Lavrov reports useful talks with Deputy Prime Minister and Foreign Minister Suleiman Bukadum, held in line with an agreement reached by the presidents in a telephone conversation on 13 July. Both sides note steady progress in relations under the strategic partnership declaration, which remains fully relevant. Lavrov highlights the effective work of the bilateral intergovernmental commission on trade, economic, and scientific-technical cooperation. The ministers review cooperation across multiple directions and agree to continue building on results already achieved in the partnership.

Министры сходятся во мнении, что партнёрство уже дало хорошие результаты и требует дальнейшего развития.

Bukadum stresses the need to give new impetus to the political dialogue between Moscow and Tripoli, making it more regular and sustained. He recalls the recent presidential telephone conversation that covered many bilateral topics and led directly to scheduling his meeting with Lavrov. Both ministers agree that partnership has already produced strong results across several areas and that further development requires sustained political consultation at the highest levels.

Beyond the political track, Bukadum identifies healthcare, culture, and technical cooperation as priority sectors requiring special attention. He and Lavrov agree that bilateral relations should continue advancing in these and other directions to produce concrete practical results. The emphasis on sectoral depth signals Moscow and Tripoli's intent to maintain functional cooperation even amid Libya's unresolved internal conflict.

On regional questions, both ministers converge on a single principle: there is no military solution to the Libyan crisis and political dialogue is the only path to settlement. Bukadum reaffirms Libya's territorial integrity and sovereignty as the central basis for any settlement. The ministers call for an immediate ceasefire followed by rapid resumption of the political process so that peace can be restored across all regions of the country, with the Berlin conference decisions taken as the guiding framework.

Responding to RT Arabic about Egypt's parliament approving possible deployment of Egyptian forces to Libya if national security threats emerge from Libyan territory, Lavrov describes the current situation as reflecting unresolved post-2011 arrangements, with a government in Tripoli and a parliament in Tobruk. He warns that further militarization risks escalation and reiterates Moscow's consistent engagement with all Libyan political forces. Lavrov links regional instability to NATO's 2011 campaign, citing terrorist spillover, arms trafficking, organized crime, drug trafficking, and illegal migration as threats to Libya's neighbours, including Algeria.
