Sergey Lavrov Interview on Charlie Rose, New York, UN General Assembly
1. Charlie Rose at UNGA — Syria, Obama and the Opening Stakes
Charlie Rose opens a special UN General Assembly edition with Sergey Lavrov in New York. Syria dominates the session: President Obama has just told the Assembly the future must not belong to a dictator massacring his people, called for an inclusive Syria of Sunnis, Alawites, Kurds and Christians, and pledged sanctions and consequences. Lavrov is framed against Russia and China's three vetoes of Security Council pressure on Bashar al-Assad, up to 30,000 dead, and wider US–Russia friction over Iran, NATO missile defence, and Moscow's request that USAID leave Russia.
The continuing conflict in Syria is the central topic.
Russia and China three times vetoed a Security Council resolution to increase pressure on Bashar al-Assad's government.
The deadlock in Syria is only one of many factors sharpening relations between Russia and the United States.
2. USAID Expulsion and NGO Climate in US–Russia Relations
Charlie Rose notes that earlier in the month the Kremlin asked Washington to help USAID leave Russia — one of several friction points alongside Syria, Iran and missile defence that colour Lavrov's UNGA visit and frame the interview's broader bilateral context.
Earlier this month the Kremlin asked us to help the US Agency for International Development leave Russia.
Iran is another factor, as is distrust of the NATO missile-defence system.
3. The Reset — Achievements and Remaining Problems
Lavrov welcomes Obama's 'reset' and says genuine mutual understanding has been built on equal, respectful and mutually beneficial relations serving both peoples and global interests. He insists the record is incomplete without acknowledging serious remaining problems — missile defence foremost among them.
When President Obama came to the White House... they proposed what they call a 'reset' of these relations, which we supported.
Between Moscow and Washington, genuine mutually beneficial partnership... can be based on equal, mutually respectful and mutually beneficial relations.
4. NATO Missile Defence, the ABM Treaty and Legally Binding Guarantees
Lavrov stresses missile defence affects global stability and strategic parity. The US proposed the 1972 ABM Treaty limiting Soviet/Russian deployments; removing that pillar destabilises the balance. If the system is not aimed at Russia, he asks why a legally binding guarantee cannot be given. Russian experts warn the final phases of the four-stage European approach could threaten strategic arsenals. Time remains but is not unlimited; Putin confirmed openness to Obama.
It was the United States that in 1972 proposed signing an ABM treaty limiting anti-missile deployments by the Soviet Union and Russia.
There should be no reason why that guarantee cannot become a legally binding obligation.
On the final stages of this four-phase approach there will be risks to Russian strategic arsenals.
5. Civil Society, Magnitsky and Non-Interference in Legal Proceedings
Lavrov supports civil-society contacts but rejects lecturing on internal affairs that empower Washington to legislate on cases like Magnitsky. Interference in other countries' legal procedures damages relations and is unacceptable for normal states — including Russia.
We are all for civil-society interaction between the two countries, but on a basis that does not amount to lecturing and instructions on internal affairs.
Attempts to interfere in the legal procedures of other countries are not welcomed by normal states and governments.
6. Reciprocal Human Rights Concerns — Adoption Cases, Yaroshenko and Bout
Lavrov favours continued human-rights dialogue but cites Russian grievances: adopted children killed by US families largely go unpunished, while Russians are 'literally kidnapped' on FBI sting charges — Yaroshenko in Liberia and Viktor Bout extradited from Thailand despite a Thai court ruling against it. Undercover agents provoked Bout into signing a transport-services agreement. Both received harsh sentences.
There were cases when Russians were literally kidnapped on charges of things they never did, solely because of provoked actions by FBI agents.
Undercover agents approached him and provoked him into signing an agreement to provide transport services.
7. Gorchakov on Natural Solidarity Between Russia and America
Despite bilateral frictions, Lavrov closes the US–Russia preamble quoting Chancellor Gorchakov — Russia's longest-serving foreign minister — that geography alone calls Russia and the United States to natural solidarity of interests they have repeatedly affirmed.
