Answers to Questions from Participants of the St. Petersburg Economic Forum

1. G8 Continuity and the St. Petersburg G20 Agenda

Putin opens by framing Russia's G20 chairmanship as a continuation of prior work — the Mexican presidency in Los Cabos and the just-concluded G8 in the United Kingdom. The priorities are presented as pragmatic conditions for global growth: fairer taxation, the fight against the offshore-isation of the world economy, and the expansion of trade horizons at a time when world trade has contracted. He ties offshore capital directly to the causes of the 2008–2009 crisis, positioning Russia as a responsible steward of the international economic agenda rather than a peripheral actor. The rhetoric is collegial and consensus-oriented, stressing that each G8 leader reported on domestic measures — including Obama on his own reforms — and that despite the depth of the problems, compromise was found on nearly every question.

We spoke about creating the best conditions for the development of the world economy... this is taxation, this is the fight against the offshore-isation of the world economy.

World trade has, after all, somewhat contracted over the past year.

On practically every one of these questions this consensus was found.

Key exchange
Q What is the main priority for the September G20, and are the goals for stimulating global growth changing?
A Continuity with the Mexican presidency, focused on the best conditions for global growth — taxation and combating offshores.

2. Syria — Ceasefire and the Path to Geneva-2

Putin presents the G8's Syria discussion as an open, genuinely interested debate that produced a shared position reflected in the final declaration: to halt the violence as quickly as possible and to create conditions for renewed political dialogue among all warring sides. The agenda he outlines is convening the Geneva-2 conference on the basis of the principles agreed at the earlier Geneva meeting, bringing the parties who are now fighting to the negotiating table. The framing emphasises consensus achieved despite differing opinions, and casts Russia as the advocate of a negotiated, Syrian-owned settlement rather than an externally imposed one.

To ensure that the sides which are now actively using weapons... sit down at the negotiating table.

To convene as quickly as possible the conference called Geneva-2 on the basis of the principles worked out at the previous meeting in Geneva.

We always sought a path toward compromise solutions.

Key exchange
Q On Syria, what came out of the G8 discussion?
A A shared aim to stop the violence and convene Geneva-2.

3. Arms Supplies and the Legitimacy of Assad's Government

Pressed on Russia supplying weapons to the Assad government while the US backs the other side, Putin gives a firm legal defence: Russia violates no international norm, supplying arms under existing contracts to the acting and lawful government of the Syrian Republic. He turns the question around — the opposition has long received arms, money and trained fighters from abroad, without which the current fighting would be impossible. He sharpens the point by noting that the US State Department itself recognises Jabhat al-Nusra as terrorist and linked to al-Qaeda, asking rhetorically where weapons handed to such fighters would end up, especially given the at least 600 fighters from Russia and Europe on the opposition side. He also rejects the "Russia versus US" binary as a simplistic reading of complex processes.

The Russian Federation violates not a single international-legal norm... it supplies armaments to the acting and lawful government of the Syrian Republic.

If the US State Department recognises one of the key organisations of the Syrian opposition — al-Nusra — as terrorist... how then can one supply arms to these oppositionists?

At least 600 people from Russia and Europe are now fighting on the opposition's side. Where will this weaponry end up?

Only the Syrian people themselves can guarantee a long-term solution to all the problems.

Key exchange
Q Russia supplies arms to Assad's regime while the US chose the other side — what do you think?
A Russia acts strictly within international law, supplying the lawful government; arming an opposition whose composition includes al-Qaeda-linked groups is reckless.

4. Transatlantic Trade and the Cultural Exception

Merkel addresses the prospect of a serious EU–US trade agreement (TTIP) and the sensitivity around media and film. She explains that the EU has concluded many free-trade deals — for example with Korea — in which culture and media are never a component, and that France, with support in Germany and the European Parliament, has drawn a clear line. Her point is procedural and reassuring: the EU will not refuse to negotiate, but when the audiovisual theme arises it will have to be discussed. The framing casts European unity as pragmatic — capable of protecting specific cultural interests without derailing a broader agreement.

The EU has already concluded many free-trade agreements, for example with Korea, in which questions of culture and media are never a component.

We have a distinct position from France, and it is present in Germany as well.

Key exchange
Q Is a real transatlantic trade negotiation realistic, given France's position and uncertainty over the UK?
A Media and film are a distinct, sensitive area with a firm French position; the EU will negotiate but must address it when it arises.

5. Britain's Place in the European Union

Merkel states an unambiguous view: the United Kingdom is part of the European Union and enriches it. She acknowledges that Britain sometimes criticises the EU — criticism she partly shares — particularly when the Union becomes too slow and bureaucratic, and she calls for compromise and dialogue with British partners and parties. She rejects the notion of Britain positioned "somewhere between the US and Europe" as unimaginable to her. The rhetoric affirms a large, inclusive Europe while conceding the need for internal reform.

Great Britain is part of the European Union and enriches the European Union.
When the European Union becomes too slow, too bureaucratic, we need to agree on compromises.
That Britain is located somewhere between the US and Europe — for me this is unimaginable.

