Sergey Lavrov Interview for MGIMO 80 Documentary, 20 October 2024
1. MGIMO as Alma Mater — Personal Memories and Atmosphere
Asked what MGIMO means to him, Lavrov answers at length that one could speak of it endlessly: it is his alma mater and his home on the Moscow River, when the institute occupied the present building of the Diplomatic Academy — a warm, cosy house where studies proceeded amid student theatricals, musical evenings and course orchestras. He recalls teachers who became lifelong friends, football on the Prechistenskaya rink with professors, and classmates already grasping many secrets of international life though not all. MGIMO was a hearth radiating a singularly pleasant atmosphere.
It is my alma mater, it is home. On the Moscow River, because back then MGIMO was housed in the present building of the Diplomatic Academy — a very cosy, warm house.
A place we were drawn to like a warm hearth, from which a very pleasant atmosphere spread.
2. MGIMO Educational Standards and National School Identity
On the challenges facing MGIMO, Lavrov argues they are permanent: in calmer times the task was to raise specialisations to world-recognised standards — a field in which MGIMO excelled. The Bologna process, once fashionable, is now being seriously reconsidered; Russia is returning to an education system preserving the best of the Imperial and Soviet eras. Even when interacting with the West, MGIMO always sought its own directions reflecting Russia's national historical specificity.
Challenges facing MGIMO are always there, regardless of how the international situation develops.
MGIMO always strove to find something of its own, to offer new directions reflecting our national historical specificity.
3. Ten Years Warning on Ukraine, NATO and the SMO Decision
Lavrov links today's graver demands on MGIMO to the crisis around Ukraine: for ten years Moscow tried to impress on Western minds the inadmissibility of drawing Ukraine into NATO and of the post-coup regime that made destruction of the Russian language, culture and education a chief task. When every means was exhausted and it became clear the West would not be reasonable, Russia launched the special military operation. The West, Lavrov says, sought to turn Ukraine into an anti-Russian bridgehead of NATO.
Having despaired of hammering into Western minds over ten years the inadmissibility of drawing Ukraine into NATO... we launched the special military operation.
The West apparently understood that its plan to make Ukraine an anti-Russian NATO lever was torn apart overnight.
4. Minsk Agreements as a Western Deception
Lavrov states that the so-called Minsk agreements were never meant to be fulfilled — as the then leaders of France, Germany and Ukraine later admitted honestly. They were needed to buy time to arm Ukraine against Russia. This deception, in Russia's framing, epitomises Western bad faith on Ukraine and explains why Moscow eventually ceased relying on Western assurances.
The so-called Minsk agreements... the leaders of France, Germany and Ukraine — no one intended to fulfil them; they were needed to buy time to arm Ukraine against Russia.
5. West Severs Educational Ties; MGIMO Pivots East
After the operation began, ties with the West — including in education and culture, spheres that once united peoples rather than served sanctions — were severed overnight. Lavrov stresses Russia did not abandon the West; the West abandoned cooperation, sacrificing even education to its unrealised ambitions in Ukraine. The break stimulated careful educational reform restoring Imperial and Soviet experience; MGIMO's main effort shifted substantially eastward.
Not because we abandoned the West — the West abandoned cooperation, sacrificing even such spheres as education and culture to its unrealised ambitions in Ukraine.
The main focus of work shifted substantially to the East.
6. Eastern Languages, Sinhala and Expanded Country Studies
Lavrov welcomes MGIMO's greater attention to Eastern languages — he himself studied Sinhala and used it during four post-graduation years in Sri Lanka. Country studies and the economics of Asia, Africa and Latin America are expanding. This pivot, in his account, matches both personal experience and the state's broader turn eastward.
I myself studied a rare language — Sinhala — and then used it working in Sri Lanka for the first four years after graduation.
Country studies and the study of the economies of Asian, African and Latin American countries are developing.
7. English Degrees and Foreign Teachers Preserved at MGIMO
Despite geopolitical tension, MGIMO retained bachelor's and master's programmes in English. Foreign language instructors — largely from abroad — practically all remained, honouring contracts voluntarily and, Lavrov adds without hesitation, with pleasure, because life in Russia and work in one of the country's best universities suit them well.
MGIMO preserved both bachelor's and master's programmes in English.
Foreign instructors of foreign languages practically all remained and fulfil their contractual obligations — voluntarily and, I will not hesitate to say, with pleasure.
