Sergey Lavrov Interview with RT, Moscow, 5 February 2026

1. RT Interview from the Russian Foreign Ministry — Historic Diplomatic Setting

Rick Sanchez opens the broadcast from the Russian Foreign Ministry, framing the building's corridors — portraits of Trotsky, Gromyko, Shevardnadze — as witnesses to the diplomacy that shaped modern Russia. For an American journalist addressing a Western audience, the setting is deliberately symbolic: direct access to Sergey Lavrov, whom many regard as Russia's global voice. Lavrov accepts the honour without ceremony, and the interview is positioned as a rare channel from the MFA to audiences abroad at a moment when European and American narratives about Russia dominate Western media.

For me it is a great honour to broadcast from here today beside a man many consider the voice of the Russian Federation with a global perspective
If these walls could only speak — it is a completely distinct experience for me as an American journalist

2. Merz's Contradictory Rhetoric — Inviting Russia to Europe While Preparing for War

Asked why Chancellor Friedrich Merz now calls Russia Europe's largest country as if inviting Moscow back into the European community after rhetoric that sounded like preparation for war, Lavrov notes a broader European shift. For a month and a half European leaders demanded strategic defeat of Russia through arms and finance to Ukraine; when battlefield illusions collapsed they changed tone without learning from history. Lavrov treats Merz's latest remark as tactical, not strategic reconciliation.

I was somewhat stunned when I recently saw Chancellor Friedrich Merz declare that Russia is the largest country in Europe

But this is the same man who recently was practically preparing for war with Russia

Key exchange
Q Why does Merz now speak as if inviting Russia back to Europe?
A Lavrov says European politicians changed rhetoric after realising strategic-defeat plans failed; they learned nothing from Napoleon and Hitler.

3. European Shift from Strategic Defeat Demands to Dialogue Without Historical Lessons

Lavrov describes how European politicians moved in unison from demanding toughness, uninterrupted weapons and financing for Ukraine to achieve Russia's strategic battlefield defeat, to speaking of dialogue once planners realised the operation failed. Ukrainian bodies were to advance European interests against Russia; NATO instructors and mercenaries were part of the design. Europe gathered again under familiar ideological banners — this time as donors and suppliers rather than direct combatants — but the outcome mirrors past continental adventures.

Until recently they exclusively in unison demanded to be firm, not to weaken support for Ukraine
Then they changed rhetoric when they realised it was all illusions

4. Napoleon, Hitler and Nazi Banners — Europe's Repeated Continental Adventures

Lavrov draws a direct historical parallel: Europe failed to learn from Napoleon and Hitler, assembling almost the entire continent under Nazi banners and throwing the Ukrainian army with mercenaries and official NATO instructors into war with Russia. This latest attempt led to the same result as earlier adventures. Western history teaching, especially in Germany, is poor in his view — the mentality behind current policy reproduces old patterns of force against Russia.

And this latest attempt led to the same thing that the adventures of Napoleon and Hitler led to
But history is taught poorly in the West. We see this, especially in Germany

5. Merz Lifts Constitutional Cap on Military Spending — Open Preparation for War

Under Friedrich Merz, Germany removed constitutional limits on military expenditure and declared the goal of becoming again — Lavrov stresses the word 'again' — Europe's leading military power. Merz repeated this in multiple formulations; in practice Lavrov sees war preparation. Similar rhetoric came from France's Macron on Ukraine not losing, Britain's Starmer, Ursula von der Leyen and NATO Secretary General Mark Rutte.

he removed the constitutional limit on expenditure for military needs
Germany again — I stress this word — again became the leading military power in Europe

6. Russia as World's Largest Country in Eurasia — Not a European Security Afterthought

Correcting Merz, Lavrov states Russia is the largest country in Eurasia and the world, not merely in Europe. Security discussions on the continent have addressed only western Eurasia — 'Europe' — through the Euro-Atlantic concept: NATO as the organising framework. Americans never wanted Europeans alone; they want Europeans to pay for their own military preparations and buy US weapons while Washington retains control over NATO allies.

