The Iraqi foreign minister's working visit comes amid Islamic State's advance in Iraq; Baghdad sought expanded support from partners including Moscow. A central part of the talks is the positive dynamic in trade and economic ties. Lavrov stresses continued cooperation in oil and gas, electric power and military-technical spheres. Russian operators — above all Lukoil and Gazprom Neft — work actively in Iraq and make a substantial contribution to Iraqi budget revenues. Bilateral turnover is approaching $2 billion, which both sides treat not as a ceiling but as a stimulus for further expansion and new forms of joint effort. As co-chair of the intergovernmental commission on trade, economic, scientific and technical cooperation, Jaafari is scheduled to discuss these issues in detail with his Russian counterpart the following day — signalling Moscow's expectation of concrete follow-through on energy and investment files.

Asked why Russia does not join the US-led coalition against Islamic State, Lavrov reiterates that Moscow is already providing Iraq the most active assistance to strengthen its defence capability in the face of the terrorist threat. The Iraqi side at the talks highly valued this military-technical support to Baghdad's fight against IS. Lavrov presents direct material assistance to Iraqi friends as Russia's principal contribution — distinct from membership in a coalition whose political choices Moscow disputes elsewhere in the region. The line is that effectiveness on the ground matters more than symbolic coalition participation.

Lavrov draws a sharp legal distinction within the same US-led coalition. In Iraq the coalition operates on the clearly expressed consent of the legitimate Iraqi government. Strikes on Syrian territory lack an analogous legal foundation. Coalition leaders, he argues, have taken an openly politicised position by treating cooperation with the Syrian leadership and Syrian armed forces against IS as illegitimate — a stance Russia calls counterproductive and short-sighted. The framing exposes what Moscow sees as selective respect for sovereignty: Baghdad's invitation legitimises action in Iraq, while Syria's government is excluded despite facing the same terrorist enemy.

The aim is to end the paradoxical situation in which the same extremists are fought in one case and treated as partners for overthrowing inconvenient governments in another. The initiative situates Russia's Iraq policy inside a broader demand for coherent, law-based counter-terrorism rather than ad hoc coalitions shaped by Western political preferences.

Beyond the press conference's Iraq focus, the ministers' talks covered the wider regional agenda reflected in the Foreign Ministry's summary of the visit: the situation in Syria and Yemen, Palestinian-Israeli settlement and the Iranian nuclear dossier. Moscow and Baghdad share the conviction that persistent tensions and conflicts in the Middle East and North Africa must be addressed solely by political means on a firm basis of international law, respecting peoples' right to determine their own future. Lavrov's opening emphasis on coinciding approaches provides the rhetorical bridge between bilateral energy cooperation and this shared rejection of external imposition in regional crises.

A journalist asks Lavrov to comment on Reuters-published witness accounts allegedly seeing a missile launch from militia-controlled ground at the time of the July 2014 Malaysia Airlines Boeing crash, and whether Russia retains grievances about the investigation. Lavrov says Moscow follows everything that can shed light on causes and responsibility and calls for objective, impartial, professional examination of all facts and versions without anyone claiming a monopoly on truth before the inquiry concludes. The Reuters material, he says, resembles a planted leak: contradictory witnesses describe technically absurd details — a weaving missile, stages, a blue smoke column — and claim to have seen the crash from 25 kilometres away in heavy cloud. Western media ignore numerous on-camera testimonies of a military fighter over the crash site and a Ukrainian airfield worker who said a military aircraft returned without one missile, contradicting Kyiv's denials of military flights that day. Questions posed by Rosaviatsiya and the Defence Ministry on dispatcher recordings and promised US satellite and AWACS data remain unanswered; Lavrov no longer expects answers and suspects some partners prefer to delay or bury the investigation if they cannot prove their early assigned narrative.

On Ukraine, Lavrov addresses US talk of tightening sanctions and supplying arms while Kyiv fails to implement Minsk. He describes a paradox: gross Ukrainian violations of the 12 February Minsk agreements are welcomed by Washington — citing reported congratulations from Vice President Joe Biden to President Petro Poroshenko over a Verkhovna Rada law that undermines Minsk. If Washington encourages actions that erode Minsk, Lavrov concludes, it is inciting Kyiv toward a military solution. US assistance to train and equip Ukraine's National Guard is mentioned in the same breath. Moscow considers it absolutely impermissible to allow Minsk to suffer the fate of the 21 February 2014 agreement trampled the next morning, or the 17 April 2014 Geneva statement — documents likewise endorsed by European ministers and then discarded.

The query closes a press conference otherwise dominated by Lavrov's statements on legal counter-terrorism, direct military assistance to Baghdad and parallel crises from Donbas to MH17. Its placement underscores Iraqi domestic suspicion of the US-led coalition even as Baghdad formally hosts coalition operations — a tension Lavrov's legal distinction between legitimate Iraqi consent and illegitimate Syrian strikes implicitly amplifies without Moscow needing to endorse the specific allegations.
