Press Conference of Sergey Lavrov and Ahmet Davutoğlu

1. Joint Strategic Planning Group and Bilateral Framework

Lavrov reports on the second meeting of the joint strategic planning group — a mechanism created under the High-Level Cooperation Council chaired by the presidents and prime ministers of Russia and Turkey. Since the previous Istanbul session a year earlier, more than a dozen meetings and consultations took place under the group's auspices. Ministers reviewed the results and approved a joint statement covering virtually all areas of cooperation, presented as a foreign-ministry contribution to preparations for the third High-Level Cooperation Council summit later in 2012. Lavrov describes the strategic-planning format as demonstrably useful and expresses interest in deepening interaction with Turkish partners within it.

today we reviewed the results of this work and approved a joint statement covering virtually all areas of our cooperation

2. Trade Growth and Major Energy Projects

Lavrov notes intensive development of trade and economic ties, with last year's turnover set to reach a record figure of more than 30 billion dollars. Active work continues on a gas pipeline project and on constructing Turkey's first nuclear power plant at the Akkuyu site. Davutoğlu adds that discussions will cover both the Akkuyu NPP and development of the agreed South Stream project, as well as the Samsun–Ceyhan pipeline — energy cooperation he presents as giving a major boost to bilateral development, alongside steps to ease contacts between citizens.

3. Regional Issues from the Black Sea to North Africa

Lavrov states that Moscow and Ankara hold close or even coinciding approaches on regional and international agenda items: further cooperation in the Black Sea region, paths to stabilise the Balkans and the South Caucasus, and extensive coordination on North Africa, viewed in the full geopolitical context of that vital area. He frames Russia-Turkey cooperation as contributing to regional stability — the setting in which today's international questions, including Syria and Iran, were discussed.

we have very close or even coinciding approaches on further cooperation in the Black Sea region and on finding ways to stabilise the situation in the Balkans and the South Caucasus

4. Syria — Shared Principles and Political Settlement

On Syria, Lavrov says Russian and Turkish approaches are largely aligned on fundamentals: both call for an end to violence from whatever source, for peaceful political settlement of the Syrian crisis, and oppose any foreign military intervention. Within that framework ministers discussed in detail various ideas for practical implementation. Russia will stay in contact with other countries seeking to help a peaceful settlement and work with all Syrian sides; Lavrov notes Moscow and Ankara have comparative advantages over those whose leverage over the crisis depends on others, and should use them in a coordinated way.

we certainly stand for an end to violence — whatever its source
we are also against any foreign military intervention

5. Iran — Diplomatic Track and P5+1 Talks

Lavrov reports near-identical positions on Iran: both Russia and Turkey want the issue settled solely by political and diplomatic means and favour the earliest possible resumption of negotiations on the Iranian nuclear programme between the P5+1 and Tehran. Both countries are actively working to create conditions for productive talks. Davutoğlu adds that Turkey is ready to host negotiations if there is hope they will conclude in agreement among the participants, and thanks Russia for its support on this.

the problem should be settled only by political and diplomatic means

6. Turkey's Position on Libya and Syria (Q&A)

Asked why Turkey actively supported the Libyan resistance and appears to be doing similarly in Syria, Davutoğlu argues that Ankara advised Muammar Gaddafi to pursue a peaceful solution and reforms — recommendations also made by Russia — but Gaddafi chose force against his own people. Turkey, he says, sided with the people. He recounts repeated visits to Syria with the prime minister and other delegations, urging Damascus not to use force, to pursue reforms, and promising Turkish support — promises he says were repeatedly made but not fulfilled. He distinguishes Turkey's democratic system, in which Kurds participate widely in political life including in the ruling Justice and Development Party.

we advised a peaceful solution to this conflict, but Gaddafi did not accept it and instead began using force against his own people
we persistently advised not to use force against one's own people, to move to a course of reforms, and promised support in this

7. Kurds, NATO Radar, and the Iran-Turkey Border (Q&A)

Davutoğlu rejects the premise that Turkey allows its territory to be used against Iran, citing active opposition to NATO radar deployments directed against Turkey, Russia and Iran. He describes the Iran-Turkey border as having long been a border of peace and intended to remain so. On venue for dialogue between Syrian parties, both ministers indicate flexibility — what matters is substance, not location.

the border between Iran and Turkey has long been a border of peace and will remain so

8. Annan Plan Tasks, Arab League Call, and Sanctions (Q&A)

Asked whether the Arab League's call for Assad to step down would achieve that end, Lavrov answers in the negative — the issue is not on the Annan-plan negotiating table. He sets out three tasks Kofi Annan's consultations placed before the parties: cease all violence and influence everyone using weapons in Syria; ensure inclusive dialogue among all Syrian forces; and, on sanctions, Russia cannot support a proposal to retroactively legitimise unilateral measures against Syria declared without consultation with Russia, China and other BRICS states. Lavrov stresses Syrians themselves must bear responsibility for their country's fate.

the task was set to cease all violence and, to that end, influence everyone who is using weapons in Syria today
we cannot support a proposal to retroactively legitimise unilateral sanctions against Syria that were declared without any consultation with Russia, China and other BRICS countries