Mr Gorchakov once said that Russia and the United States, if only because of their geography, are called to show natural solidarity of interests and sympathies.
8. Syria as Full-Scale Civil War with International Dimension
Asked how he sees Syria on the ground, Lavrov calls it a civil war acquiring ever greater international dimension because outside powers openly back rebels while insisting Assad must go before dialogue. He has no independent military assessment and cares less who is winning than how to stop the fighting.
It is a civil war, a civil war that is acquiring ever greater international dimension.
We are more concerned not with who is winning but with how to stop it.
9. Muslim Brotherhood, Al-Qaeda, Mercenaries and Armed Factions
Lavrov stresses the opposition is not monolithic: the 'Syrian army' dominated by the Muslim Brotherhood is only one force; Al-Qaeda-linked elements and scattered terrorist groups are present — nobody doubts this. Later he adds Syrians fight Syrians while outsiders and mercenaries have invaded; Al-Qaeda should not join any dialogue.
Elements linked to Al-Qaeda are present, other scattered terrorist groups are present too. Nobody doubts this.
Syrians against Syrians, other groups have invaded too... nobody doubts it is Al-Qaeda. I hope they will not take part in dialogue.
10. The Geneva Communique of 30 June — Kofi Annan and P5 Consensus
Russia proposes implementing what was agreed in Geneva on 30 June: with Russian support Kofi Annan convened P5 ministers, the Arab League, Turkey, Catherine Ashton and the UN Secretary-General. After eight gruelling hours they produced the Geneva Communique by consensus — a fair compromise among key external players that should have been imposed on the parties. Damascus gave a positive answer and named mediators.
We propose doing what we all agreed in Geneva on 30 June.
That Saturday we spent about eight gruelling hours and prepared a document called the Geneva Communique, reached by consensus.
11. Transitional Body, Mediators and Opposition Rejection
The Geneva document proposed government and opposition appoint mediators to agree who enters a transitional governing body with full executive power to draft a constitution, hold a referendum and prepare free elections. Government mediators were named; opposition representatives not only failed to do so but wholly rejected the document. Partners later refused to endorse it in the Security Council.
The government appointed such mediators, but its representatives not only failed to do so but wholly rejected the document.
Their veto powers over the composition of the transitional governing body would be very important.
12. Ceasefire First vs Demanding Assad's Departure Before Talks
Lavrov contrasts two choices: make stopping bloodshed the first priority and save lives — Russia's position reflected in Geneva — or insist Assad resign first and encourage opposition to keep fighting. The second path, he says, obliges its advocates to pay in Syrian lives. All influencers must synchronously press every party to stop fighting, then discuss Syria's future.
Either make the immediate cessation of bloodshed the first priority... or say that until he resigns we will encourage the opposition to continue fighting.
Everyone with influence on the Syrian parties must synchronously press all of them to stop fighting.
13. Regime-Change Precedents — Milosevic, Saddam, Gaddafi and Human Lives
If priority number one is removing current leaders — as with Milosevic, Saddam Hussein or Gaddafi in Libya — that differs from immediately saving lives, Lavrov argues. Charlie Rose asks whether those were bad precedents Russia opposed; Lavrov says he never agreed to force not authorised by the Security Council.
If priority number one is removing current assets, as with removing Milosevic in Yugoslavia, or Saddam Hussein in Iraq, or Gaddafi... Libya.
I never agreed to any use of force that was not authorised by the Security Council.
14. Libya No-Fly Zone Deception and Arms Embargo Violations
On Libya, Lavrov rejects 'offended' — people dislike being deceived on matters costing thousands of lives. The no-fly zone concept was first explained in Iraq as banning Saddam's flights with coalition patrols firing only if he took off or locked radar; Libya diverged. Another deception: Russia voted for an arms embargo consensus, then France and Qatar openly boasted of arming rebels in violation of the Council resolution.
