1. A Productive Summit and the Priority of Strategic Partnership
Putin opens by framing the 29th Russia-EU summit as unambiguously useful, presenting Russia and the European Union as partners facing common challenges with broadly similar tasks. The central message is continuity and forward motion: the summit reaffirmed the priority character of the strategic partnership and, crucially, the goal of making its benefits tangible for ordinary citizens on both sides. Putin is careful to acknowledge that positions do not coincide on everything, but he casts this frankly as normal between major partners and insists the meeting sent a clear political signal in favour of deepening cooperation. The rhetorical emphasis on "not slowing the pace" and moving further establishes Russia as an engaged, constructive party investing political will in the relationship — the reference frame throughout is that Russia and the EU are equals steering a shared enterprise.
I think my colleagues will agree that during the summit we managed to reaffirm the priority character of the Russia-EU strategic partnership.
Of course, our positions do not coincide on every question and in everything, but in my view we managed to confirm our commitment to the chosen path and to send a clear political signal in favour of deepening our cooperation.
Now we must, without slowing the pace, move further forward.
2. Eurasian Integration Is Compatible with the EU Relationship
Putin devotes deliberate attention to the integration processes in the CIS space, presenting the Customs Union, the Single Economic Space and the future Eurasian Economic Union not as a rival bloc but as fully compatible with strengthening ties to the EU. This is a key diplomatic move: he pre-empts the concern that Russia is building a competing project by grounding the entire architecture in WTO rules. He underscores that Kazakhstan and Belarus accepted Russia's WTO accession terms as their own — framed as a courageous, bold step by their leadership — and invites the EU to reciprocate by supporting those states' own WTO bids. The agenda here is to have Russia's regional leadership recognised as legitimate and rules-based, projecting the Eurasian project as an asset to trade and cooperation rather than a threat.
We are convinced that the formation of the Customs Union, the Single Economic Space, and in the future possibly the Eurasian Economic Union, is fully compatible with the tasks of strengthening Russia-EU cooperation.
Our partners — both Kazakhstan and Belarus — took an unprecedented decision and agreed that the rules and conditions of Russia's WTO accession would be adopted by these states as well.
3. The New Basic Agreement and the Trade-Economic Sticking Point
Both sides confirm interest in a new base treaty defining strategic goals adequate to the demands of the time, but Putin names the trade-economic section as the principal stumbling block. Van Rompuy and Barroso echo the ambition — an "ambitious, comprehensive" treaty covering trade and investment — while Putin proposes continuing informal consultations to find mutually acceptable solutions. The framing on the Russian side is that Russia has already concluded and signed its WTO package and cannot now reopen it or accept additional obligations. This theme sets up the later "WTO-plus" dispute and positions Russia as a party defending agreements already reached in good faith.
As of today, the main stumbling block remains the trade-economic section of the new basic agreement.
Both sides confirmed their interest in producing a document that would formulate strategic goals adequate to the demands of the time.
4. Russia's WTO Accession and Gratitude to the EU
Russia's accession to the World Trade Organization is presented as a major achievement of the relationship, and Putin explicitly thanks the EU and the European Commission for their consistent support. Barroso reinforces this warmly, recalling that he personally worked with then-Prime Minister Putin to resolve outstanding issues and expressing longstanding surprise that Russia — described as the last large economy outside the WTO — had not been a member. The mutual framing is one of a shared success now unlocking new trade opportunities and providing the legal basis for the future treaty.
I want to underline our gratitude to the EU and the European Commission for their consistent support of the Russian Federation's accession to the World Trade Organization.
5. Visa-Free Travel — the Ball Is in Europe's Court
The transition to a visa-free travel regime receives sustained attention, with Putin arguing that Russia is ready and that the ball lies largely with the European partners. He frames the current regime as perverse in its effects: criminal elements already move freely across Europe using existing instruments, while the burden falls on law-abiding businessmen, journalists and ordinary citizens seeking personal ties with friends and relatives. The EU side welcomes progress on the "common steps" and the new visa-facilitation agreement nearing finalisation, and stresses tourism — noting the impressive flow of Russian visitors to nearby Finland — as a mutual interest.