8. Dragoman Tradition vs Western Diplomatic Rotation
Drawing on Imperial practice, Lavrov recalls the dragoman — a specialist who knew one country or narrow region exhaustively. Russian tradition always stressed deep regional expertise, unlike many Western systems that rotate diplomats every two or three years through countries they never studied. Russia too rotates personnel, but not as an end in itself: specialisation remains paramount.
In the Russian Empire there was the speciality of dragoman — a person who knew one state, one geographical direction exhaustively.
We too apply rotation, but not as an end in itself — what matters above all is specialisation.
9. Practical Diplomatic Training and Regional Studies Centres
Lavrov notes that MGIMO today devotes more attention to practical training centres, including work on Asia, with expanded teaching hours. Similar processes are under way for African students. This institutional shift complements language and country-studies expansion and prepares graduates for real diplomatic geography rather than abstract cosmopolitanism.
Under present conditions more attention is devoted to practical training centres; attention to Asia has increased and teaching hours have been expanded.
10. BRICS, African and Latin American Student Engagement
MGIMO actively participates in BRICS youth and educational events, enabling involvement of Latin American students and exchange of experience with leading universities. Lavrov frames this as a wholesome influence on preparing specialists for all spheres of state life within the institute's mission.
MGIMO actively participates in youth and educational events through BRICS — this makes it possible to involve students from Latin American countries.
11. MGIMO's Future — Digitalization, Analytics and Multipolar Contribution
Asked about MGIMO's future over the next decade, Lavrov foresees a bright one: the university has shown capacity not only to adapt but to lead in several fields. Digital technologies and digitisation of teaching and research will promote MGIMO's rich competencies and analytical work with academic institutes and the Foreign Ministry. He ties this to analysing a world where the West openly demands submission, has abandoned diplomacy for sanctions and force, and lives off neo-colonial rent — against which multipolar tendencies are objectively advancing.
Digital technologies, digitisation of the teaching and research process, are the foundation that will help advance MGIMO's rich competencies.
The West no longer hesitates to demand submission to its will from one and all... has cast aside all diplomatic methods and turned to sanctions, blackmail and direct provocations.
12. Student Life — KVN Capustniki of the 1972 Class
Invited to recount a vivid student story, Lavrov says there would be material for many hours. His 1972 faculty of international relations class regularly staged capustniki written chiefly by Georgy Zelenin (later long at UNESCO), Alexey Fedotov (later ambassador to Czechia and Slovakia) and himself. He presents this creative life as inseparable from serious study and lasting friendship.
Our class of the Faculty of International Relations, graduating in 1972, regularly staged capustniki.
There would be enough of these stories for many hours of conversation.
13. MGIMO Construction Brigades Across Russia
Lavrov recalls that from the second through fourth years students went to MGIMO construction brigades in Khakassia, Tuva, Yakutia and the Far East — unforgettable months of hard physical labour digging canals, installing concrete structures, land-reclamation and special construction projects that additionally tempered character.
From the second, third and fourth years I went to MGIMO construction brigades — to Khakassia, Tuva, Yakutia and the Far East.
14. Yakutia Brigade — Labour, Camaraderie and the Wine Factory
In Yakutia Lavrov served as brigade leader on an Interior Ministry base, building storage facilities and working on a prison under construction — hauling radiators between floors and digging cable trenches. Another brigade built a wine factory; evenings brought songs, dances with locals once a week, and exchange of impressions from the working day. A classmate later brought back a photograph of a plaque still hanging at that winery.
In Yakutia I was brigade leader... we dug trenches in which cable was laid, and much else besides.
Another brigade in our Yakutia detachment worked on construction of a wine factory in Yakutsk.
15. Russian Diplomatic Traditions — Multivector and Honest Bargaining
From student reminiscences Lavrov turns to the domestic school of international relations: preserve traditions, multiply what predecessors built, never cut roots — yet win friends not at the price of principled concessions on national interests. Since the embassy office of Ivan the Terrible, Russia on all azimuths — today's multivector policy — has been ready to bargain honestly on the basis of a balance of interests.
Preserve traditions, build on what predecessors did... but friends — not at the price of principled concessions on national interests.
Since the diplomacy of Ivan the Terrible and the Ambassadorial Office, on all azimuths — what is now called multivector policy — we have always been ready to bargain honestly on the basis of a balance of interests.
