Lavrov thanks DSTU rector Alexander Shevchenko for hosting a joint session that combines the eighth Russia-Ukraine subcommittee meeting with a university address — part of MFA practice to engage regions, not only capitals. DSTU, one of the South's leading technical universities, cooperates with Ukrainian universities; dozens of Ukrainian citizens study in Rostov. Lavrov frames such joint projects as strengthening humanitarian bonds between brotherly peoples of Russia and Ukraine in the interest of both states.

The eighth session of the Russia-Ukraine intergovernmental commission subcommittee on international cooperation reviewed the full bilateral, European and global agenda. Special attention went to CIS activity as Ukraine prepares to assume the 2014 chairmanship. At the recent CIS summit in Minsk, Ukrainian representatives presented a rich programme that Russia supported — Lavrov expects it to advance Commonwealth cooperation across multiple fields.

Lavrov reiterates Russia's respect for any country's sovereign right to choose partners and integration paths, while stressing that Russia and Ukraine gain most from the closest possible cooperation across all spheres.

Lavrov recalls the December 2012 declaration on the content of Russian-Ukrainian strategic partnership signed during President Putin's visit to Ukraine, which states that integration processes within Eurasian economic integration and within the EU should be mutually complementary. Russia firmly holds that at the current stage, integration must serve competitiveness through coupling comparative advantages — not rushing alignment on unequal terms but engaging European processes from positions worthy of Russia and maximally advantageous for its people.