Criminal elements who wish to already travel around Europe without any visas, back and forth, using existing instruments; those who suffer from this visa regime are, as a rule, the law-abiding businessman, the journalist, ordinary citizens who want to maintain personal relations with their friends and loved ones.
To a significant degree the ball is on the side of our European partners.
6. Partnership for Modernization
The Partnership for Modernization is presented as one of the relationship's flagship initiatives, now being fully implemented. Putin treats it as a priority, and Barroso expresses pride that the EU is Russia's partner in this important process. The EU side, however, broadens the concept beyond the economy: Barroso stresses that modernization must cover society and the rule of law, and links the vitality of society, pluralism and civil society to genuine integration — a subtle insertion of the EU's political agenda that Putin does not embrace, keeping his own emphasis on economic and technological projects with business and financial institutions.
We also analysed the progress of the joint initiative 'Partnership for Modernization' and will continue working to reach a number of major joint projects with the participation of Russian and EU business.
7. Energy Cooperation as a Central Pillar
Putin identifies energy as one of the main directions of economic cooperation, while candidly acknowledging that unresolved questions remain requiring additional examination. He stresses the extreme importance and the time-tested nature of Russia-EU energy cooperation. The EU side welcomes progress in the energy dialogue and emphasises transparency and stable frameworks. This theme sets the register for the sharper exchange over the Third Energy Package: cooperation is vital and mutually beneficial, but Russia signals that specific EU regulatory moves are points of concern.
A significant part of the plenary session was devoted to energy cooperation — one of the main directions of our interaction in the economic sphere.
Here it must be admitted that there still remain questions requiring additional consideration and settlement.
8. The EU Aviation Emissions Trading Scheme — a "Painful Point"
Putin singles out, as what he calls a genuine "painful point," the EU's unilateral decision to extend its emissions trading system to the civil aviation of third countries from 1 January 2012. By labelling it a unilateral measure and a sore spot, he casts the EU as acting on its own outside a cooperative framework and imposing costs on Russia. The rhetorical purpose is to remind the European partners that even amid a positive summit, Moscow will name and press its grievances plainly.
I want to draw our partners' attention to another point I consider painful — the EU's unilateral decision to extend, from 1 January 2012, the European emissions-quota trading system to the civil aviation of third countries.
9. Syria — Support for the Annan Plan, Against Civil War
On the international agenda, Syria is the leading file. The EU side describes the situation as terrible and insists the Syrian regime must immediately halt all forms of violence and fully support the observer mission, presenting the Annan plan as the best chance to stop the cycle of violence, avoid civil war and reach a lasting political settlement. The stated common ground is a shared message for the immediate cessation of all violence and a political transition. From the Russian standpoint the emphasis on a negotiated political process, joint effort and an agreed common message aligns with Moscow's insistence on a settlement rather than externally imposed outcomes.
We examined the most pressing questions of the international and regional agenda — of course, the situation in Syria, Iran, and the Middle East.
The Annan plan as a whole gives the best opportunity to stop the cycle of violence, avoid civil war and find a peaceful, lasting solution to the problem.
10. Iran and the Nuclear File, with Talks in Moscow
The parties agree on the urgent necessity of preventing Iran from acquiring nuclear weapons, and the EU side notes with approval that Russia is cooperating with all partners on this. Significantly, the next round of negotiations is to be held in Moscow, with the EU High Representative leading the delegation of the six alongside Iran — a point that underscores Russia's role as an indispensable venue and mediator. The framing casts diplomacy, hosted on Russian soil, as the vehicle for resolution.
On Iran we agreed that it is urgently necessary to prevent Iran from obtaining nuclear weapons, and here Russia is cooperating together with all partners on this question.
We expect the next round of negotiations to be held in Moscow, where the UN High Representative will lead the delegation of six countries together with Iran.