16. European Concert and Historical Cycles of Western Coalitions
Lavrov argues that throughout European history Russia was repeatedly isolated, deceived, promised something and then faced coalitions assembled against it — memoirs of those who shaped policy later admit they never wanted Russia as an equal participant in the European concert. Yet after each setback Russia gathered itself; its place belongs by right of history and inheritance. The present period is one more such cycle.
Very often in European history they tried to isolate us, deceive us... and then assemble coalitions against us.
They never wanted Russia to be an equal participant in what is called the European concert.
17. Hitler and Napoleon Parallels — Fifty-Country Coalition Today
Lavrov declares he sees no difference between today's war on Russia and Hitler's unannounced attack: Hitler at least was frank in seeking to destroy the Soviet Union and subjugate Europe. Napoleon too gathered nearly all Europe against Russia. Now some fifty countries finance and arm Kyiv, openly proclaiming the task of inflicting strategic defeat on Russia while claiming they are not at war with Moscow — a dishonesty, Lavrov suggests, that contrasts with Napoleon and Hitler and is driven today by American exceptionalism.
Around fifty countries now finance and arm Kyiv, openly declaring the task of inflicting strategic defeat on Russia.
They say strategic defeat must be inflicted on Russia, but we are not at war with Russia. They cannot honestly admit it, as Napoleon and Hitler did.
18. February 2014 Agreement — Russia's Negotiation Record
On Ukraine as the brightest example of Russia's negotiation record, Lavrov recalls February 2014: Moscow supported the agreement Yanukovych reached with the opposition under French guarantee — early elections the opposition would certainly have won. That was insufficient for those Russia had backed; they staged a coup with bloody Maidan events signed one evening and violated the next morning.
In February 2014 we supported the agreement Yanukovych reached with the opposition under French guarantee — early elections the opposition, one is convinced, would have won one hundred per cent.
They signed in the evening and by morning staged that bloodletting.
19. Maidan Coup, Anti-Russian Laws and the Crimea Counterfactual
Had the February agreement held, Lavrov argues, Ukraine would now be whole, including Crimea. Instead the coup-makers first announced withdrawal of Russian-language status, plans to drive Russians from Crimea, and sent armed fighters to storm the Crimean parliament. Crimea rose; Sevastopol garrison and Donbas refused the new authorities. Russia, he stresses, always favoured talks — but Kiev's course made territorial loss inevitable.
Had that not happened, Ukraine would now be in full integrity, including Crimea.
The first thing they did was announce they would withdraw Russian-language status in Ukraine, drive Russians from Crimea, and sent fighters there.
20. Minsk I/II — Never Intended for Implementation; Donbas Shelling
Lavrov revisits Minsk: Russia showed readiness to negotiate; the agreements of February 2015 were later revealed as never intended for implementation by France, Germany, let alone Ukraine. For years Kiev violated the ceasefire, attacking Donbas, until events culminated in February 2022. Had Minsk been honoured, Ukraine would have remained whole minus Crimea but with all of Donbas and Novorossiya — instead bad faith prevailed a second time.
The Minsk agreements... we found that no one intended to fulfil them — neither France nor Germany, still less Ukraine.
All these years, in violation of the ceasefire principle, the Kyiv regime attacked Donbas.
21. Istanbul Talks, April 2022 — Third Destroyed Agreement
A third chance came in April 2022 when, after several rounds, Russian and Ukrainian representatives agreed Istanbul terms preserving Ukraine minus Crimea and much of Donbas, with no NATO membership and security guarantees outside blocs — initialled documents were ready. Lavrov presents this as a third case of Russian goodwill meeting a counterpart that proved treaty-incapable; each time broken deals cost Ukraine more territory.
In April 2022 the Istanbul agreements were reached... no NATO membership, security guarantees outside military blocs — ready to sign, the document was already initialled.
A third example where Russia shows good will and the opposite side — I would even say hostile — proves incapable of honouring agreements.
22. June 2024 Proposal — Realities on the Ground and Ukrainian Laws
Lavrov cites President Putin's 14 June 2024 Foreign Ministry speech: Russia remains ready to negotiate on the basis of recognised realities — constitutional amendments incorporating Crimea, the DPR, LPR, Zaporozhye and Kherson regions as integral Russian territory, and realities on the ground ignored by Western and some other partners. These include Ukrainian laws banning Russian-language education, Russian and Russian-language media, Russian cultural activity, and declared NATO aspirations — all unacceptable and requiring removal.