6. The Federal Reserve, Bernanke, and Market Reaction

Asked about the sharp global market reaction to the Fed's signal that bond purchases might be scaled back, Putin plays down alarm. Such a correction was expected and, in his view, moves in the right direction: liquidity alone does not solve fundamental problems, and the US must gradually reduce its debt burden and federal budget obligations. He credits Obama's handling of the budget gap as a genuine political-economic victory but insists the world cannot lurch from one budget crisis to the next without fundamental decisions. The market jitters, he argues, are transient and will pass once the recovery of the American and world economy is understood to be underway.

A statement of this kind is expected for us; a correction was bound to happen at some point.

Steps must be taken to reduce the debt burden of the United States federal budget.

When it is understood that a process of recovery of the American and world economy is beginning, this is to everyone's benefit.

Key exchange
Q What is Russia's reaction to the Fed's signal and the sharp reaction on emerging markets?
A No surprise — a correction was inevitable and healthy; liquidity does not fix fundamentals.

7. High Liquidity as the Root of the 2008–2009 Crisis

Merkel adds a cautionary note on the Fed debate, warning that high liquidity was itself a cause of the great financial crisis of 2008–2009 and that the world does not want to relive such a crisis. She argues that the strong influence of central banks on exchange rates shows that sustainable development across all regions has not yet been achieved; had the system been oriented toward stability, emission banks would not hold such sway. Her framing links loose money directly to systemic fragility and makes the case for a stability-oriented policy.

High liquidity is a cause of the great financial crisis of 2008–2009, and we do not want to live through such a crisis again.
We see how tied the economic system is to the actions of the emission banks.

8. Austerity, Growth, and Structural Reform in Southern Europe

Confronted that policy good for Germany is not good for the south — with youth unemployment at 50% in Greece and Spain — Merkel defends fiscal consolidation while insisting it is not only about saving. She points to Eastern Europe and the Baltics, non-eurozone states that took similar measures and regained growth after a difficult phase, as proof the southern path can work. She calls for large-scale structural reforms in Greece — a proper tax administration, more privatisation, and deregulation (baby milk sold not only in pharmacies but in supermarkets) — acknowledging these are hard for entrenched administrations that profited from the old order. She frames the deeper question as one of solidarity based on truth and preserving European competitiveness against China, Russia and Brazil over the next twenty years.

Eastern Europe, for example in the Baltics... after a difficult phase they nevertheless regained their growth.

In Greece a good tax-administration system must be developed, more privatisation must be carried out.

In 20 years we will find that we have lost competitiveness, while China, Russia and Brazil... can produce more cheaply and with a higher level of innovation.

Key exchange
Q Is Germany willing to correct a policy that has proven so painful for Southern Europe's young generation?
A Consolidation must be paired with structural reform, not just austerity; the Baltic experience shows the path works.

9. Russia's Sound Macroeconomic Starting Position

Putin draws a favourable comparison between Russia and the eurozone. The tasks are similar — unemployment and growth — but Russia's starting conditions are healthier: unemployment at a historic low of 5.5%, external debt of only 25% versus far higher figures in the US and eurozone, and inflation that has ticked up but will be hit hard by the braked growth of natural-monopoly tariffs. He caps the point with a memorable metaphor: before pouring honey or caviar into a barrel, one must be sure everything inside is sound — meaning macroeconomic stability must be protected before stimulus is added.

Unemployment 5.5 — a historic minimum... the external debt of the Russian Federation is 25%, in the US around 114, in the eurozone around 100.

Before pouring anything in — some honey or caviar into the barrel — we must make sure everything inside is in order.

Key exchange
Q How will Russia stimulate growth while preserving its fiscal discipline?
A Russia's fundamentals are strong — low debt and unemployment — and stimulus must not compromise them.

10. Shale Gas and the Energy Balance

Asked how new oil and gas technologies (shale) will affect Russia, Putin adopts a measured, sceptical tone. The world adapts to change and so will Russia's economy; he sees no cardinal shift. He stresses that shale extraction costs several times more than conventional production, carries serious environmental damage (black sludge from the taps, vast territories withdrawn from use through fracturing), and that once liquefaction, regasification and transport are added, the delivered price to Europe reaches roughly $350–450 per thousand cubic metres — about the same as Gazprom's pipeline gas. The strategic conclusion he draws is that cheap energy resources are ending and that everyone must jointly develop new technologies for hard-to-recover reserves.

The cost of extracting shale gas is several times higher than conventional extraction.

Where shale gas is extracted, for the citizens... black sludge comes out of the taps instead of water.

For the European market this would mean somewhere around $400, $350–450 per thousand cubic metres — roughly the same price at which Gazprom sells gas.

We must proceed from the fact that there will be no cheap energy raw material.

Key exchange
Q How will new oil and gas technologies affect the Russian economy, and what is Russia's strategy?
A Shale is a real factor but costly and environmentally damaging; delivered prices to Europe roughly match Gazprom's pipeline gas.

