Interview with Russia Today
1. APEC Summit and Economic Priorities
Putin frames Russia's first APEC hosting in Vladivostok as a working economic forum rather than a political stage, with trade liberalisation as its core agenda. He grounds Russia's engagement in geography and self-interest: two-thirds of the country's territory lies in Asia, yet the region accounts for only a quarter of Russia's trade, while more than half still flows to Western Europe. The Asia-Pacific is the world's fastest-growing region, and correcting this imbalance is a strategic necessity. He ties the moment to Russia's fresh WTO accession and the Customs Union with Belarus and Kazakhstan, presenting Russia as newly equipped to integrate into Pacific commerce on favourable terms.
Two-thirds of Russian territory is in Asia... yet only 24% of our trade turnover is with Asia. And this is meanwhile a fast, intensively developing region.
2. The Value of Multilateral Summits
Answering scepticism that summits are empty talking shops, Putin defends the slow, incremental character of serious diplomacy. Agreements on sensitive questions such as trade liberalisation cannot be improvised; they emerge only from continuous, even bureaucratic annual and quarterly labour. He draws on his experience at the G20 in Mexico to argue that this patient, unglamorous process is precisely what makes acceptable, durable solutions possible.
Only as a result of painstaking... annual, quarterly work can one ultimately arrive at acceptable solutions.
3. Syria and Non-Intervention
Putin holds firm on Russia's stance: it should not be the sole party asked to shift, and its partners must reconsider their own positions too. He advocates a settlement led by Syrians themselves and warns against externally imposed regime change, invoking Afghanistan, Iraq, and Libya as proof that such interventions breed chaos rather than order. The precondition for any political transition, he insists, is halting arms deliveries and bringing both the government and the armed opposition to the negotiating table.
And why should only Russia reassess its position? Perhaps our partners... should also reassess theirs.
Arms supplies to the conflict zone must stop. And yet this continues.
4. Defence of the UN Security Council
Against those who dismiss the UN as a fiction for failing to produce a single line on Syria, Putin turns the criticism on its head. The Security Council's worth lies exactly in being an arena for compromise, not a rubber stamp for one interested party. Were it reduced to an office that merely certifies decisions taken elsewhere, it would forfeit its purpose and share the fate of the League of Nations.
If the Security Council became an office for rubber-stamping... it would cease to exist, as the League of Nations once did.
5. Al-Qaeda and Short-Sighted Support for the Rebels
Putin warns that Western and Arab backing of the Free Syrian Army — whose ranks, he says, include Al-Qaeda fighters — repeats the Afghan blunder. There, support for insurgents against the USSR gave rise to the very Al-Qaeda that later struck the United States. With biting irony he suggests simply emptying Guantanamo into Syria, cautioning that those who arm such forces today will once again find themselves the targets of the fighters they empowered.
Our present-day partners supported the insurgent movement there and essentially created Al-Qaeda, which then struck the United States itself.
6. The Arab Spring's Roots and Uncertain Outcome
Putin traces the Middle East upheavals to leaders who failed to sense the demand for change and neglected timely reform. His deeper concern is the aftermath: the violent, uncivilised form these events took has not produced stable political structures capable of resolving the underlying social and economic grievances. Without such structures, populations already worn out by the old order will remain unsatisfied, and the turmoil will not settle.
The leaders of these countries clearly overlooked the need for change... and failed to carry out the necessary reforms in time.
7. US Missile Defence and the Strategic Balance
Putin names US missile defence in Eastern Europe as a direct threat to Russia's vital interests. Unilateral deployment breaks the strategic balance and invites an arms race, since any side that feels exposed will move to secure its own defences. He believes Obama sincerely wishes to resolve the matter but is constrained by the military lobby and a conservative State Department. A genuine solution, he argues, requires treating each other as allies with equal access to managing the system — something Russia has already proposed and its partners have so far declined.
This is essentially an attempt to disrupt the strategic balance. And that is a very dangerous thing, because any other side will strive to ensure its own defence capability.
We have already done everything. We proposed this work. Our partners so far refuse.
8. US Elections — Obama versus Romney
Putin states that Russia will work with whomever Americans elect, but singles out Romney's branding of Russia as "geopolitical enemy number one" as mistaken pre-election rhetoric, likening it to the domestic exploitation of nationalism and segregation. The stakes are concrete: missile defence is built for decades ahead, so if a leader who genuinely regards Russia as the principal enemy takes office, that system will unmistakably be pointed at Russia.
Declaring someone your enemy a priori.