The President put forward on 14 June a proposal of readiness to negotiate on the basis of recognising realities.
Laws have been adopted banning education in Russian, Russian media, Russian cultural activity — and the intention to make Ukraine a NATO member.
23. Zelensky and the West — Selective Invocation of the UN Charter
Lavrov accuses Zelensky and the West of blaming Russia for aggression while ignoring a decade of Kyiv's conduct, demanding Russian troop withdrawal and citing only UN Charter territorial integrity and sovereignty. This selective reading, he says, matches Western habit of cancelling inconvenient history and twisting international law — a shabby manoeuvre characteristic of the collective West.
Declaring that the sole basis for settlement is the UN Charter, they demand respect for Ukraine's territorial integrity and sovereignty — fully ignoring what they themselves made of the Kyiv regime over ten years.
24. Applying the UN Charter in Full — Human Rights and Self-Determination
Russia, Lavrov insists, supports the Charter as a whole — not articles plucked selectively. Chapter I obliges respect for human rights regardless of race, sex, language and religion: language and faith must not be touched — violated long before territorial integrity became an issue, when the post-coup authorities made war on the canonical Ukrainian Orthodox Church. The right of nations to self-determination appears earlier in the Charter than territorial integrity; the 1970 UN General Assembly Declaration requires respecting the territorial integrity of states whose governments represent the whole people — which Maidan leaders did not after banning Russian.
Chapter I of the UN Charter states that all must respect human rights regardless of race, sex, language and religion — it says plainly: do not touch language and faith.
The right of nations to self-determination is mentioned in the Charter text far earlier than territorial integrity.
25. Crimea/Kosovo Double Standard and Western Bad Faith
Lavrov contrasts Western responses: Crimea's referendum was condemned as violating territorial integrity, while Kosovo's independence without any referendum was hailed as self-determination. Such twisting, he argues, is a base habit of the West past and present. Russia will insist that any political settlement rest on the Charter in full, in all interlinked principles — not a truncated version serving Western interests.
In Crimea, when a referendum was held, the West said it was a violation of territorial integrity. But when Kosovo declared independence without any referendum, it was the realisation of the right to self-determination.
To switch positions and turn everything to one's advantage — such a base manner is characteristic of the West.
26. Honesty as the Foundation of Russian Diplomacy
Responding to a question on what underlies Russian diplomacy, Lavrov says honesty and respect for international law in its entirety are indispensable — unlike partners who demand Ukrainian sovereignty while themselves cheating. Russia's position may not be flawless, but Moscow is ready to defend it and to talk honestly; the other side, he contends, has no arguments beyond slogans and demands, recalling that even Soviet delegates accused of reading Pravda were more substantive than today's Western representatives recycling New York Times agitprop.
We are ready for an honest conversation — the West is not ready for an honest conversation; it has no arguments, only slogans and demands.
Soviet representatives at the UN were far more substantive than today's West: sheer agitprop, without any attempt to substantiate its approaches with facts.
27. Language Training, Sectoral Diplomacy and New Competency Areas
Asked how language training shaped his career, Lavrov answers that without language a diplomat cannot work: the Foreign Ministry now hires only those passing examinations in two foreign languages. Eastern and rare languages are increasingly valued. Modern diplomacy spans the entire UN agenda — economics, health, cyber, climate, intellectual property, AI — with line ministries leading and diplomats accompanying them; hence MGIMO's expanding programmes, including Rosneft and Transneft chairs and medical studies once mocked but vindicated by COVID politicisation around WHO and Western vaccines versus Sputnik. Specialists in health governance, ITU/internet regulation and translators remain essential; MGIMO maintains translation bachelor's and master's programmes with UN internships, language-premium traditions and the Imperial precedent of Griboyedov, promoted for knowing ten languages.
Without language a diplomat cannot work; we hire only those who have passed examinations in two foreign languages.
There is not a single sphere where specialists are not needed... MGIMO, Rosneft and Transneft have opened their chairs; even the medical direction — recall how political passions around WHO unfolded against Sputnik.
When Griboyedov entered the College of Foreign Affairs, it turned out he knew ten foreign languages — he was immediately promoted and began to be paid seven times more.
