8. Bilateral Agenda — Ukraine/Minsk, MENA Crises, Syria, Libya, Terrorism

The press conference will cover a wide bilateral and international agenda: exiting the Ukraine crisis through Minsk implementation, Middle East and North Africa crises including Syria and Libya, and joint counter-terrorism efforts.

Of course we will also discuss how to exit the crisis in Ukraine through implementation of the Minsk agreements.

10. Gabriel — People Exchanges as East-West Foundation Amid Conflicts

Gabriel stresses that in difficult political times Germany and Russia must do ever more people-to-people exchange — not slogans but real meetings so East and West understand each other. City and youth programmes continue precisely because conflicts like Ukraine and Syria persist.

In political times one can and must do more and more for exchange between people of Germany and Russia.
We will of course speak about Ukraine, Syria and other topics, but such conflicts are precisely why we run youth and city exchanges.

11. Exhaust Germany-Russia Political, Economic and Cultural Potential

Gabriel is convinced conflicts can only be regulated by using the enormous potential between West and Russia — economic, political and cultural. The 14th partner cities conference is a vivid example supporting political efforts despite today's difficulties.

I am firmly convinced we can regulate these conflicts only if we need to resolve them, and we must use the enormous potential between West and Russia, between Germany and Russia.
The partner cities conference, now in its 14th edition, provides vivid examples of our cooperation; it well supports our political efforts.

12. G20 Hamburg — Putin-Trump Sideline Meeting Expected

With G20 Hamburg next week, Lavrov expects a Putin-Trump meeting since both presidents will be in the same city — it would be strange if they did not discuss joint topics including Syria and Ukraine. Gabriel welcomes such contact.

If two presidents are at the same time in the same city, in the same building, it would probably be wrong if they could not talk, and talk on many issues.
It would be very strange if leaders were in the same city and did not meet to discuss joint topics.

13. Russophobia Distorts US-Russia Dialogue — Lavrov on Normalization

Lavrov says Washington's picture of Russia is badly distorted by Russophobic moods harming America itself. Priority should be normalizing dialogue based on core interests of Russia and the United States to solve problems neither can tackle alone.

We now observe an extremely distorted picture forming in Washington under the influence of Russophobic moods that have gripped many politicians.
First of all we need to seek normalization of dialogue so that dialogue rests on the core interests of both Russia and the United States.

14. Normandy Format — No Pre-G20 Summit; Protocol Work Continues

Lavrov has heard no plans for a Normandy summit before G20. Gabriel cannot confirm a leaders' meeting in the Normandy format before the summit; organizational questions are handled by protocol services, with at least telephone contact after France's elections.

Regarding the Normandy quartet I have at least not heard of such plans.
I cannot answer whether such a meeting will take place before the G20 summit begins.

15. Harvest Ceasefire Logic and Donbas Quality-of-Life Imperative

Lavrov explains harvest ceasefires as a long-standing seasonal practice when both sides share an interest in gathering grain. Gabriel welcomes the recent truce agreement but asks why fighting must resume after harvest — politicians should keep working while farmers harvest.

Harvest-related ceasefires we always explained to partners in exactly those terms.
Why after the harvest can we not continue what was achieved instead of starting to shoot again?

16. Gabriel — Extend Ceasefire Beyond Harvest; Divergent Minsk Readings

Gabriel says Germany sought better living conditions on Donbas through the ceasefire. Ministers acknowledge they read the Minsk agreements differently — Lavrov calls them clear and UNSC-backed; Gabriel prioritizes stopping killing and suffering on the ground.

What must be stopped is killing and the deterioration of quality of life in Donbas.
We differ on what is set out in the Minsk agreements, which Sergey Lavrov calls clear and precise but which the Ukrainian side views differently.

17. Astana Process Complements Minsk — Gabriel Credits Organizers

Gabriel thanks those who organized the Astana process, crediting Russia for ensuring that after ceasefires and de-escalation zones the political process should advance — linking Astana progress to Minsk implementation.

