1. Ankara as the Continuation of the Sochi Track

Erdoğan opens by framing the Ankara summit as the direct sequel to the Sochi meeting hosted by Putin the previous November, presenting the three-way format as the living expression of a shared effort to restore security, calm and peace to the region. The rhetoric is one of momentum and continuity: the guarantors have not merely met again, they have "carried out consultations" and defined concrete steps that "illuminate the path to the future." By anchoring the event in the sequence Sochi → Ankara (and later Tehran), Erdoğan establishes the Astana troika as a durable institution with its own trajectory, distinct from — and, in his telling, more productive than — other international formats. The hospitality frame (welcoming Putin and Rouhani "in our country") is used to signal parity and brotherhood among the three guarantors.

Last year, in November in Sochi, Mr. Putin welcomed us, and now today we have held consultations and defined certain steps which, we believe, illuminate the path to the future of our region.
Today we welcome our guests here at a summit that is precisely the expression of our efforts to establish security, calm and peace.

2. Turkey Fulfilling Its De-escalation Obligations

Erdoğan stresses that Turkey has scrupulously met its commitments under the de-escalation arrangements, citing the establishment of eight observation posts in Idlib as tangible proof of its resolve. The argument is one of reliability: Turkey does what it promised, and it can point to a physical footprint on the ground to demonstrate it. He couples this with a demand addressed to "the whole world" — that Syria's territorial integrity depends on treating all terrorist organisations by the same standard, without carve-outs for groups that happen to be politically convenient to outside powers. This "equal treatment of all terrorists" formula becomes the connective thread of his entire intervention and the basis for legitimising Turkey's own operations.

Turkey scrupulously fulfils its de-escalation obligation: we have recently established eight observation posts in Idlib and have thus demonstrated our resolve.
Ensuring Syria's territorial integrity depends precisely on whether we treat all terrorist organisations equally.

3. Turkey's Sacrifice Against DAESH — Euphrates Shield

Erdoğan foregrounds Operation Euphrates Shield as evidence that no one has fought DAESH harder or paid a higher price than Turkey, citing roughly three thousand terrorists eliminated. The framing is competitive and moral at once: Turkey is presented both as the most effective combatant against DAESH and as the country that "sacrificed the most" in the fight. This dual claim serves a diplomatic purpose — it pre-empts Western criticism of subsequent Turkish operations by establishing Turkey's anti-terror credentials as beyond question, positioning Ankara as an indispensable and battle-proven guarantor rather than an interested party.

Through Operation Euphrates Shield, Turkey has eliminated around three thousand terrorists and demonstrated that it fights the terrorist organisation DAESH more than anyone.
We are also the country that sacrificed a great deal during the attacks of the terrorist organisation DAESH.

4. Operation Olive Branch and the Liberation of Afrin

Erdoğan devotes extended attention to Operation Olive Branch, framing the campaign against the YPG/PYD as carrying "equal significance" to the fight against DAESH, since in his account these organisations pose the same threat to Syria's territorial integrity. He announces the liberation of an area of roughly two thousand square kilometres and its return to its "rightful owners." The rhetorical move is to fold the Kurdish militias into the single undifferentiated category of "terrorists," thereby placing the Afrin operation on the same legitimising footing as counter-DAESH operations and rejecting any distinction outside powers might draw between them.

Through Operation Olive Branch we fought against the so-called people's self-defence forces — the PKK and PYD, which posed a threat to Syria's integrity.
We liberated an area of around two thousand square kilometres from terrorists and are returning it to its rightful owners in Syria.

5. The Return of Refugees to Liberated Areas

Erdoğan turns to the refugee dimension, noting that Syria hosts more than three and a half million displaced people and that, following liberation, 160,000 Syrian refugees have already returned to areas cleared in Turkey's operations. He describes demining, the rebuilding of infrastructure and social facilities, and an expectation that hundreds of thousands more will return. The argument links military action directly to humanitarian benefit: Turkey does not merely clear territory, it restores it as a habitable homeland, converting the operations into a positive contribution to the resolution of the refugee crisis and to Syrians' return.

After the liberation of these territories, one hundred and sixty thousand Syrian refugees have returned to them.
We have completed the demining of these territories, built infrastructure, and expect that hundreds of thousands of refugees will return to their land.

6. Manbij and the "Terror Corridor" Logic

Erdoğan states plainly that Turkey will continue to control and to conduct operations until Manbij and other areas are cleared of the PKK/PYD "people's self-defence forces." He then develops a broader thesis about how outside powers exploit terrorism: a first terrorist organisation (DAESH) is allowed to form, and then a "struggle" against it is used as a pretext to empower a second organisation, the Kurdish militias, so that certain circles "open the road" for their preferred forces. The purpose is to expose what he casts as a cynical instrumentalisation of the anti-terror cause, and to justify Turkey's determination to act against both organisations simultaneously.