Russia is the largest country, first of all, in Eurasia, not in Europe and in the world
They simply want Europeans to pay for all their own military preparations themselves and buy weapons in the USA

7. OSCE's Discreditation and the Failed Post-Soviet Collective Security Alternative

After the Soviet Union and Warsaw Pact dissolved, voices proposed closing NATO and strengthening OSCE as a collective structure based on an honest balance of interests. That failed because the United States, Britain and leading Atlantic powers refused to dissolve NATO. OSCE, once symbolising movement from Cold War to peaceful coexistence, consensus and equality, has fully discredited itself in Lavrov's assessment — a point he treats as obvious to all observers.

the fact that the OSCE has fully discredited itself — there is no need even to speak of it now
let us instead of NATO, instead of the Warsaw Pact strengthen the OSCE as our collective structure

8. End of History, NATO Everywhere and the EU as NATO's Appendage

Lavrov cites Francis Fukuyama's 'end of history' psychology: liberal ideology, Western-style democracy and NATO as security guarantor everywhere — dominance as the new normal. Parallel weakening of Euro-Atlantic structures saw the European Union become, in his phrase, an appendage of NATO, documented even in signed agreements. Against this backdrop Germany again raises its head, linking revival openly with militarisation and war preparation.

as Francis Fukuyama said — the end of history
the European Union also became an appendage of NATO. One need not explain at length — everyone knows this, they even signed a document

9. German Remilitarisation Alarms EU Partners — Pistorius's 2029–2030 War Timeline

Germany's open remilitarisation under Merz alarms not only Russia but many EU states, Lavrov says — a front is growing against allowing Germany again to subordinate others. Defence Minister Boris Pistorius speaks of being ready for war against Russia by 2029–2030. Lavrov asks whom Berlin convinces that Russia will attack while simultaneously portraying Russia as militarily and economically feeble, advancing by 'a teaspoon a day' after five years of war.

this revival of Germany is openly linked by Merz and his government to its militarisation and preparation for war
speaks of 2029, 2030 — the threshold by which we must be ready for war against Russia

10. Macron's 'I'll Call Putin Sometime' — Pathetic Diplomacy Versus Direct Contact

Macron recently again announced he would somehow call Putin — diplomacy Lavrov calls unserious and pathetic. If a leader wants a serious conversation, he should simply call: Putin always answers, listens to any proposal, and serious proposals receive serious practical responses. Lavrov confirms confidential contacts with some European leaders who ask that conversations not be publicised; some even visit Moscow quietly.

it is unserious. It is rather pathetic diplomacy
Putin will always pick up the phone, he will always listen to any proposals

11. Europe's Uncompromising Trap — Sabotaging Russia–US Talks to Save Face

Private European messages differ nothing from public rhetoric, Lavrov says — the same calls to end the war without a real position. Europe trapped itself with 'strategic defeat of Russia,' 'Ukraine cannot lose,' 'Russia cannot win or Europe loses face.' Current European activity aims to disrupt negotiations taking shape between Russia, the United States and now Ukrainian representatives.

They fell into their own trap. They took an uncompromising position
everything they are doing now is to prevent, to disrupt those negotiations that seemed to be taking shape between us and the Americans

12. Russians Not Anti-European — Burned Trust and Broken Lisbon-to-Vladivostok Promises

Rick Sanchez notes Russians he meets do not feel antagonism toward Europe while Europeans appear antagonistic toward Russia. Lavrov agrees trust was burned by those who swore NATO would not expand eastward, Russia would not be squeezed, and a common space from Lisbon to Vladivostok would be peaceful. Russia created the NATO–Russia Council for transparency and dialogue; NATO lost purpose, refound it in Afghanistan, then publicly trampled that mission and refocused on making Russia a pariah.

we were burned on our trust in those people who swore there would be no NATO expansion to the east

a common space from Lisbon to Vladivostok

Key exchange
Q Can we say Russia won't negotiate on Europe's terms after being deceived so often?
A Lavrov says burned trust is real but Russia's position is not simply 'our terms' — it is insistence on addressing root causes Western partners keep evading.

