1. Violations of OSCE Commitments by Western Countries
Lavrov states that countries claiming to be exemplary democracies are grossly violating their OSCE commitments on media freedom, freedom of expression, and equal access to information. They demonstrate intolerance towards alternative points of view, directly contradicting the Helsinki Final Act and subsequent OSCE documents. This behavior undermines the consensus-based framework that all participating states agreed to uphold.
Today a situation arises when a number of countries, including those who consider themselves exemplary democracies, grossly violate the commitments undertaken within the OSCE to ensure freedom of the media, freedom of expression and equal access to information, and demonstrate intolerance towards alternative points of view.
2. London Conference Exclusion of Russian Journalists
Lavrov cites the recent London conference on media freedom, where British authorities and organizers barred Russian journalists and diplomats from attending. He argues that such closed-door projects aim to blur universal non-discriminatory standards and introduce biased regulation, effectively imposing political censorship. This approach fragments the global information space and damages trust between states.
A recent example is an event in London under the loud name of a conference on media freedom, to which the British authorities and organizers simply did not allow Russian representatives, both journalists and diplomats.
3. Situation of Russian Media in Ukraine
Lavrov highlights the unresolved murders of Russian journalists in Ukraine since 2014, including Andrei Stenin, Igor Kornelyuk, and Anatoly Kolyan. He notes that 86 Russian TV channels and 181 internet pages are blocked, along with bans on hundreds of Russian-language books and films. This is part of a broader campaign to artificially reduce the space of the Russian language in the world, as President Putin emphasized.
I will separately mention the situation in Ukraine, where the murders of journalists Andrei Stenin, Antonov, ... Igor Kornelyuk, Anatoly Kolyan committed in 2014 remain unsolved; 86 Russian TV channels and 181 internet pages are blocked in Ukraine, not to mention the ban on hundreds of books and films in the Russian language.
4. Appreciation for Help in Freeing Kirill Vyshinsky
Lavrov expresses gratitude to the moderator for his personal involvement in securing the release of Kirill Vyshinsky, a journalist arrested by Kyiv for performing his professional duties. He frames this as an example of the need to protect journalists from politically motivated persecution. The case illustrates the double standards applied to Russian media workers abroad.
Taking this opportunity, I would like to once again express my gratitude to you for your personal involvement in the case of freeing Kirill Vyshinsky, arrested by Kyiv for performing his direct journalistic duties.
5. OSCE Milan Decision on Journalist Safety
Lavrov recalls that a year ago, at the OSCE Council of Foreign Ministers in Milan, Russia's initiative led to the adoption of the first pan-European consensus document on journalist safety in a quarter of a century. He credits the moderator's contribution to its negotiation. This achievement is presented as a model for future cooperative efforts within the OSCE.
A year ago, at the OSCE Council of Foreign Ministers in Milan, on our initiative, we managed to adopt a decision that one teaser just mentioned on the safety of journalists – the first pan-European consensus document on media issues in the last quarter century.
6. Russia's Proposal for OSCE Decision on Free Access to Information
Lavrov announces that at the upcoming OSCE Council of Foreign Ministers, Russia will put forward a draft decision on ensuring free access of citizens to information. The proposal aims to reaffirm existing commitments, including respect for media resources' right to collect and disseminate information, access to foreign news services, and the public's right to receive information without government interference. He stresses the need for clear reaffirmation, as these commitments are being deliberately forgotten by those who originally initiated them.
In about a month, the next meeting of the OSCE Council of Foreign Ministers will take place, and building on the Milan success, we intend to put forward a draft decision on ensuring free access of citizens to information.
7. Need for Dialogue on Distinguishing Quality Journalism from Propaganda
Lavrov calls for a dialogue within the OSCE to reach consensus on how to differentiate quality journalism from propaganda, given the tightening of media regulation in member states. He proposes a roundtable with professional communities as a first step. This is necessary to avoid politicized approaches and to develop universally acceptable standards.
Given the trend towards tightening regulation of the media sphere in OSCE countries, we consider it important to start a dialogue aimed at reaching a consensus on how to distinguish quality journalism from propaganda.
8. Russia's Commitment to Protect Journalists
Lavrov reaffirms that Russia will continue to ensure unhindered professional activity for all journalists without exception, in full compliance with its international obligations. He emphasizes that Russia advocates for honest, equal dialogue under the OSCE umbrella, free from politicization. The golden principle of consensus should guide all discussions.
Russia will continue to ensure the unhindered professional activity of all journalists without exception, in full compliance with its international obligations.
9. Criticism of Reporters Without Borders Initiative and French Government Support
Lavrov criticizes the Reporters Without Borders initiative to classify media based on political views, noting that it is supported by the French government. He argues that such initiatives aim to direct users to "correct" information while alternative viewpoints become harder to find. This is part of a broader trend of introducing biased regulation that divides media into trusted and untrusted categories.
I spoke about the initiative of Reporters Without Borders – it is not just an initiative of this particular non-governmental journalistic organization, it is supported by the French government, it is known, and the French government is simultaneously promoting initiatives that pursue the same goal – to tell the user where to get the correct information.
10. French Law on Media Licensing – 48-Hour Revocation by Single Judge
Lavrov highlights a French law that allows a media outlet to be stripped of its license within 48 hours by a single judge, without any adversarial process, if the regulator suspects interference in elections. He questions the lack of evidence for such interference and calls this an overreach in the name of free speech. This example illustrates the double standards of Western democracies.