The Astana process helped us; I am grateful to those who organized this initiative.
From the Russian side there was never doubt that after a ceasefire and establishment of de-escalation zones the political process of the most needed kind should advance.

18. NATO Build-up vs Founding Act — Permanent Rotation Deployments

On NATO restraint, Lavrov cites unrebutted statistics: NATO multiplied its presence in areas where parties pledged no permanent substantial combat forces. Calling deployments 'rotational' changes nothing — functionally it equals permanent reinforcement.

NATO has multiplied its presence in areas of Europe where parties agreed not to build up armed forces on a permanent basis.
We see no difference between permanent deployment and rotational deployment in current plans.

19. Military Expert Inventory and Baltic Airspace Normalization Proposals

Russia long proposed NATO and Russian military experts sit down, map forces near borders and inventory capabilities — NATO colleagues avoid this simple talk. Moscow also backs Finland's Baltic airspace normalization initiative, still not urgently considered by NATO.

We long ago proposed that military experts of Russia and NATO sit down, lay out the relevant maps and simply inventory what forces and means NATO has on Russia's borders.
We are ready for dialogue on implementing the Finnish president's initiative on normalizing the situation in Baltic airspace; so far our NATO colleagues are not rushing to consider it.

20. Politicized NATO-Russia Deadlock and Consensus Blockade

Lavrov says NATO's distorted perception stems from avoiding normal dialogue — some allies use consensus rules to block talks and repeat that relations cannot return to normal until Russia 'repents'. Such politicized zero-sum rhetoric gets nowhere.

NATO members too avoid normal dialogue; some alliance members use the consensus rule so such dialogue is not resumed.
They constantly repeat as a mantra that NATO-Russia relations will never be as before until Russia supposedly repents — such an approach is purely politicized and gets you nowhere.

21. Astana Syria Initiative — Next Round, Territorial Integrity Focus

Russia's Astana initiative with Turkey, Iran and regional players hosts government-opposition talks; the next round is next week. Moscow seeks de-escalation, humanitarian normalization and an end to attempts to seize Syrian territory threatening sovereignty and integrity.

The next round will take place very soon, next week.
An end to attempts to seize this or that part of Syrian territory, which threatens its territorial integrity and sovereignty.

22. Minsk UNSC-Backed — Implement, Don't Substitute 'New Ideas'

Lavrov rejects talk of 'new ideas' on Ukraine as disingenuous: Minsk agreements approved by the UN Security Council are unambiguous and must be implemented. When Normandy resumes at summit level, Russia will remind Germany and France of their support obligations.

The Minsk agreements were approved by the UN Security Council; they are unambiguous, extremely concrete, and must be implemented.
What we keep hearing about the appearance of some new ideas is, frankly, as we say, from the evil one.

23. Gabriel Welcomes Putin-Trump G20 Talk; Reykjavik/INF Disarmament Legacy

Gabriel recalls visiting Reykjavik's Höfði House where Gorbachev and Reagan negotiated arms control. The INF Treaty still bans medium-range missiles in Europe — both ministers agree concrete disarmament steps must be discussed again.

In the building where Mr Reagan and Mr Gorbachev spoke many years ago about arms control and concrete disarmament steps.
The INF Treaty still exists — missiles that must not be deployed in Europe; and today we should again speak about disarmament and concrete steps.

24. Arms Spending vs Poverty — Great Powers Must Keep Talking

Gabriel laments that worldwide too much money goes to new weapons and too little to fighting poverty and hunger. As major powers within NATO and the EU, Germany and Russia must discuss disarmament and conflict settlement despite hard global conflicts.

Worldwide too much money goes to arms and too little to fighting poverty and hunger.
We must discuss these issues despite hard conflicts in the world — that is our role, our duty, within NATO and the European Union.

25. Baltic NATO Troop Levels — 4,500 vs Russian Forces Perception Gap

Gabriel acknowledges disagreement with Lavrov on Baltic deployments: Berlin sees 4,500 NATO soldiers as no secret threat to Russia while Russian forces are far larger — but military exercises and troop numbers must be discussed, not left to rumours.