Nobody likes it when people deceive, and when it concerns international issues of enormous importance touching hundreds and thousands of lives, deception has an even higher price.
We did not even abstain, we voted for it — only to see countries like France and Qatar later openly boast of supplying weapons to rebels in violation of the Security Council resolution.
15. Russia Does Not Protect Assad — Media Caricature vs Real Ties
Lavrov says Russia has no obligations to Assad or Gaddafi; Assad was educated in Europe with friends in Western Europe, not Russia. Claims Russia 'protects Assad' are absolute ignorance. Media and politicians reduce Syria to 'Assad the butcher' slogans penetrating public minds. Lavrov accepts Assad bears major responsibility and made mistakes ignoring regional advice, but armed opposition appeared by May 2011.
We were not bound by obligations to Mr Gaddafi, we are not bound by obligations to Mr Assad.
When people say you are protecting President Assad, that is absolute ignorance of the real situation.
Assad bears responsibility for much; he is the main culprit of the crisis in Syria.
16. Foreign Partners Urge Opposition to Fight; Russia Urges Them to Stop
Russia tells opposition representatives to forget personal hatred and think of the people — stop fighting. They answer in kind. Other foreign partners advise: fight to the end, raise your voice, Russia must topple Assad and you will win. Lavrov meets opposition groups inside and outside Syria and pushes the same direction.
Other foreign partners give us different advice: keep fighting to the end, raise your voice, saying Russia must topple Assad.
Why don't they think of the people, why don't they stop fighting.
17. Arms to Syria — Old Contracts Honoured, No New Deals Since the Crisis
On arms supplies Lavrov confirms Russia fulfilled long-signed contracts including maintenance of Soviet-era equipment sold to Syria, but signed no new contracts since the crisis began. He cannot speak for Iran. Western claims of fresh Russian weapons are false.
We fulfilled contracts signed long ago, some concerning repair and maintenance of equipment sold to Syria by the Soviet Union.
We did not do that and signed no new contracts since this crisis began.
18. Chapter VII Resolutions and How Mention Alone Invites Intervention
When colleagues say Russia and China should back a Chapter VII resolution, Lavrov asked how they would implement it — some answered: embargo and sanctions already imposed by the US, EU, Gulf states and the Arab League without notifying or consulting Russia, even before resolutions reached a vote. Hypothetically, if Chapter VII passed, some privately say mere mention would suffice to start external intervention.
Sanctions and an arms embargo had already been introduced... without even notifying us, let alone consulting us.
One of their ideas is that any mention of Chapter VII would be enough to... start with external intervention.
19. Not Following the Crowd — Justice, Beliefs and Both Sides' Atrocities
Most world leaders want Assad gone; Lavrov says it is not about joining a crowd but justice and convictions. The UN Independent Commission and Human Rights Council documented atrocities and war crimes by government and supporters — both sides involved, though he disputes equal blame. Russia is not wedded to Assad as Syria's future leader.
It is not about being part of the crowd; it is about justice, it is about our convictions.
Both the government and its supporters are guilty... both were involved in committing atrocities.
20. Preventing Sectarian War and Securing All Syrian Communities' Rights
Personalities matter less than preventing the crisis becoming sectarian war — a very likely scenario. Lavrov prioritises that Sunnis, Shia, Alawites, Druze, Christians and Kurds Obama cited at the UNGA know their rights and security will be guaranteed — far more important than hunting one individual.
For us it is important not to let this crisis grow into sectarian war, because everything points to that being a very likely scenario.
That is far more important than a hunt for one individual's head.
21. One-Sided Capitulation Resolution — Unrealistic and Invites Intervention
When Charlie Rose suggests Assad will fight a long war with Russian support, Lavrov asks what 'support' means — refusing a Security Council resolution demanding the regime's one-sided capitulation. That is absolutely unrealistic and would only invite external intervention; Russia cannot allow such a resolution to pass.
