Sergey Lavrov at Meeting with Belarusian University Students, Minsk, 1 July 2022
1. Honorary Professorship and Union State Youth Dialogue
Lavrov receives honorary professorship at Belarusian State University for restoring Russian-Belarusian university ties. He stresses that dialogue with students in Belarus carries special weight as closest Union State allies, framing youth questions as professional necessity for the Foreign Ministry — policy must be perceived positively by citizens and allies. Anniversaries of diplomatic relations, 250 years of reunification, Polotsk events in September and 1812 Patriotic War commemorations in December underpin the meeting.
Belarus, of course, has special significance, since we are building the Union State — we are closest brothers and sisters.
The pointers from you that I hope to receive today will have very considerable practical significance.
2. Historical Memory Year and Joint War-Crimes Documentation
Lavrov welcomes Belarus's 2022 Year of Historical Memory and links 22 June commemorations to joint wreath-laying at the university war memorial for students and faculty killed in the Great Patriotic War. Preserving sacred memory of those who stopped Nazism is inseparable from preventing revival of misanthropic ideology — attempts visible in the Baltics and neighbouring Ukraine. Russian and Belarusian scholars and law-enforcement bodies cooperate to document Nazi occupier crimes; a thematic conference with parliamentarians was held in Minsk on 14–15 June.
This historical lesson is important not only so that we preserve sacred memory of all those who stopped Nazism, but also so that today we do not allow this misanthropic ideology to be revived.
The need for preventive action on the international stage is obvious.
3. Putin-Lukashenko Coordination Amid Global Tectonic Shifts
Confidential information exchange and alignment of international-policy approaches are traditional features of allied Moscow–Minsk relations. Presidents Putin and Lukashenko met in Saint Petersburg on 25 June 2022, with much of their conversation televised. Lavrov stresses that coordinating approaches is especially vital now when tectonic shifts are reshaping world affairs — and that Western concern over Ukraine masks far more extensive designs.
Coordinating our approaches is especially vital now when, without exaggeration, tectonic shifts are occurring in the world.
At the root of current problems is not at all Western concern over what is happening in Ukraine — we are talking about far more extensive designs.
4. Multipolar World and End of Five-Century Western Dominance
Lavrov argues that more than five centuries of Western dominance in world affairs is not merely ending but already receding as new centres of economic growth, financial power and political influence assert themselves. Current Western actions — from unlawful interference in internal affairs through military force to economic sanctions against Russia and Belarus — aim to obstruct this objective historical process and preserve dominance at any cost.
The era of Western dominance in world affairs has not merely approached its end — it is already passing into the past, and the world is becoming multipolar.
Current Western actions show only its desire by all means to obstruct the objective historical process and preserve dominance at any cost.
5. NATO Eastward Expansion Lies and Russia-NATO Founding Act
After the Warsaw Pact dissolved, solemn assurances that NATO would not expand eastward — repeatedly cited by Presidents Putin and Lukashenko — proved false. At the price of known compromises in the late 1990s, the Russia-NATO Founding Act already represented concessions: expansion eastward was accepted as a given, replaced by a pledge of no substantial permanent forces on new members' territory — which too was abandoned. Lavrov concludes the West has never proved its ability to keep its word.
The West has never proved its ability to keep its word.
It no longer said that NATO would not expand eastward — expansion was accepted as a given.
6. Madrid Summit, Indivisible Security and China as Systemic Challenge
The recent Madrid summit proclaims massive military build-up on NATO's eastern flank and ignores the OSCE principle of indivisible security agreed at Istanbul (1999) and Astana (2010): no country may strengthen its security at others' expense, and no alliance may claim a dominant role in Europe. NATO now proclaims global responsibility, with its next 'defensive' line in the South China Sea; Madrid documents designate China as the main long-term systemic challenge — revealing ambitions far beyond Europe.
No country, no organisation, no alliance has the right to claim a dominant role in Europe — yet NATO is doing precisely that.
China was already designated in the Madrid summit's final documents as the main long-term systemic challenge.
7. Pre-2014 EU Partnership and Baltic Visa Blockade
Before the 2014 events, Russia and the EU held twice-yearly summits, twenty sectoral dialogues and four common spaces with road maps; a visa-free regime was practically agreed for the overwhelming majority of citizens, including students. The EU then halted the process — years before the Ukrainian coup. Baltic states blocked it politically, insisting Russia could not receive visa liberalisation before Ukraine, Moldova and Georgia, proving geopolitics trumped citizens' interests.
The Baltic states said: in political terms we have no right to grant Russia a visa-free regime before such a regime is granted to Ukraine, Moldova and Georgia.
They are guided not at all by citizens' interests — but purely by geopolitical considerations.
