Press Conference of Sergey Lavrov and Taro Kono, Tokyo, 21 March 2018
1. Inter-Agency Consultations Plan 2018-2019 Signed
Ministers sign a plan of foreign-policy consultations for 2018-2019 in the presence of the press, institutionalising the dense ministerial contact that has characterised Russia-Japan relations since the Putin-Abe summit track accelerated. Lavrov frames the document as a tool to deepen interaction between the two foreign ministries; Kono, who signs on the Japanese side, presents it as part of a broader effort to exchange views across bilateral and international questions, including the Korean peninsula. The ceremony bookends a meeting whose substantive work is overwhelmingly oriented toward the May summit in Russia.
We are interested in deepening interaction between our ministries. The Plan of consultations in the field of foreign policy for 2018-2019, signed just now in your presence, is aimed at this.
I have also just signed a plan of consultations between the foreign ministries of Japan and Russia for 2018-2019.
2. Fifth Meeting in Seven Months — Dynamic Political Dialogue
Lavrov opens by thanking Kono and the Japanese side for hospitality and excellent organisation, then characterises the talks as substantive and constructive. He notes that this is their fifth meeting in seven months — a figure he presents as evidence of the high dynamism of the political dialogue between Moscow and Tokyo, and of the leaders' sustained investment in keeping ministerial tracks aligned with summit-level agreements.
First of all, I would like to express gratitude to Foreign Minister T. Kono and all our Japanese colleagues for their hospitality and excellent organisation of our talks.
In the last seven months this is our fifth meeting, which speaks to the high dynamism of our political dialogue.
3. Preparing Abe's May Visit — SPIEF Guest and Cross-Years Opening
The ministers centre their work on preparing Prime Minister Abe's visit to Russia. Lavrov reports that Abe will attend the St Petersburg International Economic Forum as an honoured guest and will join President Putin at the opening ceremony of the cross-years of Russia in Japan and Japan in Russia. Both sides agree to do everything necessary so that the summit's results advance cooperation across all spheres — cultural, economic and political tracks are thus explicitly bundled into one May package.
At the centre of attention were questions related to preparing the visit of Japanese Prime Minister S. Abe to the Russian Federation.
During the bilateral visit he will also take part as an honoured guest in the St Petersburg International Economic Forum and, together with President V.V. Putin, in the opening ceremony of the cross-years of Russia and Japan.
4. Summit Outcomes to Shape All-Sphere Cooperation
Lavrov frames the upcoming Abe-Putin meeting as the hinge on which the entire bilateral agenda turns. Kono, in his opening statement, likewise ties May events to concrete deliverables, listing peace treaty negotiations among the three priority questions raised for Abe's Russia visit. Both ministers present the summit not as a symbolic occasion but as the moment that will determine whether accumulated ministerial and working-group work translates into visible progress.
We agreed to do everything so that the results of the upcoming summit contribute to deepening our interaction in all areas.
To achieve concrete results during Prime Minister Abe's visit to Russia, three questions were raised, including the question of concluding a peace treaty.
5. Trade-Economic Ties and Abe's Eight-Point Cooperation Plan
Lavrov acknowledges respectable results in trade and economic relations while insisting that the real potential is far greater. He points to the February meeting of the High-Level Group on trade, economic and investment questions, where officials worked through Russia's list of priority projects and Abe's eight-point cooperation plan. Kono adds that preparations for the May summit will include intensive work on joint economic projects, presenting economic substance as the practical foundation on which political trust can be built.
We have respectable results in the trade and economic area, although, by mutual assessment, the potential in this sphere is far more significant.
In February this year a meeting of the High-Level Group on trade, economic and investment questions took place, where tasks for implementing Russia's list of priority projects and Prime Minister S. Abe's eight-point cooperation plan were worked through.
6. SPIEF as Platform for Japanese Business Engagement
Both ministers single out the St Petersburg International Economic Forum as a key venue for converting political agreements into business deals. Lavrov expects representative participation by Japanese business circles at SPIEF to help expand trade and investment cooperation; Kono likewise links high Japanese business turnout at the forum to advancing joint projects. The forum is thus positioned as the economic counterpart to the leaders' May summit ceremony.
We expect that representative participation by Japanese business circles in the St Petersburg International Economic Forum will help expand interaction in the trade, economic and investment spheres.
There is hope that a high level of participation by the Japanese business community will help advance the project.