13. Ukraine as Post-Soviet Western Project — Nuland's $5 Billion and Broken Neutrality

Ukraine was optimal material to provoke Russia, Lavrov argues — moulded since the 1990s with billions spent. Victoria Nuland admitted $5 billion directly for preparing the February 2014 coup; total spending since independence was far greater. Ukraine declared independence as permanently neutral, non-aligned and non-nuclear; Russia recognised that state in 1991. The West then reshaped the country against its own declaration while Russia, in Lavrov's phrase, retains a clean conscience.

Victoria Nuland recently admitted that preparing the coup in February 2014 alone took 5 billion dollars

14. Russia's Core Ask — A Neutral Ukraine, Not War with Europe

Lavrov recalls telling European foreign ministers all Russia needed was a neutral Ukraine — not pro-Russian, simply neutral, which Russia would respect. Russia has no intention to bomb anyone or go to war with Europe. Western public rhetoric instead paints Russia as aggressive; Lavrov contrasts that narrative with extensive evidence of Russian restraint presented to partners, though some Russians viewed that restraint as unjustified weakness.

all we need is a neutral Ukraine
We are not going to go to war. Full stop

15. 2004 Orange Revolution — Kuchma's Call to Putin and the Illegal Third Round

Lavrov recounts the first Maidan coup of 2004: President Kuchma called Putin when thousands on Independence Square with tents rejected election results and had weapons. Putin advised using constitutional procedures against lawbreakers; Kuchma refused force. Ukraine's Constitutional Court illegally ordered a third presidential round not foreseen in any law because the West financed the Maidan. European ministers publicly declared Ukrainians must choose — Russia or Europe.

they refuse to recognise the presidential election results
The Constitutional Court appointed a third round of presidential elections not provided for in the constitution or any other law

16. Working with Yushchenko and Tymoshenko Despite Western-Imposed Outcome

Despite the 2004 coup, Russia worked with Viktor Yushchenko — in Lavrov's words, effectively appointed by the West after the third round — and his American wife who openly advanced US interests as Second Lady. Trade continued, including gas agreements with Prime Minister Yulia Tymoshenko, though both were unambiguously pro-Western. Russia was equally ready to work with those who staged the 2014 coup before events made that impossible.

we nevertheless began working with the president whom the West appointed, essentially

17. February 2014 Agreement — Obama, EU Guarantors and the Overnight Coup

When President Yanukovych signed an agreement with putschists for early elections and a government of national unity, France, Germany and Poland guaranteed it; President Obama called Putin asking him not to dissuade Yanukovych from signing. A day after the agreement, armed groups seized government buildings. Americans gave no answer; German and French guarantors shrugged and said democracy sometimes takes unexpected turns.

Obama called Putin. Vladimir, I ask you not to dissuade Yanukovych from signing this agreement

18. Post-Coup Repression — Russian Language Ban, Crimea and Donbas Rejection, War on Own Territory

The new group's first acts: cancel Russian language status and send fighters to storm the Crimean Supreme Soviet. Crimea and Donbas said they wanted no part of an illegitimate regime that broke agreements with the legitimate president; they were labelled terrorists without firing a shot. Kiev then used combat aviation and artillery against its own territory — forbidden under international humanitarian law.

the first thing they said was: We are cancelling the status of the Russian language

19. Rasmussen's Reversal and Western History Starting Only at the Crimea Referendum

NATO Secretary General Rasmussen had urged Yanukovych a hundred times not to use the army against protesters; after the coup he urged putschists to use proportional force against those who rejected the coup. Western historiography and policy date the crisis from mid-March and Crimea's reunification referendum — as if everything was fine until Russians arrived, ignoring the coup and repression that preceded it.

before the agreement was signed he called on President Yanukovych a hundred times not to use the army against his own people

20. Minsk Agreements — 17 Hours, UN Security Council, Then Merkel–Hollande Deception

After heavy fighting, Merkel, Hollande, Putin and Poroshenko negotiated Minsk agreements for 17 hours, signed them and secured UN Security Council approval. Ukraine did not implement its obligations, always blaming the other side — as Zelensky later blamed Russia for failed ceasefires during the special military operation. Years later Merkel and Hollande admitted Minsk was only to buy time and arm Ukraine.

