Joint Press Conference of Sergey Lavrov and Fumio Kishida
1. Putin Visit to Japan and Bilateral Agreement Package
Following Kishida's meeting with President Putin, ministers completed the final stage of preparations for Putin's first visit to Japan in eleven years — the capstone of three leader-level meetings in Sochi, Vladivostok and Lima during 2016. Lavrov expects summit documents to give a serious additional impetus across the full range of bilateral relations, covering trade-economic ties, humanitarian, cultural and scientific cooperation and strengthening the treaty-legal base. Kishida frames the visit as the year's largest Japan-Russia event and pledges both sides will work through the remaining two weeks to achieve maximum results welcomed by both peoples.
We expect the visit's outcomes and documents prepared for the leaders' talks will give a serious additional impetus to the full range of bilateral relations.
This package of agreements will, we hope, cover trade-economic ties and their development, and the humanitarian, cultural and scientific spheres.
2. MFA Strategic Dialogue and 2017 Consultations Plan
Lavrov reports satisfaction with intensified MFA and security-council contacts. Strategic dialogue at deputy-foreign-minister level has resumed after a nearly four-year pause; high-level inter-MFA consultations continue and ministers agreed a forward plan for 2017. Kishida confirms both sides aim to sign the consultations document during Putin's visit. Diplomatic coordination has intensified in connection with Japan's 2016–17 UN Security Council membership. Ministers also confirmed readiness to announce reciprocal visa-facilitation measures at the summit as a contribution to humanitarian exchanges.
Strategic dialogue at the level of first deputy foreign ministers has been resumed after a break of nearly four years.
Our cooperation on foreign-policy affairs has seriously intensified, including in connection with Japan's UN Security Council membership in 2016–17.
3. Peace Treaty and Northern Territories Negotiations
In line with leaders' instructions, ministers devoted considerable time to the peace treaty including territorial issues. Lavrov stresses Russia's interest in resolving this long-standing problem while acknowledging that bridging the sides' principled positions is not simple. Both expressed mutual readiness to advance practical questions that would help cooperation between adjacent districts and continue the leaders' line of maximising relations in all spheres. Work continues through the Japan summit, when results will be reported to Abe and Putin. Lavrov cautions against media hype — whether confrontational or promising immediate breakthroughs — as unhelpful to patient negotiation.
We touched on the peace treaty in sufficient detail. As President Putin has repeatedly stressed, we are interested in resolving this long-standing problem.
Emotional hype around this topic in the media — whether confrontational or in the vein of inflated expectations of immediate progress — does not help.
4. 1956 Joint Declaration and Abe-Putin April 2013 Framework
In response to Japanese press questions, Kishida reiterates Tokyo's framework: resolving the four-islands question in a mutually acceptable form and concluding a peace treaty on the basis of the April 2013 Abe-Putin agreement, alongside the 1956 Japan-Soviet declaration's Habomai-Shikotan transfer provision and joint economic activity. Lavrov confirms the main convergence is leaders' shared political will for a mutually acceptable settlement serving both nations' interests and accepted by both publics. He reaffirms Russia's adherence to the 1956 declaration as USSR successor state, while noting that world conditions differ qualitatively from sixty years ago; if implementation is reached, many details must be agreed, with signing and entry into force of the peace treaty as the indispensable first step.
President Putin has repeatedly confirmed that Russia as successor state to the Soviet Union adheres to this document.
An indispensable first step before all else is signing and entry into force of a peace treaty.
5. Joint Economic Activity on Four Southern Kuril Islands
Asked about Putin's mention of joint economic activity on the four southern islands, Kishida declines to publicise negotiating details but confirms serious, extended peace-treaty discussions. Lavrov notes a working group on joint economic activity formally still exists within the intergovernmental trade commission; after Abe proposed exploring practical steps this year, Putin agreed and discussions began. Lavrov argues the wider bilateral relationship is developed across all spheres with minimal outside interference, the easier even the hardest problems become to resolve.
On concluding a peace treaty — today we held serious, in-depth discussions, devoting considerable time to this question.