7. Southern Kurils Joint Economic Activity and Working Groups
Lavrov reports detailed discussion of the Putin-Abe agreement on joint economic activity on the southern Kuril Islands. He describes the dialogue as developing constructively in a positive atmosphere and says the two sides will soon agree dates for meetings of the two working groups — one on commercial aspects, the other on consular and logistical questions. Kono stresses that steady progress on four-island joint activity and expanded freedom of movement for former residents will build trust between the peoples of both countries toward a peace treaty.
We spoke in detail about implementing the agreement of President V.V. Putin and Prime Minister S. Abe on establishing joint economic activity on the southern Kuril Islands.
Steady progress in these efforts will help build trust between the peoples of both countries with a view to concluding a peace treaty.
8. Grave Visits and Humanitarian Access for Former Residents
Humanitarian questions receive sustained attention. Lavrov reviews educational contacts, visa-free travel between Russian and Japanese residents, and — most concretely — visits by former island residents to ancestral graves. He notes that last year's visits took place under substantially eased procedures per the leaders' agreement; Japan has asked to repeat the arrangement this year and Russia is considering the request. Kono reports that concrete negotiations continue so that grave visits with limited access can proceed in 2018, including work on additional entry and exit points for memorial flights.
We discussed humanitarian and educational contacts, the topic of mutual visa-free trips between residents of Russia and Japan, including trips by former island residents to visit ancestral graves.
To continue visits to graves with limited access this year, we are conducting concrete negotiations.
9. Parliamentary Exchange — Nikai Delegation Expected in April
Lavrov underscores shared appreciation for inter-parliamentary contacts, which he says are developing intensively. He announces that in April Russia expects a delegation of Japanese parliamentarians headed by Liberal Democratic Party Secretary-General Toshihiro Nikai. The visit illustrates how the bilateral agenda extends beyond foreign ministries into legislative channels that can reinforce — or complicate — executive-level peace treaty diplomacy.
We share the view that inter-parliamentary contacts are important. They are developing intensively.
In April this year we expect representatives of a delegation of Japanese parliamentarians headed by Secretary-General of the Liberal Democratic Party of Japan T. Nikai.
10. Strategic Dialogue and Security Consultations (April/May)
The ministers confirm a packed security-diplomacy calendar. The 14th round of strategic dialogue at deputy foreign minister level is set for 19 April in Moscow between Deputy Foreign Minister Igor Morgulov's counterparts — following the Akiba-Titov meeting referenced by Kono — and in May Tokyo will host consultations on strategic stability at the same level. Kono announces Russian-Japanese security talks in Tokyo; Lavrov links security dialogue to deepening mutual understanding on the path to a peace treaty, proposing that candid exchanges continue within this established model.
The next, 14th round of strategic dialogue at the level of first deputy foreign ministers is scheduled for 19 April this year in Moscow. In May, a round of consultations on strategic stability at the same level will take place in Tokyo.
On the path to concluding a peace treaty, security dialogue is also important for deepening mutual understanding between Japan and Russia.
11. US Global Missile Defence and Indivisible Security Principle
Lavrov returns to a theme he has pressed with Japanese interlocutors repeatedly: US plans to deploy elements of a global missile-defence system, and Japan's intention to participate actively in those plans. While fully respecting Japan's right to defend its territory, he insists that security must be indivisible — no state should enhance its own security at others' expense. He notes that global BMD deployments directly affect Russia's security and that Moscow and Tokyo agreed to continue this dialogue constructively, listening carefully to each other.
We reaffirmed our position on US plans to deploy a global missile-defence system and Japan's intention to take an active part in these plans.
We proceed from the premise that any country's actions in this sphere must rest on the indivisibility of security, when no one ensures their security at the expense of undermining the security of others.
12. Afghan Counter-Narcotics UN Project and Kabul Canine Centre
Both sides praise cooperation at the United Nations, particularly a joint project combating Afghanistan's narcotics industry. Russia and Japan train counter-narcotics personnel for Afghan law enforcement and are establishing a canine-training centre in Kabul. Kono adds that the two countries agreed to launch a joint capacity-building programme against drug trafficking, complementing existing programmes and extending cooperation against non-traditional threats, including a September 2017 operation targeting Afghan and Central Asian drug-enforcement officers.
Both sides confirmed their high assessment of our cooperation at the UN, in particular on the project to combat Afghanistan's narcotics industry.
They agreed to jointly launch a capacity-building programme on counter-narcotics.