8. 2013 Association Crisis, Barroso Refusal and Maidan Coup
The Ukrainian crisis began in 2013 over the EU association agreement: zeroing tariffs conflicted with CIS free-trade obligations. Russia proposed trilateral Russia-Ukraine-EU consultations; European Commission President Barroso refused in September 2013, saying the EU would not interfere in Russia-China trade and Russia should not interfere in EU-Ukraine relations. When President Yanukovych asked to postpone signing at the November Eastern Partnership summit to analyse impacts, Brussels and Washington, Lavrov argues, orchestrated the Maidan — financed, encouraged and inspired by the West, including Victoria Nuland.
We do not interfere in your trade with China — so do not interfere in our affairs with Ukraine. That is all.
They ultimately threw a tantrum — the entire European Union together with the Americans organised the Maidan.
9. February 2014 Agreement Trampled and Kyiv Containment Regime
In February 2014 Germany, France and Poland brokered an agreement with Yanukovych and the opposition — a government of national unity and early elections within five to six months. The next morning the opposition trampled the paper bearing foreign ministers' signatures; the EU swallowed the humiliation and the putschists proclaimed a 'government of victors.' First decrees cancelled Russian regional status; Right Sector leaders said Russians must leave Crimea. Lavrov characterises the resulting regime as an instrument to contain Russia — Western money, arms, military bases and, as later discovered, military-biological laboratories.
The next morning that opposition trampled the paper bearing the signatures of the foreign ministers of Germany, France and Poland.
They created a regime fully tailored to become an instrument for containing Russia.
10. Minsk Agreements Seven-Year Sabotage and Poroshenko Admission
After Donbas residents refused to submit to the illegitimate rulers, nearly a year of efforts produced the Minsk agreements approved by the UN Security Council in February 2015. For the following seven years Kyiv silently failed to implement them, then openly said Minsk no longer suited them, while continuing to shell Donbas and violate ceasefires. Former President Poroshenko later admitted agreements were signed only to buy time and obtain Western weapons — not to be fulfilled.
For all the following seven years Kyiv simply refused — at first silently failing to implement what it had signed.
We signed the agreements only to buy time and obtain Western weapons — we did not intend to fulfil them.
11. Zelensky Nationalist Battalions and Donbas Dehumanisation
Lavrov cites February 2014 coup leaders declaring Russians had no place in Crimea and must think and speak Ukrainian and honour Bandera and Shukhevych. Western partners dismissed these as marginal — yet Zelensky, elected with a huge majority, told interviewers that people in Donbas are 'not people' but 'creatures'; Russians who feel Russian should 'get lost' to Russia. Asked by CNN about nationalist Aidar and Azov battalions, he said 'we have many such battalions — they are what they are' — a line CNN cut from the broadcast.
If anyone considers themselves Russian — let them get lost to Russia.
We have many such battalions — but they are what they are.
12. Western Fabricated Distant Threats Yugoslavia Iraq Libya
When Russia raises Western security concerns, the collective West falls silent about its own precedents. Americans bombed Yugoslavia in 1999 across ten thousand kilometres; invaded Iraq in 2003 on fabricated weapons-of-mass-destruction claims — Tony Blair later called it an honest mistake after nearly a million civilians died; destroyed Libya, turning it into a terrorism grey zone. Lavrov contrasts these invented distant threats with dismissed Russian warnings about crises directly on its borders.
They declared that Yugoslavia posed a threat — and across the Atlantic Ocean at ten thousand kilometres bombed the country.
They killed nearly a million civilians and destroyed the country — Libya simply no longer exists.
13. Biolabs, Nuland Testimony and CSTO Transparency Mechanism
Military-biological laboratories on post-Soviet territory conducted experiments with dangerous pathogens — effectively biological weapons, Lavrov argues. Victoria Nuland's Senate testimony after Russian forces discovered labs and documents inadvertently confirmed Western concern that Russians might learn 'everything we were doing there.' Numerous such labs exist across the post-Soviet space; Russia and Belarus are creating a CSTO mechanism to ensure transparency of any biological activity on their territories.
It is very important that the Russians do not learn everything we were doing there.
Together with our Belarusian friends within the CSTO we are creating a mechanism that will ensure transparency of any biological activity on the territory of our countries.
14. Special Military Operation and West Closing Negotiation Doors
Lavrov frames the special military operation as the culmination of warnings since at least 2013 not to bring matters to crisis on Russia's borders. Russia remains ready to talk, but when the West has slammed every door — imposing sanctions and expelling diplomats — no Russian initiative is possible. If Western capitals sober up and propose rebuilding European security architecture, Moscow will listen but will no longer trust promises; critical economic and defence sectors must not depend on the West, as the President has ordered.
For many years, at least since 2013, we have been knocking on that Western door: let us not bring matters to crisis — and this is right on our borders.
We are always ready to talk, but if the West has slammed shut every door — we will seek other paths.