11. Van Rompuy on the Eurozone and the Depth of Integration
Van Rompuy, attending his first summit with Putin, frames the eurozone's troubles not as a question of unwinding integration but of deepening it. He affirms the determination to complete the monetary union with a fuller economic union — banking supervision, fiscal elements — and insists Greece should remain in the eurozone provided it meets its obligations. The message to Russia, its largest neighbour and strategic partner, is one of confidence: the euro must move forward, not look back. This reassurance is diplomatically aimed at a partner whose economy is tightly bound to European demand.
The eurozone must integrate more, not look back; we want Greece to remain in the eurozone, of course taking account of its obligations.
The idea of the Eurasian Economic Union is based on WTO rules, and this can lead to a positive contribution to trade, well-being and cooperation.
12. Barroso — Confidence in the Euro, the Scale of the Partnership, and Pushkin
Barroso strikes an emphatically optimistic note, declaring full confidence in the future of the eurozone and reframing the internal debate as one about how to deepen integration, not whether to break it. He quantifies the relationship's weight — the EU as Russia's largest trading partner, the largest source of direct investment, the largest buyer of Russian energy exports — to argue that the two economies' interests are so intertwined that they must work together more, not less. He closes his opening with a gracious flourish, quoting Alexander Pushkin, who lived and died in St Petersburg, on trying and succeeding.
The EU is the largest trading partner, accounting for around 50% of all Russian trade.
As the most famous Russian poet Alexander Pushkin said… one may try and not succeed, but we must not act so as not even to try to succeed.
13. The "Political Prisoners" Provocation and Putin's Riposte
Asked by a Russian journalist about leaflets distributed at the press pool's hotel reading "No to a Russian Pinochet" and demanding "Putin to the bunk, [Barroso] to the pillory," Putin answers with cool irony. On so-called political prisoners, he points out that the European Court of Human Rights found no political motive in the Khodorkovsky case — so "if to the bunk, then in good company." He states that others in such cases faced administrative measures for breaking the rules and are currently free, preparing for new protests, which he calls normal, adding only that Russia intends to adopt European-style norms regulating mass events, which he calls undoubtedly democratic. He then turns the "pillory" jibe against Barroso into a segue on the Third Energy Package, expressing sympathy for the leaflet's authors' apparent grievance while questioning their unusual method, and points to newly liberalised laws letting a handful of people found a party and contest elections openly.
The European Court of Human Rights established that there are no political motives in the criminal case and sentence concerning Mr Khodorkovsky. So if to the bunk, then in good company.
Quite recently laws were adopted liberalising political activity: a couple of people can create a political party, get their candidates into regional parliaments and federal legislative bodies and there openly state their position.
14. The Third Energy Package Dispute
The Third Energy Package emerges as a genuine point of disagreement. Putin voices Russia's concern and calls unacceptable the retroactive application of the package to contracts concluded before it was adopted, while signalling readiness to settle the issue through negotiation. Barroso defends the legislation as non-discriminatory, evolving and applicable to all member states, insisting Russian operators are more than welcome on the integrated European market and already benefit from it, while offering to discuss any concerns about its implementation in particular countries. Both acknowledge frankly that they do not fully agree but affirm mutual readiness for constructive dialogue.
It seems unacceptable to us to extend this, as well as other similar documents, retroactively to those contracts that were already concluded before the decision on the Third Energy Package was taken.
The authors of that memo evoke a certain sympathy in me — the only question is why distribute it in such an unusual manner.
15. The Eurozone Crisis, Energy Demand, and Russia's Budget
Asked how the eurozone's difficulties might affect Russian energy supplies and force a budget revision amid falling oil prices, Putin acknowledges the two economies are tightly linked and gives concrete figures: trade turnover reached 394 billion dollars in the prior year, up from about 306 billion in 2010. He concedes that recession in Europe would directly reduce demand for Russian energy, metallurgy and chemicals, but expresses confidence, praising the "combative," highly professional mood of his European colleagues. On the budget, he explains Russia planned on 100, then revised to 115 dollars per barrel, channelling anything above 100 into reserve funds, and stresses Russia can react operationally to any developments without expecting serious shocks.
Our trade turnover last year amounted to 394 billion dollars; in 2010 it was 306 billion, so the growth over the year is very substantial.