Until we liberate Manbij and these territories from the PKK and PYD — the so-called people's self-defence forces — we will continue our operations.
First one terrorist organisation is formed, then under the pretext of supposedly fighting it a second is formed — it is precisely those circles that open the road for those who want chaos to triumph there.

7. Minimising Civilian Casualties and the Guarantors' Resolve

Erdoğan closes his opening by insisting that Turkey does everything possible to minimise civilian losses, contrasting the calm and stability of areas it has liberated with the continuing chaos under terrorist control. He frames the kinship between Turks and Syrians as giving events in Syria a special place for Turkey. He then elevates the argument to the level of the three guarantors collectively: it is the people of Syria and the region who lose from the crisis, and the guarantors will not abandon the region to a handful of "tyrannical organisations," nor will they yield to provocations and traps — a phrase that foreshadows the chemical-provocation warning to come.

We make every effort to minimise losses among civilians; in the liberated territories Syrian residents live in calm, stability and peace.
We, as guarantor states, will not fall for provocations and traps in this respect, and the international community must also pay attention to this.

8. Rouhani on Terrorism Sponsored and Armed from Outside

Rouhani opens with thanks to his Turkish hosts and then advances a sharply drawn account of the war's origins: the terrorism afflicting the region has been supported, financed and armed with the most modern weapons by certain Western states. He accuses the terrorists of stealing and selling Syrian oil, of destroying and looting museums, and of trafficking artefacts. Most pointedly, he charges that certain "superpowers," including the United States, sought to use groups such as DAESH as a front and an instrument to control the region — a design he says the Iraqi and Syrian peoples, with friendly states, neutralised. The framing casts Iran and its partners as defenders of the region against an externally engineered conspiracy.

These terrorists are supported by certain Western countries, which finance them and arm them with the most modern weapons.
Certain superpowers, including the USA, wanted to use terrorist groups as an instrument to control this region, but the peoples — Iraqi and Syrian — together with friendly states neutralised this conspiracy.

9. Rouhani on the Political Path — No Military Solution

Rouhani articulates Iran's core position that the Syrian crisis has no military solution and must be resolved solely by political means. He credits the Astana process and the Sochi Congress of National Dialogue as the most positive steps, praising the inclusion of representatives of both the Syrian state and the opposition. He stresses the safe return of refugees, describes the humanitarian situation as dire, and elevates territorial integrity, sovereignty, independence and unity to the status of the highest principles. Crucially, he insists that Syria's future belongs in the hands of the Syrian people alone, who must draft their constitution and vote for their fate in democratic presidential elections — no country has the right to decide for them.

The Syrian crisis has no military solution; we must resolve it only by political means and continue the peaceful process.

10. Putin on the Joint Statement and Syria's Territorial Integrity

Putin reports that the trilateral talks were businesslike and constructive and that the guarantors reaffirmed, in a joint statement, their firm commitment to Syria's sovereignty, independence and territorial integrity. He gives this principle a pointed contemporary charge: it is especially significant against the backdrop of mounting attempts to aggravate inter-ethnic and inter-confessional contradictions within Syrian society, in order to fragment the country and preserve conflict potential in the Middle East for years to come. The framing positions Russia and its partners as the guardians of a unitary Syrian state against external designs for its partition.

This document underscores the firm commitment of Russia, Iran and Turkey to help strengthen the sovereignty, independence and territorial integrity of the Syrian Arab Republic.
Such a principled position is especially significant against the backdrop of mounting attempts to aggravate inter-ethnic and inter-confessional contradictions in Syrian society, so as to fragment the country into parts.

11. Putin on the Astana Process and Political Settlement

Putin presents the Astana process as having proven its effectiveness: thanks to close cooperation among the guarantors, the level of violence has been radically reduced, ISIL's main forces routed and other groups' capabilities undermined, while refugees and internally displaced persons have begun returning home and reconstruction has started. He emphasises that priority attention will now go to political settlement — an inclusive intra-Syrian dialogue under UNSC Resolution 2254 and, following the Sochi forum, the formation in Geneva under UN auspices of a constitutional committee in which Syrians themselves will determine the parameters of their renewed state. He stresses that there is simply no alternative to the Congress of National Dialogue.

It is precisely thanks to the close cooperation of the guarantor states — Russia, Iran and Turkey — that the level of violence in Syria has been radically reduced and the main forces of ISIL routed.
We give priority attention to a political settlement in accordance with UN Security Council Resolution 2254 and to forming a constitutional committee under UN auspices.

12. Putin on Humanitarian Aid and Eastern Ghouta

Putin addresses the humanitarian dimension, stressing that this theme must not be politicised and that UNSC Resolution 2401 must be strictly implemented to ease the suffering of civilians throughout Syria. He describes an unprecedented Russian operation in Eastern Ghouta to save thousands of civilians and to withdraw militants unwilling to lay down their arms, and cites the regular delivery of humanitarian aid — including 77 tonnes of food and essential goods sent to Syria in February through donations from believers in Russia. He also points to the concrete launch on 15 March in Astana of a working group on releasing hostages, transferring the bodies of the fallen and searching for the missing.

