1. No New Cold War — Confrontation Is Not the Logic of International Relations
Opening the discussion, Putin is asked whether the sanctions since 2014 and NATO's announced buildup along Russia's borders signal a slide into a lower-intensity Cold War. He rejects the premise firmly and repeatedly: no one wants this, Russia least of all, and there is no need for it. He frames the fundamental dynamic of world affairs as tending toward cooperation and compromise rather than global confrontation, however dramatic the surface may appear. The rhetorical move sets Russia as the reasonable, non-escalating party — one whose "logic" is oriented toward partnership — while implicitly placing responsibility for any deterioration on those who would escalate. This is the persuasive core: Russia does not seek confrontation; if a Cold War comes, it will be because others drove the spiral upward.
The main logic of the development of international relations, however dramatic it may outwardly appear, is nonetheless not a logic of global confrontation.
We have an entirely different logic — it is directed toward cooperation and the search for compromises.
2. The Post-Soviet Betrayal of Trust and Support for Separatism
Putin reaches back into the past to explain the roots of the current tension. After the collapse of the Soviet Union, Russia expected an era of universal well-being and mutual trust. Instead it faced separatism, radicalism, and international terrorism — including, he states, al-Qaeda fighters in the Caucasus. Rather than receiving support in this struggle, Russia saw the West support the very separatism it was fighting, through information, financial, and administrative backing, even while denying it at the highest political level. This narrative establishes a pattern of Western duplicity that frames everything that follows: Russia extended goodwill and was met with encirclement rather than partnership.
After the collapse of the Soviet Union, we thought and expected that now universal well-being and an atmosphere of general trust would set in.
In the Caucasus, representatives of al-Qaeda fought against us — this is an obvious fact that no one even disputes.
Informational support, financial support, administrative backing — we saw it all.
3. NATO Expansion and the "Nobody Threatens Montenegro" Argument
Having overcome its internal crises, Putin says, Russia encountered a new problem: the relentless expansion of NATO's infrastructure toward Russia's borders despite the disappearance of both the USSR and the Warsaw Pact. He singles out the admission of Montenegro as an absurdity — who, he asks, threatens Montenegro? — to expose what he presents as an alliance in search of a purpose and an absolute disregard for Russia's stated position. The argument is designed to make NATO's eastward movement appear not defensive but gratuitous and provocative.
There is no Soviet Union, the Warsaw Pact has ceased to exist — gone. Yet for some reason it is necessary to constantly expand NATO's infrastructure toward Russia's borders.
They admit Montenegro — whom does Montenegro threaten? That is, you understand, an absolutely dismissive attitude toward our position.
4. The Unilateral Withdrawal from the ABM Treaty
Putin identifies the US withdrawal from the Anti-Ballistic Missile Treaty as perhaps the single most important problem. He recalls that the treaty rested on the shared need to preserve strategic balance, protecting Moscow on the Russian side and an ICBM basing area on the American side. The US left unilaterally under the pretext of the Iranian nuclear threat, assuring Russia the move was "not against you." Putin argues the real calculation was that a Russia mired in internal crises in the early 2000s would never rebuild its defence capability — a bet, he implies, that has failed. He notes pointedly that the Iranian threat has since evaporated while the missile-defence project continues, exposing the pretext.
The unilateral withdrawal from the ABM Treaty... it was connected with the need to ensure strategic balance in the world.
Under what pretext? Under the pretext of countering the Iranian nuclear threat. Where is the Iranian nuclear threat now? It is gone, yet the project continues and continues.
5. Color Revolutions, the Arab Spring, and the Coup in Ukraine
Putin draws a straight line from the encouragement of "color revolutions" and the Arab Spring — greeted at the time with rapturous approval in the West — to the resulting chaos. This same policy, he argues, then reached Russia's own borders in Ukraine. He insists the opposition would have come to power democratically through elections anyway, and Russia would have worked with them as it had with pre-Yanukovych authorities. Instead, an unnecessary coup with casualties, bloodshed, and civil war was engineered, frightening the Russian-speaking population of the southeast and Crimea and forcing Russia to take protective measures. He frames continued escalation as a way of manufacturing the "external enemy" NATO needs to justify its existence.
They began supporting all sorts of color revolutions, including the so-called Arab Spring... What did it come to? To chaos.
Why was it necessary to bring things all the way to a coup with casualties, to provoke bloody events, civil war, to frighten the Russian-speaking population in Ukraine's southeast and in Crimea — for the sake of what?
This is being done to justify the existence [of NATO]: an external adversary, an external enemy — otherwise, what is this organization for?
6. Minsk Agreements — Kyiv's Failure to Implement Political Reforms
Asked about the way out, Putin locates the key problem in Kyiv's non-implementation of the Minsk agreements. He recalls negotiating through the night over the sequencing question — what comes first — and reaching the conclusion that political solutions are primary, because they deliver security for the people of Donbass. He itemizes the unfulfilled obligations: constitutional changes due by end of 2015, the law on special status not in force, the amnesty law passed but not signed by the president. He rejects the argument that violence justifies delay, insisting political transformation must instead be accelerated. Crucially, he reframes the conflict as being about people seeking their lawful rights and fearing repression — "not about separatists." He accepts, agreeing with Poroshenko, that the OSCE mission could be strengthened, even armed, but not as a pretext for endless postponement.
