Lavrov opens the UNGA81 General Debate by declaring that “tectonic shifts” are producing a more just multipolar order. He credits countries of the Global South and East with asserting themselves as sovereign centres of development, rejecting external pressure, and seeking prosperity for all rather than a privileged few. That “constructive philosophy,” he says, underpins Russian foreign policy and cooperation in the CIS, SCO, BRICS and other Global Majority formats. The counterpoint is the “Western minority,” accused of five centuries of dominance on others’ resources and of clinging to its privileges by imposing its “rules.” He quotes President Putin that the dictatorship of a single hegemon has “gone out of control” and is dangerous for others — framing Western unpredictability and use of force as a systemic threat to millions, if not billions.

Lavrov cites a U.S. invasion of Venezuela earlier in 2026 that, in his account, ended with the capture of President Nicolás Maduro and his wife and their detention without trial in an American prison. He presents this as a violation of norms including moral ones, and of international law’s requirement to respect the immunity and inviolability of high-ranking state officials. Russia’s operative demand is immediate release and a pledge that such “outrages” will not be repeated — using Venezuela as Exhibit A of Western “brute force” introduced in the opening.

Lavrov brands the killing of Iran’s Supreme Leader Ayatollah Ali Khamenei, members of his family, and Iran’s military-political leadership an unacceptable “diktat of force.” He highlights that U.S.-Israeli aggression begun in June of the previous year struck not only civilian infrastructure but peaceful nuclear facilities under IAEA safeguards — damage he says is irreparable to the Agency’s authority and to nuclear non-proliferation. Recurrent fighting in the Gulf and Strait of Hormuz, he argues, hurts global shipping; trust between Arab littoral states and Iran is a necessary condition for settlement. He reiterates Russia’s Concept for Collective Security in the Persian Gulf and offers constructive contribution with other “responsible” states.

Lavrov says the time has come to secure Palestinian statehood on the basis of numerous UN decisions. He notes that nearly a year earlier the Security Council endorsed a U.S.-championed Gaza “peace plan,” yet peace did not arrive: elderly people, women and children still die, and the humanitarian situation remains critical. Expanding Israeli settlement activity on the West Bank, he warns, could leave “no room” for a Palestinian state — and would keep Israel’s own security under constant threat. He calls for urgent, unconventional UN and member-state steps, extending the frame beyond Palestine to Lebanon, Syria, Yemen, Iraq, Sudan, Somalia, South Sudan and other African conflict zones.

Belgrade, he says, is being forced to sanction Russia in exchange for an illusory European integration prospect. In Bosnia and Herzegovina, he claims Serbs are pushed to surrender constitutional powers guaranteed by the Dayton Peace Agreement and the Security Council — another instance of Western double standards destabilising the situation “everywhere.”

Lavrov portrays external sponsors of the “Kiev regime” as a serious threat to international peace. For the “utopian” goal of containing Russia, he says, the West destroyed the European security system with its own hands and nurtured a Russophobic regime in Kiev. Realising the futility of that effort, Europe allegedly does everything to prevent a peaceful settlement and derail negotiations that many — including the Trump administration — are interested in. He accuses the West of flooding Ukraine with weapons and helping target drones and missiles at civilians and civilian infrastructure, and warns that dreams of Russia’s “strategic defeat” will lead the warmongers themselves into a strategic dead end.

Marking a year since the 80th anniversary of Victory and noting the approaching 80th anniversary of the Nuremberg Tribunal’s conclusion (1 October), Lavrov argues that Nuremberg’s lessons have not been learned by all. He accuses many EU ruling elites of racial-superiority and Russophobic ideas and of condoning Kiev’s honouring of war criminals and Nazi collaborators. Almost the entire West, he says, votes annually against Russia’s GA resolution condemning glorification of Nazism — including Germany, Japan and all NATO states. Turning a blind eye to “Ukrainian Nazism,” he warns, strikes at the foundations of the UN-centric order. He singles out Chancellor Merz’s call for Germany to become “once again” Europe’s main military power, asking whether Berlin understands what “once again” means.

He concludes that Nazism and egregious violations of speech, information and religion by the Kiev regime are the essence of those “European values.” Framing the 2022 special military operation as defence of Donbass and Novorossiya populations from extermination, he says Russia continues that fight in full compliance with the letter and spirit of the UN Charter; SMO goals will be achieved, threats to Russia’s security eliminated, and peaceful life restored — despite, he adds, the current UN leadership’s inability to defend Charter principles in their entirety rather than selectively.

On UNSC reform, Russia’s “principled approach” bars any extra seats for Western countries — especially Germany and Japan on a path of militarisation and revanchism — and supports only expanded representation for Asia, Africa and Latin America, including Brazil and India as permanent members while meeting African interests per the Ezulwini Consensus and Sirte Declaration.