13. North Korea — Shared Goal of Denuclearization and Russia-China Roadmap
Lavrov describes close Russia-Japan coordination on the Korean peninsula nuclear issue, with both countries sharing the goal of denuclearization and Northeast Asian stability. He urges peaceful steps by all parties to advance a political-diplomatic settlement and argues that the Russian-Chinese roadmap has already proved its relevance through inter-Korean contacts and announcements of prospective US-DPRK meetings. Kono notes that Japan and the peninsula countries cooperate closely on the nuclear question and that ministers will continue the discussion over a working lunch.
We cooperate closely with Japan on the nuclear issue of the Korean peninsula. We are guided by the same goal — to ensure denuclearization of the Korean peninsula, stability and security in Northeast Asia.
We believe that implementation of the Russian-Chinese road map has contributed to achieving this goal.
14. Skripal Incident — Facts Paramount, Russia's Questions for Britain
Near the end of bilateral talks Kono raises the Salisbury poisoning of Sergei Skripal and his daughter. Kono says clarifying the facts is what matters most; Lavrov responds that they are in full agreement. He describes Russia's so far fruitless efforts to obtain factual answers from Britain and asks Japanese friends, in their contacts with London, to press at least two questions: where Mr Skripal and his daughter are, and why Scotland Yard says the investigation will take months while the British government has already delivered its verdict without awaiting a court ruling. Russia confirms readiness to cooperate — and insistence on cooperation — under the Chemical Weapons Convention, provided Britain agrees.
Mr Kono said that in this story clarifying the facts is what matters most. We are in full, one-hundred-percent agreement with him on that.
We expressed hope that our Japanese friends, in their further contacts with Britain, will try to clarify at least two facts — first, where Mr S. Skripal and his daughter are, and second, why an official Scotland Yard representative said the investigation will take months more while the British government has already delivered its verdict without awaiting a court decision.
15. Q&A Skripal — Reciprocity, CWC Access, London's Deliberate Course
In the press Q&A Lavrov expands on the Skripal file. He says Russia will pursue answers to detailed, professional questions already put to the OPCW leadership, contrasting them with London's binary narrative that either the Russian leadership ordered the attack or lost control of chemical stocks — stocks Russia destroyed, he notes, with OPCW verification last autumn. He charges that the current British leadership has consciously chosen to undermine bilateral relations; if new anti-Russian measures follow, the principle of reciprocity remains in force. He describes a feverish global campaign to extract solidarity statements without facts, adding new precedents to Anglo-Saxon jurisprudence: verdict before investigation and before court.
Overall there is no doubt that the current British leadership has consciously set a course to undermine Russian-British relations. If that continues in the form of new concrete anti-Russian actions, then of course no one has cancelled the principle of reciprocity.
All of this is being done at a time when the investigation is not complete, when there has been no trial yet, when there is no verdict.
16. Q&A Northern Territories — US Bases and Dedicated Security Dialogue
A Japanese correspondent asks Kono how Tokyo responds to Russia's concern that US forces might deploy on the northern territories under the Japan-US security treaty if those islands were transferred, and what Russia's reaction was. After Kono replies, Lavrov confirms that security issues in the region are of paramount importance in the peace treaty context. He says Russia has formulated its concerns and passed them to Japanese colleagues, proposing that they be addressed in a separate dedicated dialogue — a channel Moscow hopes will open very soon, distinct from the economic and humanitarian tracks that dominate public discussion of the islands.
For us, issues related to security in this region in the context of peace treaty negotiations are of paramount importance.
The concerns related to this question have been formulated by us and passed to our Japanese colleagues. We proposed that they be considered within a separate dialogue.
17. Kono's Three Priorities — Peace Treaty, Economy, Regional Security
Kono's opening statement supplies the Japanese framing for the meeting. He reports that today's talks with Lavrov reviewed May events and international questions, with three issues raised to ensure concrete results during Abe's Russia visit — peace treaty conclusion chief among them. He links intensive pre-summit work on joint economic projects, security consultations in Tokyo, humanitarian measures for former island residents, and close cooperation on the Korean nuclear issue into a single preparatory arc. His emphasis on facts in the Skripal case and planned working-lunch discussion of North Korea round out a visit that Japan presents as the most promising bilateral relationship in its foreign policy.
At today's meeting with Foreign Minister Lavrov we discussed possible events in May.
In preparing for the May summit we will work intensively on joint economic projects.