Primary is the resolution of political questions, which resolve the security questions for the people living in the territories of Donbass.
How can one even speak of holding an electoral process amid an ongoing anti-terrorist operation? This must finally be cancelled, and one must get to work restoring the economy and the humanitarian sphere.
Postponing the resolution of these questions by citing acts of violence in the disengagement zone is simply an excuse, a pretext for doing nothing.
7. Syria — Political Settlement, National Reconciliation, and Preserving the State
On Syria, Putin situates the conflict as primarily a fight against terrorism but rooted also in internal Syrian contradictions, which Assad himself understands. The goal, he says, is not merely territorial control but rebuilding trust among the various parts of society to form effective leadership the whole population trusts. He stresses there is no path other than political negotiations — a new constitution, then presidential and parliamentary elections, under strict international control with UN participation. He reports Assad's full agreement, reached during Assad's Moscow visit, and calls on American partners to press the opposition they influence toward constructive work. Throughout he emphasizes gradualism and realism, warning against maximalist demands and, above all, against the disintegration of the Syrian state as the worst possible outcome and a destabilizing factor for the whole region.
One must engage more actively in the process of forming a new constitution and, on that basis, hold future presidential and parliamentary elections.
The main thing is to prevent the collapse of the country. If things continue as they are today, collapse is inevitable, and that is the worst variant.
8. Democracy Cannot Be Imposed by Force — Only Through Constitution and Elections
Continuing on Syria, Putin turns the West's own rhetoric back on it. When he asks colleagues why they intervene, they answer that democracy must triumph. Very well, he says — but democracy cannot be achieved by force of arms, only through democratic institutions and procedures. There is no more democratic method of forming power than elections based on a transparent constitution adopted by the overwhelming majority. Adopt a constitution, hold elections on its basis, under international control — what is wrong with that? The argument is rhetorically potent because it accepts the West's stated goal while insisting Russia's proposed method is the more genuinely democratic one.
Can a democratic order of society really be achieved solely by force of arms? No, it can only be done through democratic institutions and procedures.
There is no more democratic means of forming power than elections on the basis of the fundamental law called the Constitution.
9. Trump — "A Bright Person," Nothing More, and Openness to Restored Relations
Pressed on why he called Trump an outstanding, brilliant, extremely intelligent man, Putin sharply corrects the moderator, accusing him of distorting — of letting the journalist win out over the analyst. He said only, off the cuff, that Trump is a "bright" (vivid) figure — and he is; no other characteristics were given. He later clarifies he used the official Interfax translation. What he genuinely welcomes, he says, is Trump's declared readiness to restore full-format Russian-American relations — and he sees nothing bad in that. Russia does not interfere in others' internal processes and will work with whomever the American people elect.
Mr. Trump declared that he is ready to restore full-format Russian-American relations. What is bad about that? We all welcome it.
We do not interfere, we never interfere in the internal political processes of other countries, all the more so of the United States.
10. US Democracy Under Scrutiny — The Electoral College and Double Standards
Putin extends his answer into a pointed critique of American democracy itself. Twice in US history, he notes, a president was elected who won a majority of electors but not of voters — is that democracy? He objects to being lectured on how to live while Americans, he says, drive international observers away from polling stations and prosecutors threaten them with jail. When Russia raises such points in discussion — accusing no one — it is told to mind its own business. He accepts that the US is a great, indeed the sole superpower, and says the world and Russia both need a strong America; but Russia does not need it constantly interfering, dictating how to live, or obstructing Europe's relations with Russia.
Twice in US history a president was elected who had a majority of the electors, yet behind those electors was a smaller number of voters. Is that democracy?
We need a powerful country like the United States, but we do not need it constantly interfering in our affairs, dictating how we should live, and hindering Europe from building relations with us.
11. Sanctions Hurt Europe, Not America
Within the same answer Putin makes his central economic argument about sanctions: the countermeasures Russia adopted affect Europe but leave the United States entirely untouched — a "zero effect." Americans, he says, tell their partners to be patient, but he cannot understand why Europeans should endure this for no return. The framing casts Washington as imposing costs it does not itself bear, and Europe as bearing the burden of a policy against its own interest — a wedge argument aimed directly at the European audience.
The sanctions you mentioned do not affect the United States at all... they are felt in Europe, but on the US they have no effect whatsoever — a zero effect.
The Americans tell their partners: you must be patient. Why they should endure it, I do not understand.
12. Hillary Clinton, Bill Clinton, and the Weight of Responsibility
Asked about his remark comparing the Clintons to "two sides of the same coin" (the saying "husband and wife are one Satan"), Putin deflects: he did not work with Hillary Clinton — Lavrov did, ask him. He speaks warmly of his own brief but cordial dealings with Bill Clinton, expressing gratitude for signs of respect shown to him personally and to Russia during his own entry into big politics. On Hillary Clinton he allows she may have her own view of relations. He then offers a broader observation about personnel: people change once they assume high responsibility — they begin to speak, think, even look different. Russia proceeds from the hope that the sense of responsibility borne by the head of the American state will impel the next president to cooperate with Russia and build a safer world.
I worked with Bill Clinton... we had very good relations. Several times he showed signs of attention and respect toward me personally and toward Russia. I remember this and am grateful to him for it.
The sense of responsibility of the head of the American state will impel the newly elected president to cooperate with Russia and to create a safer world.