We have the impression that 4,500 NATO soldiers in the Baltic countries do not represent potential directed at Russia.
Military exercises and troop numbers must be discussed, not traded as rumours.

26. Tillerson CW Warning — Khan Shaykhun Probe Blocked; Shayrat Airport

After White House warnings of another Syrian chemical attack, Tillerson called Lavrov. Khan Shaykhun (4 April) remains uninvestigated; Syria agreed to OPCW visits to Shayrat airbase but positions shifted once inspectors were ready — probes still blocked in Khan Shaykhun too.

Claims that on 4 April Syrian aviation used chemical munitions bombing Khan Shaykhun remain absolutely unsubstantiated and uninvestigated.
The Syrian government confirmed agreement to receive inspectors, but as soon as that happened the position changed.

27. Lavrov — Opaque '100% Proof' Pattern (Chemical Weapons, Cyber)

Lavrov is tired of hearing there is '100% proof' that cannot be shared because it is secret intelligence — the same pattern as cyber accusations against Russia. Hersh's German press investigation suggested US military knew Syria did not use CW; facts require clarification, not strikes.

Hearing each time there is 100% proof that cannot be shared because it comes from intelligence and is secret no longer even interests me.
Similar arguments about inability to disclose information are applied to accusations that Russia organizes hacker attacks at state level.

28. White Helmets Provocations and OPCW Investigation Obstruction

Lavrov warns extremists may exploit Washington's warnings to stage provocations blamed on Damascus. 'White Helmets' witnesses appear only on terrorist-held territory; OPCW probes relied on samples collected and analyzed in undisclosed Western labs — recalling Colin Powell's 2003 test tube.

It is very likely extremists will use such a Washington warning to stage a provocation and blame the Syrian army.
They are outright provocateurs, professional provocateurs; they operate only on territory controlled by terrorists.

29. Gabriel — Joint CW Investigation Needed; Assad Future via Talks

Gabriel wants a competent joint investigation (Russia, US, others) with on-site security. Germany does not specially protect Assad's future — it can only be decided through negotiations — but preventing any side using chemical weapons is the first priority.

A joint investigation must be organized; it is already late to do this without security on the ground.
Assad's future and that of his government can only be decided through negotiations; we do not consider him someone to be specially protected.

30. Ostpolitik, Common Economic Space and Listening Before Judging

Asked about reviving Ostpolitik and a common economic space from Lisbon to Vladivostok, Lavrov favors equal respectful interest-balancing dialogue over labels. Gabriel says Germans reject returning to confrontation; one must listen to understand a partner before demanding agreement.

What is needed is equal, mutually respectful dialogue based on seeking a balance of interests — we are fully in favour.
Disagreements must not prevent listening and trying to understand a partner's position; only then is compromise possible.

31. Astana Valued — Assad Assessment Differs; Steps Largely Align

Gabriel rates Russia-Turkey Astana ceasefire and talks highly though Berlin and Moscow differ on sequencing and on Assad's role — not fatal, Lavrov agrees. Both want international observers to investigate chemical incidents professionally.

We rate very highly the Russian and Turkish initiative on ceasefires and talks in Astana.
We too differ on the sequencing of steps needed for progress; we assess Mr Assad differently — there is nothing terrible in that.

32. Respectful Dialogue Despite Gaps — Compromise, Contact Group, Feb 2014 Lessons

Relations with Germany stay mutually respectful despite Ukraine and Syria gaps. Lavrov urges direct Kiev-Donbas dialogue via the contact group Normandy supports; recalls the 21 February 2014 EU-brokered deal broken next day and frozen formats — politicians must not take offence but seek pragmatic solutions.

Disagreements must not prevent dialogue and hearing each other out; with goodwill compromises are possible in any situation.
Within the contact group the Ukrainian side must honestly begin direct dialogue with people in eastern Ukraine who refused to accept the armed anti-constitutional coup.