15. Sanctions Self-Harm Europe and Weaponised Dollar Logistics
Western sanctions primarily hurt Europe while Americans structured measures to limit damage to their own economy. The West clings to remaining levers — the dollar and euro, logistics chains now being disrupted — to punish Russia, Belarus and other states that refuse to obey Western will. This weaponisation contrasts with fabricated distant threats used to justify past interventions; when Russia cites those precedents, the collective West falls silent.
It is not primarily Europe that suffers from the sanctions the West imposes — the Americans are far cleverer: they structured their sanction decisions so as not to inflict too much damage on their own economy.
The West clings to the levers it still has — such as the role of the dollar and euro, a whole series of logistics chains they are now trying to disrupt.
16. G20 Moment, Fukuyama End of History and Pandemic Governance
The G20 was created because the G7 could no longer rule global finance alone; for a time the West de facto accepted the need to negotiate. In world politics, however, it reverts to coercion. Francis Fukuyama's 'end of history' proclaimed eternal liberal order — it failed. The coronavirus pandemic showed states with well-organised central authority cope far better with real threats than what the West calls democracies but labels autocracies.
The G20 was created simply because the G7 was no longer able to call the shots in the world economy.
The coronavirus pandemic proved that countries with well-organised central authority cope far better with real threats than those they themselves call democracies.
17. BRICS Queue, SCO Observer Belarus and EAEU Integration
China, India, Brazil, South Africa, Iran, Egypt and others have sharply surged in economic development and global influence. BRICS exemplifies 'new diplomacy' — no imposition, compromise and balanced interests — with a growing queue of applicants. Belarus is an SCO observer seeking full membership, which Russia actively supports. The EAEU, CIS and CSTO pursue constructive cooperation without designating external enemies — unlike NATO, which seeks enemies to justify its existence. President Putin proposed a Greater Eurasian Partnership harmonising regional organisations through practical contacts, not top-down schemes.
In our structures — the CSTO, CIS, EAEU — doctrinal documents never set the task of holding anyone back; we engage in constructive cooperation.
Interest in BRICS is growing — a queue is forming to join an association that is an example of new diplomacy.
18. Global Majority UN Voting and Strategic Partnership Mask
Russia has partners beyond the West; the overwhelming majority of states share its thinking though not all speak out publicly. Voting at the UN General Assembly and behaviour in multilateral formats reveal practice: roughly 75% of the UN member population did not join illegitimate anti-Russian sanctions. Decades of Western invitations to strategic partnership masked an unchanged desire to contain or even partition Russia — but cooperation with the global majority continues through BRICS, SCO and EAEU.
The overwhelming majority of states in the world share our thinking, though far from all have the courage to say so publicly.
Roughly 75 per cent of the population of UN member states did not join the illegitimate sanctions.
19. Q&A Sorokin Spengler UN Veto and Putin P5 Summit
Student Alina Ryskova asks about changing world order, citing Fukuyama, Sorokin and Spengler's 'Decline of Europe.' Lavrov agrees Europe is no longer an independent pole — Primakov introduced multipolarity in the 1990s hoping the EU would be one pole; instead EU 'grandees' now demand banning Dostoevsky and Pushkin. Nothing new need be invented: the UN Charter embodies Second World War lessons. The veto of five permanent members is a crisis-prevention tool, not privilege; Security Council reform must expand developing-country representation — Russia supports India and Brazil. Western ambassadors demanding worldwide sanctions compliance grossly violate sovereign equality. President Putin's proposal for a P5 summit to honestly implement the Charter remains on the table.
Nothing need be invented — the lessons drawn from the Second World War are embodied in the Charter, and it contains everything necessary for humanity to avoid new catastrophes.
President Putin's proposal to convene a summit of permanent UN Security Council members remains on the negotiating table.
20. Q&A Non-West Coalitions Russia-NATO Council and Eurasian Pivot
Student Matvey Shchastnykh asks whether coalitions among states rejecting Western rules contradict independent treaty-based diplomacy; Lavrov sees no contradiction — coalitions mean dealing with partners who honour agreements, unlike the West. Russia and Belarus must remain self-reliant and never follow others' lead, which earns respect from the global majority. Student Yelyzaveta Kapustka asks about Europe–Asia contacts amid a new iron curtain; Lavrov cites 2008, when after Saakashvili bombed Tskhinvali Russia proposed convening the Russia-NATO Council — Condoleezza Rice refused to talk to Russians. The Council was later blocked after the Maidan coup. Russia did not turn away from the West — the West turned away and built an iron curtain; Moscow will work more intensively with China, India and Asian partners in energy, space and nuclear technology without chasing those who slammed the door.
I see no contradiction here: creating a coalition of countries that do not want to play by Western rules means developing relations with those who are capable of honouring agreements.
We did not turn away from anyone — they turned away and are building that very iron curtain.