We are not going to support a Security Council resolution demanding the regime's one-sided capitulation.
We cannot allow this resolution to be adopted because it is absolutely unrealistic and would only invite external intervention.
22. Security Council Stopped Condemning Terror Attacks on Government
Lavrov cites terrorist attacks on Syrian government and civilian infrastructure that the Security Council used to condemn — until months ago, including the US delegation, it stopped. The reason given: the regime is so inhuman that anything is permissible. Lavrov calls that a frightening position justifying terrorism — unacceptable for the US, West, Russia and civilised countries.
The Security Council stopped condemning terrorist attacks against the Syrian government and administrative facilities.
That is a very frightening position — to justify terrorist attacks by anything.
23. Syria Beyond Syria — Clash of Civilizations and World Order
Lavrov says Syria has become something far larger — partly a clash of civilisations and a test of whether the world will respect UN negotiations or descend into lawlessness. When people say Russia and China must not veto and the UN should be bypassed because the Council is deadlocked, he reminds them veto is part of the Charter and international law.
It has become something far larger than Syria... clash of civilisations... what will the world order be?
Will we respect negotiations of the United Nations or will complete lawlessness arrive?
24. The Veto as UN Charter Law — San Francisco and Workable Decisions
The veto for permanent members was proposed by the United States at San Francisco; Americans refused a UN without it. Founding fathers agreed that without agreement among the five, decisions would not be workable. Lavrov treats bypass proposals as intolerable.
The veto was proposed by the United States at the San Francisco conference, and the Americans refused to create the UN without this provision.
The founding fathers agreed that if the five permanent members do not agree, decisions will not be workable.
25. Wrong Side of History — Powell's Iraq Presentation Revisited
Asked if Russia is on the wrong side of history, Lavrov says judgment comes only as history unfolds. When Colin Powell shook a vial of white powder in the Security Council, Americans said opposing force against Iraq meant being on the wrong side — yet there was no anthrax in that violence.
When my good friend Colin Powell shook a vial of white powder in the Security Council, Americans told us that if we did not sanction force against Iraq we would be on the wrong side of history.
And it turned out there was no anthrax in that violence.
26. Chemical Weapons — Russia Helped US Experts Contact Damascus
Chemical weapons worry neighbours and Washington. Lavrov shares concern with Damascus, helped American experts contact Syrians on the issue, received assurances sites are protected, and believes they are secure for now based on available means.
We helped American experts contact the Syrians on this specific issue.
We checked all means available to us and can say that for now it is secure.
27. Al-Qaeda and Free Syrian Army Coordination — Risk to Chemical Sites
The greatest risk is jihadists or even Free Syrian Army elements — who openly called on Al-Qaeda to coordinate — seizing chemical sites. Russia will not speculate on responses without information but monitors closely and exchanges assessments with partners.
The greatest risk is that these sites will be seized by Al-Qaeda and similar groups, or maybe even part of the Free Syrian Army.
They openly called on Al-Qaeda to coordinate their actions with them.
28. Assad's Departure Only by His Choice — No Russian Asylum Offered
If Assad decides to leave, that is his choice; Russia will not offer asylum — he has friends north and northwest of Syria. Moscow will not tell him to go because he is indispensable; who rules matters less than a democratic Syria comfortable for all minorities. Cornering him may make him fight to the end — returning to how many lives each option saves.
No, no, we will not offer him asylum.
It does not matter to us who may rule Syria, as long as Syria is democratic, free and comfortable for all minorities.
29. Iran's Legal Fuel Cycle; No Political Decision to Build Weapons
Iran wants a full nuclear fuel cycle — legal under the NPT. No signs Iran decided on a military programme; political decision on potential differs from enrichment to weapons grade. IAEA knows their goal publicly. Panetta's assessments agree: no political decision. Provoking Iran is a dangerous path; Russia opposes any country acquiring nuclear weapons.