The less our contacts are subject to outside influence from external factors unrelated to our relationship, the easier it will be to resolve even the most difficult problems.
6. Eight-Point Cooperation Plan and Intergovernmental Commission
Kishida reports that the November session of the intergovernmental commission on trade-economic questions, co-chaired with Deputy Prime Minister Shuvalov, advanced concrete work on the eight-point cooperation plan and alignment of inter-agency documents ahead of Putin's visit. Inter-ministerial contacts — including between the two foreign ministries — show deepening Japan-Russia cooperation in responding to various challenges. Kishida expects the plan to drive progress across economic, humanitarian and cultural fields and open a new era of relations worthy of the times.
Preparations for President Putin's visit to Japan are advancing through fleshing out the eight-point cooperation plan and aligning inter-agency documents.
We want to achieve progress in various spheres — the economic sphere including the eight-point cooperation plan, humanitarian ties and culture.
7. UN Afghanistan-Central Asia Police Training and Issyk-Kul Project
Russia and Japan cooperate with the UN Office on Drugs and Crime on a joint project training Afghan police against narcotics trafficking; the programme is now expanding to Central Asian countries. Ministers are also discussing a second project under the UN Industrial Development Organisation to assist Kyrgyzstan in developing industrial and tourism facilities around Lake Issyk-Kul. Lavrov presents such practical UN-track cooperation as part of broader Russia-Japan contribution to regional stability.
We cooperate with Japan and the UN Office on Drugs and Crime on a joint project training police to fight the narcotics business in Afghanistan.
This project is now also being extended to police of Central Asian countries.
8. Asia-Pacific Security and US Missile Defence
Lavrov describes Russia-Japan interaction as an important factor for security and stability in the Asia-Pacific. He drew Japanese colleagues' attention to threats created by deployment of elements of the US global missile-defence system in the region. Russia holds that regional security should be ensured not on a bloc basis but through equitable universal dialogue based on the principle of indivisible security; corresponding initiatives are under discussion within the East Asia Summit mechanism.
We regard Russia-Japan interaction as an important factor in ensuring security and stability in the Asia-Pacific region.
We drew our Japanese colleagues' attention to the threats created by deployment of elements of the US global missile-defence system in this region.
9. Middle East, Ukraine Minsk and UNSC Coordination
Through bilateral consultations and joint UN Security Council work, Russia and Japan regularly exchange views on current international problems — the Middle East and North Africa including Syria, Iraq, Libya and Yemen — and on the Ukrainian crisis and the need to fully and sequentially implement the February 2015 Minsk agreements. Kishida plans a working lunch after the press conference to continue constructive dialogue on regional and global issues including North Korea. Both ministers stress that continued Russia-Japan coordination on challenges facing the international community remains essential.
We regularly exchange views on current international problems, including the situation in the Middle East and North Africa — Syria, Iraq, Libya, Yemen.
We exchange assessments on the Ukrainian crisis and the need to fully and sequentially implement the Minsk agreements of February 2015.
10. East Aleppo Geneva Talks, Kerry Rome and US Military Contact Ban
Asked about his Kerry meeting and Syria, Lavrov recounts that months of Kerry-Lavrov schemes failed because the US could not separate moderate opposition from terrorists. Expert contacts through Geneva continued, but until yesterday Washington sought provisions shielding Jabhat al-Nusra in eastern Aleppo. At Rome, Kerry passed proposals aligned with long-standing Russian expert lines; Moscow is ready immediately to send military and diplomatic experts to Geneva to agree joint steps evacuating all militants from eastern Aleppo, ensuring humanitarian access and normal life — with concrete timelines, not meetings for meetings' sake. On Congress banning Pentagon-Russia military contacts, Lavrov notes nothing new: last year's defence budget already restricted contacts, though the president could waive them; deconfliction in Syrian airspace works well, but real anti-terrorism coordination remains lacking.
We are ready immediately to send our military experts and diplomats to Geneva to agree with American colleagues joint action ensuring the departure of all militants without exception from eastern Aleppo.
This must not be a meeting for its own sake, but a meeting setting concrete deadlines for all steps required to overcome the crisis in eastern Aleppo.