21. Istanbul April 2022 — Russia Accepted Ukrainian Proposals, Johnson and Europe Blocked

Two weeks after the special military operation began, Istanbul talks produced Ukrainian proposals Russia accepted — then Kyiv was forbidden to agree. Boris Johnson and other Europeans played their part. Lavrov cites the Russian proverb: the Russian man takes long to harness but rides fast once ready — accumulated experience now makes further trust in European colleagues rare except in isolated cases.

We agreed to what the Ukrainians proposed. And then they were forbidden

22. Epstein Files and the Deep State — Lavrov's Skepticism About Hidden World Government

Rick Sanchez links figures behind Ukraine coups and Western deception to those implicated in the Epstein files. Lavrov is sceptical of generalisations about specific persons and does not believe in a deep state or closed funds determining world fate. Elected presidents and prime ministers have enough power; the problem is many pursue lines based on deception and inability to feel shame — now fully visible on the European horizon without lessons drawn.

Из стенограммы script

Q Are the people behind Ukraine and the Epstein scandal the same?

23. Financial Times Security Guarantees Leak — 24/48/72 Hour War Trigger Before Military Talks

On the eve of 4 February Russia–Ukraine military talks with US representatives Witkoff and Kushner, Britain's Financial Times published that Russia would face an ultimatum with agreed security guarantees for Ukraine. Lavrov reads the logic: if Russia 'attacks' again or the West stages a false-flag provocation, within 24 hours condemnation and carte blanche for Ukraine to continue war; within 48 hours a coalition of volunteers; within 72 hours the United States joins — absurd yet revealing.

Security guarantees mean that if Russia dares attack Ukraine again or if we smart guys organise some provocation

24. People Not Land — Russian Speakers Dehumanised from Crimea to Novorossiya

At Alaska Lavrov told American colleagues Russia cares less about territory than about people whose ancestors for centuries developed these lands in Russian language and culture. After the coup, putschists in Crimea, Donbas, Luhansk, Kherson and Zaporozhye called Russian speakers non-humans. President Poroshenko said Ukrainian children would attend bright schools while Donbas children of 'terrorists' would rot in basements.

What matters most for us is the people who lived on these territories, whose ancestors lived there

25. Zelensky's 'Creatures' and Laws Banning Russian Language, Culture, Media and Canonical Church

Before the special military operation Zelensky said of those across the front line: 'there are people and there are creatures.' He advised Russian-cultural Ukrainians to 'get lost to Russia' for their children's sake. From 2019 his government adopted a dozen laws banning Russian education at all levels, Russian culture and media, the canonical Ukrainian Orthodox Church, while legalising Nazi theory and practice including monuments to those convicted at Nuremberg.

26. Security Guarantees Cannot Entrench an Anti-Russian Regime — UN Charter Rights Not for Bargaining

When the West speaks of security guarantees, Lavrov asks: for which state — one where Russian is banned, uniquely in the world? Language rights of the indigenous people of these lands cannot be traded. Rights are in the UN Charter and Ukraine's own constitution; a UN member must comply. Western proposals would preserve Zelensky's regime; any trade of language concessions would be dishonest.

In the only country in the world Russian is banned

27. Alaska 28 Points Included Minority Rights — Zelensky's 20-Point Version Drops Them

The US pre-Alaska package of 28 points included restoration of national minority and religious rights. In the latest version cited by Zelensky — 20 points — those provisions vanished, replaced by Ukraine showing tolerance per EU norms. Lavrov contrasts universal international norms with EU standards many countries reject, while Ukrainian officials including a governor publicly begged Zelensky to sign a deal and cede territory for people's welfare.

those 28 points sent to us before Alaska contained a provision that rights of national minorities must be restored
Ukraine will show tolerance in accordance with European Union norms

28. What Ukraine Russia Wants as a Neighbour — Friendly, Neutral, Rights-Respecting

Asked whether Russia could accept a deal if Zelensky cedes territories with guarantees on no European troops and respect for Russian heritage and religion, Lavrov answers via criteria for a neighbour 'for long eternal times': friendly, not necessarily allied, neutral, well-disposed — respecting humanitarian access and basic human rights including language, education and religion. Any signing Ukraine must not violate international law or its own constitutional minority guarantees.