The Iranians want a full nuclear fuel cycle, which fully corresponds to the Non-Proliferation Treaty.
We have no signs that Iran has taken a political decision to move to a military nuclear programme.
30. IAEA Oversight, P5+1 Questions and Why Sanctions Fail
IAEA monitors declared sites and reports no military dimension detected, though cannot guarantee 100% against hidden activity. Focus should be closing the Agency's question list per P5+1. Iran has been transparent with IAEA. Constant threats and sanctions do not make Iran more cooperative — they undermine the very cooperation that verifies the programme.
The Agency reports that so far it has detected no signs of any military dimension in Iran's nuclear programme.
By constantly threatening and imposing sanctions, we do not make Iran more cooperative.
31. Iran Distrusts Regime-Change Agenda; Statements on Israel Unacceptable
Iran tells Russia the West will never honour the P5+1 deal and seeks regime change, not relief — sanctions grow harsher and extraterritorial, hitting companies obeying Council resolutions but not unilateral measures. Iran's calls to wipe Israel off the map are completely unacceptable; Russia tells Tehran directly but they keep repeating them.
We do not believe the West will ever honour this deal... the West is interested in regime change, not in these constant sanctions.
The Iranians make completely unacceptable statements about Israel... when they want to wipe it off the face of the earth.
32. Engaging Iran on Syria and Iraq — Geneva Invitation Refused by US
Lavrov supports President Morsi's approach and says Iran must be engaged on Syria as on Iraq — when Americans needed Iranian help securing Iraq they sat down without hesitation; Syrian security is no less dangerous. When Russia wanted Iran at the Geneva working group, Americans said no. Obama failed to seize his early outreach; Russia told Iran that was a mistake while maintaining P5+1 unity.
When Americans needed Iran's help securing Iraq, they sat down at the negotiating table without hesitation.
When we wanted to invite Iran to Geneva for the working group meeting, the Americans said: 'No, we cannot deal with Iran.
33. North Korea, Double Standards and the Proliferation Message
North Korea's tests send a signal: if you have the bomb you are safer — extremely dangerous. Lavrov demands consistency whether promoting democratic revolutions, defending non-proliferation or resolving conflicts; double standards driven by domestic agendas undermine all three.
If you have the bomb, you are safer. That is a very dangerous situation.
We cannot approach matters solely because of a domestic political agenda, using double standards.
34. Arab Spring to Arab Autumn — Nuclear Winter Warning
Asked about the Arab Spring, Lavrov suggests elements may link to an 'Arab autumn' and hopes it does not lead to nuclear winter — whether from Iranian weapons or more countries buying security through nukes. Threats, isolation and policy feed those fears; global security must be thought about holistically, not held hostage to political campaigns.
I think these elements may be linked to an 'Arab autumn.' Where is it all heading? I hope it does not lead to nuclear winter.
More and more countries are thinking of buying security guarantees by obtaining nuclear weapons.
35. Palestinian Tragedy Sideline Feeds Extremist Recruitment
Lavrov closes arguing the most important contribution against extremism is resolving conflicts — yet the Palestinian issue, overshadowed by Arab Spring summit imagery and now autumn, is pushed to the back burner wrongly. Extremists recruit youth using it as an argument. Charlie Rose notes some say extremism would persist even after an Israel–Palestine settlement; Lavrov agrees complexity grew but historically Palestine was nearly the sole driver.
The Palestinian issue... is pushed to the back burner, if not further, and that is wrong.
Extremists recruit youth using this as one of their arguments.
36. Common Response to Terrorism, WMD and Extremism
In closing Lavrov urges thinking about a common response to shared threats — terrorism, nuclear and other WMD proliferation, and rising extremism feeding terrorist activity. The US, Russia and China must find more agreement; regional powers near flashpoints must join. Vital global problems must not become hostages of political campaigns.
We must think about a common response to common threats.
To become hostages of one political campaign or another is truly very sad, very regrettable.