This media outlet may be deprived of its license within 48 hours by a decision of a single judge without any adversarial process, without any dialogue between the plaintiff and the defendant.
11. Self-Regulation vs External Regulation and Respect for Cultural Traditions
Lavrov discusses the complex balance between self-regulation and external regulation of media, noting that neither is perfect because humans are imperfect. He emphasizes the need to find a golden mean that respects the civilizational, cultural, and historical traditions of each society. He warns against imposing uniform standards, especially on sensitive issues like terrorism, religious sects, and sex education.
We need to find a golden mean, but with mandatory unconditional respect for the civilizational, cultural, historical traditions and values that exist in each society.
12. Russia Does Not Support Revoking Accreditation of Foreign Media
Lavrov states that Russia does not support ideas aimed at revoking accreditation of any media outlet, contrasting this with Western bans on Russian media like RT and Sputnik. He notes that Russia allowed Ukrainian journalists to attend the conference without hindrance, unlike the Kyiv event that excluded Russian journalists. Russia prefers not to respond with the same methods.
I already spoke about this with Mr. ... before the session – no, we do not support ideas aimed at revoking accreditation of any media.
13. Deutsche Welle Example of Political Advertising
Lavrov cites the case of Deutsche Welle publishing invitations for Russians to join unauthorized protest actions, arguing that this crosses the line from journalism to political advertising. He notes that Russian authorities invited Deutsche Welle representatives to discuss the matter, and they acknowledged the impropriety. This illustrates the need for ethical boundaries in media.
When Deutsche Welle published on its resources essentially invitations to Russians to use routes offered by the opposition to participate in an unauthorized protest action – what is that, political advertising or what?
14. Discrimination Against Russian Media Due to Russophobia and Unfair Competition
Lavrov attributes the discrimination against Russian media to Russophobia and a desire to explain Western failures, as well as unfair competition. He notes that RT's growing popularity led to the same methods used against economic competitors – sanctions, bans, and restrictions. He draws parallels to the Skripal case and the MH17 investigation, where no concrete evidence was provided but Russia is still blamed.
The fact that it is our media that are being discriminated against – there is probably nothing... it is Russophobia and a desire to somehow explain their failures, and associated with this, of course, unfair, unscrupulous competition.
15. Response to Kaliningrad Journalist – Need to Hear Both Sides
Lavrov responds to a complaint about discrimination against a Russian-language newspaper in Kaliningrad by stating he has not heard of the case and needs to hear the opposing viewpoint before forming an opinion. He declines to act as a judge without full information, drawing a contrast with the French system of unilateral decisions. He promises to look into the matter.
In order to respond intelligibly, I have not heard about this case; to understand, I must simply listen to the opposite point of view.
16. Journalism Trust Initiative and the Risk of a New Berlin Wall
Alexey Perevozchikov, a participant in the Journalism Trust Initiative (JTI), concludes that transparency ends where political expediency begins. He notes that the JTI’s data processing is opaque and that its standards fail to regulate stories like that of a respected German publication. He asks whether the concept of “white lists” will ultimately lead to a division of the European information market and the erection of a virtual Berlin Wall by the JTI’s organisers.
Will this not eventually lead to a division of the mass media market, more precisely the information field of Europe, the erection of a virtual wall, if you will, a new Berlin Wall, this time in the person of the organisers of the JTI?
17. Western Tendency to Create Parallel Structures Outside Universal Frameworks
Sergey Lavrov identifies a clear trend where Western countries, unable to push through their dubious approaches within universal frameworks, create parallel partnerships of convenience. He cites the example of the French-led partnership on chemical weapons non-proliferation, which bypasses the Organisation for the Prohibition of Chemical Weapons and the Chemical Weapons Convention. Lavrov warns that the Reporters Without Borders initiative risks doing the same, taking the controversial topic of media standards out of the universal OSCE framework and presenting its conclusions as the ultimate truth.
There is a very clear trend in recent years: those countries that cannot quickly push through their rather dubious approaches within universal frameworks, while formally spending time in universal structures, create in parallel certain partnerships of interest.
18. Legitimate Limitations on Freedom of Speech Under International Law
Lavrov recalls the International Covenant on Civil and Political Rights, which enshrines freedom of expression but explicitly allows states to restrict it by law for the protection of morality, public order, and national security. He notes that this provision applies to journalists as well and is often forgotten. Lavrov proposes that within a planned roundtable of journalists from all countries, the OSCE should analyse this provision and disseminate its assessment among participating states.
Freedom of expression and freedom of speech may be limited by the laws of the respective state for reasons of protecting morality and ethics and the national security of the state.
19. Anecdote from the Northern Ireland Conflict – Orthodox Identity Transcends Sectarian Divisions
Lavrov tells a short story from the height of the Northern Ireland conflict in 1995. He and his crew were stopped by intoxicated men who had blocked the road with burning tyres and demanded to know whether they were Catholics or Protestants. When the Russians replied that they were Orthodox, the men let them pass. The anecdote illustrates the absurdity of sectarian divisions and the unifying power of Orthodox identity.
At the height of the Northern Ireland conflict in 1995, with my cameraman, some guys stop us – well, as they say in Russia, they had drunk heavily, they set tyres on fire, blocked the road, stop us, ask: 'Catholics or Protestants?' We say: 'We are Orthodox.' 'Holy, holy,' and we drive on, Europe is different.