11. Stimulating Growth While Keeping Fiscal Discipline

Putin lays out a concrete five-point programme for reviving Russia's slowing growth without sacrificing its hard-won budget reputation: substantially lowering inflation to create fundamental conditions for stability; improving the banking system to bring down rates and widen credit access for large, medium and small business; reducing administrative barriers and improving management quality; developing infrastructure (the three announced projects being "the tip of the iceberg"); and developing human capital through education and healthcare. He frames the balance between strategic and current operational tasks as the central challenge, seeking an "averaged" path that preserves base conditions while funding priorities.

We will improve the banking system and achieve a further lowering of bank rates and access to credit.

Q How will you stimulate growth while maintaining budget discipline?

12. EU–Russia Strategic Partnership and the Four Common Spaces

Responding to a question about reviving the 2005 vision of common spaces, both leaders stress an unfinished but valuable partnership. Merkel says the potential is not fully exhausted, notes progress since Russia's WTO accession and close cooperation in energy, and acknowledges open questions — the visa issue Russia wants resolved faster, and pointed disputes over human rights — while affirming Russia's important strategic role. Putin credits Merkel for identifying WTO accession as the achieved main goal, insists cooperation must rest on harmonising principles and mutual respect, and draws a firm line: Russia is always ready to listen and adjust, but only on the condition that no one dictates rules to it. He points to Nord Stream as proof of successful joint work and cites the more than €400 billion EU–Russia trade turnover.

One must treat each other attentively and with respect... but only on the condition that no one will dictate their rules to us.

Nord Stream we did, after all, build together with European partners, and it works.

Our trade turnover with the European Union is more than 400 billion.

Key exchange
Q Can we return to the 2005 vision and realise the four common spaces for Russia and the EU?
A The partnership's potential is not exhausted; cooperation must be built on mutual respect, not dictation.

13. Banking Union and Shared European Responsibility

Merkel gives a detailed, cautious account of the eurozone's banking-union debate. She stresses that Europe is composed of several national states, so shared responsibility, shared measures and shared decision-making must go together — banks recapitalised under national authorities cannot simply be pooled. She sets out a "cascade of responsibility": when a bank's own capital is insufficient, the state steps in, and only in the last instance the European Stability Mechanism, which helps only upon a specific application allowing the EU to dictate conditions. As Chancellor she cannot order individual states to change their bank governance; responsibility for taxpayers' money requires either interactive cooperation or a genuine transfer of authority to the ECB, confirmed by parliaments.

We need a cascade of responsible parties... when there is not enough capital for safety, the state must be brought in.
The European Stability Mechanism will help only when a special application is submitted, and then the European Union can itself dictate the conditions.
Each state must transfer responsibility for its banks precisely to these institutions.

14. Political Union — Coordination Versus a Central State

Asked why Europe needs political union when 27 states with 27 laws and 27 leaders is a weakness, Merkel offers a nuanced answer. Political union with full competences could only succeed through a European government, which will take much time; certain powers are already delegated (she cites the anti-dumping case on Chinese solar panels, decided by qualified majority). Yet she rejects a central state, arguing the European method she favours is better coordination rather than surrendering all powers — multilateral economic agreements binding on all, while preserving the specificity of social questions. She insists competitiveness, not tradition, determines who is "good," and that globalisation's new challenges are best met together, each contributing its specific strength.

Only a unified union can be strong... political union can succeed only through a European government, but that will still take much time.
I see the European solution in better coordinating our work, because a central apparatus is not always better than deciding questions at the local level.
There will be no central state.

15. A Single Currency Needs a Single Fiscal Policy

Invited to offer an outside view, Putin makes a pointed structural argument: a single currency zone cannot function effectively without a single budgetary-fiscal policy and a single macroeconomic policy, especially when its members have differing levels of development. He leaves open whether this leads to a federated "United States of Europe" or to a framework of separate treaties — but insists the result is what matters. He closes with a characteristically earthy analogy: however one behaves on the wedding night, the result should be one and the same.

A single currency zone cannot work effectively without a single budgetary, fiscal policy and without a single macroeconomic policy.

16. Turkey's EU Accession and the Cyprus Question

Merkel addresses the mood around Turkey's accession negotiations, describing them as an open, chapter-by-chapter process that has stalled — no new chapter opened for several years, and none closed. The obstacle she names is the unfulfilled Ankara Protocol, requiring Turkey to grant equal trade relations to all EU states, which runs into the especially difficult Cyprus problem. She also voices alarm at the treatment of demonstrators in Turkey, whose defended rights and values she considers important, calling the situation inadequate and something the EU will raise. She distinguishes the separate, imminent decision on whether to open a new chapter from her broader concerns.

Turkey has not fulfilled the Ankara Protocol... and here the Cyprus problem arises, which is especially difficult.

I was alarmed by the situation in Turkey regarding the demonstrators... something is happening in Turkey that in my view is inadequate.

Q Is Europe's reaction to the Turkish government's handling of protests irreversible for the accession process?