It should be friendly, not necessarily allied to us, but neutral, well-disposed

on that Ukraine which signs the agreements, norms of international law and norms of Ukraine's own constitution must not be violated

Key exchange
Q Could Russia sign a deal ending the war if guarantees protect Russian heritage and religion?
A Lavrov says Russia wants a friendly neutral neighbour respecting minority and human rights under international and Ukrainian constitutional law — not a frozen conflict preserving the current regime.

29. Energy Truce — Russia Observed Trump's Proposal, Ukraine Struck Russian Civilian Energy 130+ Times

Western hysteria accuses Russia of inhuman attacks on Ukrainian energy; Lavrov says Ukraine struck first at energy and civilian targets including housing, shops and hospitals. A year ago a passenger train was blown up without military purpose. When President Trump proposed a one-month energy truce last March, Putin supported it the same day; Russia did not touch Ukrainian energy facilities in March–April while Zelensky's forces attacked Russian civilian energy more than 130 times in the same period.

30. Rutte in the Rada, Abu Dhabi Talks and Zelensky's Shameless 'Russia Must Compromise Too'

Lavrov's delegation heading to Abu Dhabi learned of Mark Rutte's guarantees speech to the Verkhovna Rada from Financial Times, not partners. If Ukrainians arrive with that package, it confirms Zelensky needs no peace — honest peace would end his political and perhaps personal survival. After speaking with Rutte, Zelensky said he is ready for compromise but Russia must compromise too — which Lavrov calls shameless from a man without conscience who treats the world as a stage.

any even minimally honest and clear peace will mean the end of his political career
this is such a shameless remark

31. Anchorage — Witkoff's Proposal, Putin's Acceptance, Europe and Zelensky Rewriting US Initiative

Steve Witkoff brought concrete compromise proposals a week to ten days before Anchorage; Putin publicly acknowledged elements. At Anchorage presidents' meeting Russia said it had taken a difficult step and accepted the US proposal with compromise elements. Moscow then waited for Washington to announce agreement — sufficient for Russia — but Europe rushed to Washington with Zelensky to rewrite the initiative already approved by Putin. American visitors still hint at further Russian concessions despite listed flexibility since 2004, 2014, 2015 and 2022.

we essentially accepted their proposal

32. Trump Administration Dialogue — Rubio's National Interests Recognition in February 2025

Rick asks whether Trump's team established real dialogue unlike Biden's refusal to talk. Lavrov calls the administration fundamentally different in worldview and national-interest understanding. In February 2025, a month after Trump entered the Oval Office, Lavrov met Marco Rubio and then-National Security Adviser Mike Waltz; Rubio said the administration would be guided by US national interests and recognised Russia has national interests too — the basis for practical projects where interests align and for preventing divergence from becoming hot confrontation.

our American administration will be guided by national interests. We recognise that Russia too has national interests

when they coincide, it would be a mistake not to use that coincidence

Key exchange
Q Has the Trump administration established a good dialogue with Russia?
A Lavrov says yes in principle — contacts from the first days, Rubio's February 2025 framing matches Russia's mutual-respect approach, though Ukraine inheritance complicates the picture.

33. Ukraine as Biden Legacy — US Wants Settlement Before Bright Bilateral Future

American delegations preparing Alaska spoke of Ukraine as inheritance from Biden's anti-Russian line that pushed the issue to the top of the global agenda — something to settle before mutually beneficial energy, space and technology cooperation. Lavrov notes Russia accepted Trump's Ukraine proposal at Anchorage, which should have moved Ukraine off the road to prosperity with the US; instead Ukrainian settlement keeps being reshuffled with new dimensions and demands on Russia while dialogue continues.

Ukraine — it came to us as an inheritance from Biden
as soon as we get Ukraine off our hands, then we will pursue mutually beneficial joint projects for the good of our peoples

34. Sanctions Contradiction — Emergency Law, Frozen Reserves and Election-Meddling Rationale

Despite dialogue, April 2025 extended Biden's emergency international situation law keeping Russian gold and foreign exchange reserves frozen, citing 'hostile foreign policy of Russia' including alleged 2016 election interference — claims Trump himself publicly denied. The Trump administration took no action to revoke or amend it. Lavrov judges by deeds: sanctions remain and were even expanded.