If Mr Romney, who considers us enemy number one, becomes president, then [missile defence] will certainly be against us.
9. The Magnitsky Case
Putin denies any political subtext to the Magnitsky affair, casting it strictly as a criminal-legal matter that calls for proper investigation and, if guilt is established, punishment. He answers the US-initiated list by contrasting legal systems: Russia has abolished the death penalty, while the United States continues to carry out executions — including of women — and is not immune to judicial error. He pledges a symmetrical Russian response with its own list of foreign officials.
There is no... absolutely no political subtext here. If there is a tragedy, it is of a purely criminal-legal nature.
You know that in Russia there is no death penalty... But in the USA there is. And they execute even women.
10. Pussy Riot and the Moral Dimension
Putin declines to comment on the verdict itself, referring the group to their lawyers and the appeals process, but he is emphatic on the moral question. Recalling one participant's earlier public conduct — the hanging of effigies with anti-Semitic and homophobic slogans, public group sex, and disorder inside churches — he links it to the Soviet-era persecution of clergy and concludes that the state is obliged to defend the feelings of believers. Punishment, he adds, must be proportionate to the act.
The punishment... must be adequate to the deed.
The state is obliged to protect the feelings of believers.
11. Democratic Reforms versus "Tightening the Screws"
Rejecting the charge that his return to the presidency signalled a crackdown, Putin recasts recent laws — on protecting children online and on defamation — as legitimate, and lists genuinely democratising steps taken alongside them: the restoration of direct gubernatorial elections, reform of Federation Council formation, and consideration of online petitions gathering 100,000 signatures for review in the State Duma. "Tightening the screws," in his definition, means nothing more than requiring everyone, the opposition included, to obey the law.
If by this you mean the requirement for everyone... to obey the law, then yes.
If a project gathers 100,000 [signatures] online, it must then be considered in the State Duma.
12. China as a Rising Partner
Putin explains Obama's absence from APEC — with Clinton attending in his place — as routine election-season scheduling rather than a slight, while affirming the broader global shift of economic and political weight toward China. He describes Russia-China relations as unprecedentedly high and trusting, with trade advancing toward $100 billion, resting on a millennia-long history of neighbourliness.
The level of Russian-Chinese relations is now unprecedentedly high, very trusting.
13. Corruption
Putin situates corruption as a universal problem — noting that the West legalises certain forms of it through lobbying — while candidly acknowledging that Russia's level is high, characteristic of a transitional economy where new market models and the rapid enrichment of a few have eroded public morality. The remedy begins with society's outright rejection of corruption, targeting bribe-giver and bribe-taker alike, and he backs barring officials from holding foreign accounts and property: those who bind their fate to Russia should declare their interests here.
Corruption has at least two participants: the bribe-giver and the bribe-taker.
If you link your fate to this country — then kindly declare all your interests here.
14. Assange and Double Standards
Putin characterises Britain's threat to strip the Ecuadorian embassy of its immunity and seize Assange as a plain double standard. He recalls Russia's own frustration that Britain shelters people Moscow considers criminals "up to their elbows in blood," while lecturing others on judicial independence. The absence of Swedish guarantees against onward extradition to the United States, he suggests, exposes the case as political.
We are constantly told about the independence of Britain's judicial system. And here it makes such a decision.
As for Assange... they decided to extradite him. Of course, this is a double standard.
15. Afghan Drug Trafficking
Putin identifies Afghan narcotics as a serious threat to Russia's national security, citing a 60% rise in production over the past year, with more than 20% of the trafficked drugs — some 70 tonnes of heroin and around 56 tonnes of opium — settling in Russia. He accounts for the surge under NATO's presence with a blunt logic: no contingent wishes to worsen its own position by taking on the drug trade, because narcotics fund 9% of Afghan GDP, and fighting them would only manufacture new enemies.
9% of the country's GDP comes from drug trade. And to replace that 9% you must pay. No one wants to pay.
16. Preparedness for a Second Economic Crisis
Putin projects confidence that Russia is better braced for a second wave of crisis, having built anti-crisis instruments, a 200-billion reserve fund, and growth of 4.2% — the strongest among major economies after China and India. He points to more than $500 billion in gold and currency reserves (third in the world), a budget surplus, and 5.1% unemployment. At the same time he stresses Russia's stake in a healthy Eurozone, its principal export market, wishing the economy of its main partners to breathe freely again.
We are even better prepared, because we have been through the previous crisis wave and already understand what to do and how.
We are interested in the Eurozone being preserved, in the economy of our main partners working, breathing again.