Everything above 100 we channel into reserve funds. So if it is below 115, we will simply have less income going into the reserve funds, that's all.
16. Barroso and Van Rompuy Defend the Eurozone's Resilience
Pressed on whether Europe can produce a unified way out of the crisis and whether the euro might collapse, the EU leaders reject the "incantation" framing. Barroso rebuts the charge that the eurozone is the main culprit of the world slowdown, pointing instead to problems in some emerging economies, and forecasts positive growth in the eurozone by year's end with a stronger recovery in Western Europe and growth of up to 2% in 2013. He contrasts the current mild downturn with the minus 4% recession of the 2008–09 financial crisis "that came from the other side of the ocean." Van Rompuy, invoking fifteen European Council meetings he has chaired, insists agreement always proves reachable among 17 or 27 states and that the process will yield "more Europe, not less."
The eurozone is not the main party responsible for the slowdown of economic growth on the world stage.
At the end of the process we will have more Europe, not less Europe; we will get through this crisis step by step.
17. WTO Risks for Russian Sectors and the "WTO-Plus" Dispute
Responding to El País on whether WTO membership still eases the base treaty given changed conditions and domestic opposition from vulnerable sectors, Putin acknowledges real risks to agriculture, farm machinery and the auto industry, but insists WTO-compatible instruments — transition periods, phased tariff reductions — let Russia mitigate them. He stresses that even after accession Russia's tariff protection will remain higher than, say, Ukraine's, which concerns him more than accession itself given the large trade with Kyiv. He then names the core dispute: European partners are advancing "WTO-plus" demands beyond the obligations Russia assumed, which Moscow cannot accept without either extending them to all WTO members or reopening its negotiated package. Barroso reassures that the EU does not intend to ask for tariff cuts beyond the WTO but seeks regulatory convergence to ease business.
Our European colleagues put questions to us and formulate demands which, in our opinion, go beyond the obligations the Russian Federation assumed on acceding to the WTO. This is an approach we conditionally call 'WTO-plus', and we cannot yet agree to it.
The level of customs protection even after Russia's WTO accession will be much higher than, say, Ukraine's level, and this actually worries us more than the fact of WTO accession itself.
18. Free Trade with the Single Economic Space and the Negotiating Mandate Gap
Asked about prospects for EU cooperation with the Single Economic Space, possibly free trade, Putin observes that direct negotiations between the SES's Eurasian Economic Commission and the European Commission are now called for, because Russia has transferred competences to a supranational body and can no longer discuss those matters bilaterally even if it wished. He notes the practical obstacle: the European Commission holds a mandate to negotiate with Russia but not yet with the supranational SES organs, and hints Brussels may need one. This theme advances the recognition Putin seeks in Theme 2 — that Russia's integration project is real, institutionalised, and must be dealt with on its own terms.
We have transferred [powers to] a supranational body, and even with all our desire we can no longer discuss, in the negotiating process, part of the questions that no longer fall within our national competence.
The European Commission does not yet have a mandate to negotiate with this organisation; it has a mandate to negotiate with Russia.
19. The Neighbourhood — Georgia, Transnistria, and a St Petersburg Treasure
On the shared neighbourhood, the EU side raises the territorial integrity of Georgia, insisting the agreements and commitments of 2008 be fully implemented, and welcomes Russia's constructive approach to the 5+2 talks on Transnistria. Putin lets these files pass without rebuttal at the podium, keeping the tone cooperative. He closes the press conference on a warm, personal note characteristic of host diplomacy: workers renovating a St Petersburg building found a treasure hidden by a family fleeing the Bolsheviks in 1917, and he invites his European guests and the press to view it — a gesture blending hospitality, historical memory and the setting of imperial St Petersburg.
We welcome Russia's constructive approach to the '5+2' negotiations on Transnistria.
During construction work in one of St Petersburg's buildings, the workers found a treasure that had been buried by a family in 1917, hidden from the Bolsheviks… We propose to our European colleagues, if they are interested, to go and take a look at it.
