Second Cheek'
The main goal is not peace-loving rhetoric or agreement itself but securing the country's and citizens' interests; agreement is a tool and can only be equal. Russia never promised to turn the other cheek. Lavrov has changed rhetoric when needed but the weakness period after the USSR collapse is long past.
Our main goal is not peace-lovingness or agreement but securing the interests of the country and its citizens; agreement is a tool and can only be equal.
We never said we would turn the other cheek; that period is long past, lessons have been drawn and it has irrevocably gone into the past.
42. NATO Enlargement, Gopnik Logic and Baltic Russophobia — Weakness Period Over
Western politicians resemble gopniki who treat unwillingness to fight as weakness. Small NATO neighbours' satisfaction when NATO expanded to Russia's borders mirrors courtyard bully logic. The Baltics were dragged into NATO despite Soviet-era development; a Russophobic minority in NATO/EU — especially the Baltic trio — wags the dog demanding ever more punishment of Russia.
The West sometimes perceives willingness to agree as weakness — Western politicians' behaviour resembles thugs who treat any unwillingness to fight as weakness.
NATO expanded — we asked why you move NATO's borders right up to Russia's borders; the Baltic trio leads the Russophobic minority, constantly demanding new punishments for Russia.