Russian gold and foreign exchange reserves should remain under arrest as before

35. Post-Anchorage Lukoil and Rosneft Sanctions — Tariffs, Venezuela, India and Cuba Document

Weeks after Anchorage, where Russia backed comprehensive US settlement proposals, Washington imposed unprecedented sanctions on Lukoil and Rosneft instead of announcing agreement. Simultaneously tariffs target countries buying Russian and Iranian energy; India was told to stop Russian oil; US LNG should replace Russian gas. A new Cuba document declares emergency over Caribbean threats including Russia's 'hostile and malicious policy' — hard to square with promised economic partnership, Lavrov notes.

36. Domestic US Constraints — Russophobia as Price for Controlling Europe's Energy and Arms Purchases

Asked whether neoconservatives profiting from war drive anti-Russian steps rather than Trump personally, Lavrov declines to dissect internal kitchens but notes any US administration must reckon with Democrats and some Republicans' Russophobia. Anti-Russian measures may preserve loyalty of that wing and appease Europe — if Washington's European goal is obedience and purchases of US weapons and overpriced LNG. National security strategy aims at dominance in global economy and energy.

the administration cannot ignore these factors in its actions

37. Russia's Decisive Role in 2015 JCPOA — Taking Excess Enriched Uranium

On Iran, Lavrov recalls Russia's decisive role in finalising the 2015 Joint Comprehensive Plan of Action after years of negotiation: ceilings on low-enriched uranium were set and everything above Russia took — part of the package. Three years later Trump in his first term exited the deal; Iran had violated nothing, but when the US removed the deal's benefits, collective obligations collapsed. Iran continued enrichment under IAEA supervision without breaking the Non-Proliferation Treaty.

38. Israeli–American Bombing of IAEA-Monitored Sites — Grossi's Silence

Despite IAEA control, Israeli and American bombing struck Iranian facilities — yet IAEA Director General Grossi offered no political assessment that sites under agency control were unlawfully attacked, which Lavrov finds dangerous and characteristic of current IAEA leadership. Russia does not force itself on parties but discusses the explosive situation with Iran, Israel and the United States; Iran is a close neighbour and partner.

39. Russia Ready to Store Uranium Again If US and Iran Reach a Balanced New Deal

Russia is not meddling in the substance of current Iran–US talks but stands ready to offer services if a deal is reached — especially regarding enriched uranium stockpiles, as in 2015. All parties know this. Iran's president publicly demonstrated interest in fair, balanced dialogue; Russia shares that interest. Contacts continue at expert level; Lavrov spoke with Iranian counterparts by phone while declining to publicise negotiation details.

Из стенограммы script

Iran once again publicly demonstrated through its president interest in dialogue provided it is fair and aimed at a balance of interests

Key exchange
Q Is Russia helping mediate between Iran and the Trump administration?

40. Trump Said 'Forget NATO' — Territorial Realities and Root Causes on the Table

When the Trump administration engaged Ukraine, it publicly said forget NATO and, with its team, stressed accounting for realities on the ground — all discussed at Alaska. Lavrov welcomes focus on conflict causes though Russian opinion of Trump-team actions toward Russia is mixed. On security guarantees he notes the West spent a year demanding ceasefire plus guarantees without hearing that without settlement issues addressed, guarantees would only rearm Ukraine.

41. Russia's Consistent Position — Partners Move Goalposts, Moscow Does Not

Lavrov lists Russian flexibility since 2004, 2014, 2015 and 2022 while stressing President Putin repeatedly remains ready for a diplomatic solution without changing Russia's conditions — unlike other participants who constantly move goalposts, shifting where a goal may be scored. Positions are clear and sequential; Lavrov contrasts this with European and Ukrainian tactics of adding new demands after each concession.

42. New START Expiry — Rick's Question on Renewing US–Russia Strategic Arms Talks

Rick Sanchez notes the New START treaty expires imminently and asks whether Russia and the United States will return to the table to renew it, expressing hope despite difficulties Lavrov outlined. The interview moves to broader Trump-administration assessment before a detailed answer on strategic arms appears in this segment; the question anchors Lavrov's wider argument that dialogue must continue even when interests diverge, especially to prevent escalation in nuclear and strategic domains.
