The point is positive momentum backed by institutional machinery.

Lavrov describes the crisis as a direct consequence of destructive US steps: Washington not only exited the deal but tries to forbid all other UN member states from fulfilling mandatory Security Council decisions. Russia has no doubt this US line to undermine international legal agreements forced Iran to partially suspend voluntarily assumed JCPOA obligations — US breach first, Iranian countermeasures second.

The tone is frustration at foot-dragging after an agreed package exists.