13. Putin on Reconstruction and the Chemical Provocation Warning

Putin announces agreement to consolidate efforts on post-conflict reconstruction, noting that Russian companies are already active — including in areas where militants operated only recently. He then sets the common strategic goal as the final defeat of terrorists who continue trying to destabilise the situation and derail the peace process by any means. The most pointed element is his statement that Russia has obtained "irrefutable evidence" that militants are preparing a provocation using toxic substances, on the basis of which the guarantors agreed to intensify their anti-terror coordination and information-sharing. The warning pre-positions the Russian narrative ahead of any subsequent chemical-weapons incident.

We have obtained irrefutable evidence that the militants are preparing a provocation using toxic substances.
A number of projects are being carried out in areas where militants operated only very recently; as a common strategic goal we see the final defeat of the terrorists.

14. The Akkuyu Nuclear Plant and Bilateral Cooperation

The exchange turns to the previous day's bilateral agenda, and Erdoğan highlights the groundbreaking ceremony for the Akkuyu nuclear power plant near Mersin, attended jointly by the leaders. He gives the project's approximate cost and ties its completion to 2023, the centenary of the Turkish Republic, noting that future Turkish personnel are already studying in Russia and will return to work on the project. The nuclear plant functions as the flagship symbol of the Russo-Turkish strategic partnership, demonstrating that cooperation between Moscow and Ankara extends well beyond Syria into long-horizon energy and industrial ventures.

Yesterday in the city of Mersin we laid the foundation of a nuclear power plant; the cost of this project is approximately twenty-one billion dollars.

15. Erdoğan on the EU's Unfulfilled Promises and Turkey's Burden

Erdoğan raises the disparity between Turkey's own effort and the West's unkept commitments. He states that Turkey, together with non-governmental organisations, has invested 30 billion dollars, with refugees living in camps and container settlements, and that his government has rebuilt social infrastructure in the roughly 2,000 square kilometres liberated in northern Syria, to which 160,000 refugees have returned. He then charges the EU with failing to deliver: Brussels promised 3 billion euros that was never received. His conclusion is one of self-reliant resolve — whether or not the money arrives, Turkey considers itself obliged to continue its investment in the region.

Together with non-governmental organisations we have invested thirty billion dollars here, and these refugees live in camps, in containers.

16. Economic Reconstruction of Syria (Q&A)

A Vedomosti correspondent asks whether concrete steps are being taken on the energy roadmap and economic reconstruction of Syria signed earlier in the year. Putin answers that reconstruction is "the question of questions" alongside political settlement — without normal living conditions and large capital investment, nothing can be achieved. He turns the question into an appeal to the wider world to participate "not in words but in deeds," charging that everyone talks of humanitarian aid while practically only Iran, Turkey and Russia act, and UN-line deliveries are wholly insufficient. He expresses hope that once the political process concludes, reconstruction will acquire broad, large-scale character.

Key exchange
Q(Vitaly Petlevoy, Vedomosti) A roadmap on energy and infrastructure was signed earlier this year — are the parties now taking any concrete steps on economic reconstruction?
AReconstruction is essential alongside political settlement; nothing can be done without major outside investment, and Russia calls on all countries to help in deeds, not words. *"Это вопрос вопросов: кроме политического урегулирования нужно, чтобы люди могли жить в нормальных условиях, и без крупных вложений ничего не удастся сделать."* ("This is the question of questions: besides a political settlement, people must be able to live in normal conditions, and without major investment nothing can be achieved.")
We call on all countries of the world to participate more actively, not in words but in deeds; everyone speaks of the need to join in humanitarian aid, but practically no one is doing anything except Iran, Turkey and Russia.
We very much count on the fact that, after the political processes conclude, the work to rebuild Syria's economy will acquire a broad, large-scale character.

17. The Skripal Case (Q&A)

A Russian journalist asks Putin what Russia now expects in the Skripal affair, following remarks that Britain "will have to apologise" — an apology, restored cooperation, or an official document. Putin answers with studied restraint: Russia expects nothing in particular except that common sense will ultimately prevail and that international relations will stop being damaged as they have been of late. He broadens the point beyond the Skripal case to all aspects of international affairs, calling for a return to the framework of healthy political processes grounded in the fundamental norms of international law, which alone can make the world more stable and predictable.

Key exchange
Q(Russian journalist) You said Britain will have to apologise over the Skripal case — what exactly do you expect: an apology, an official paper, restored cooperation?
ARussia expects nothing but the return of common sense and an end to the damage being done to international relations. *"Мы ничего не ждём — мы ждём, что здравый смысл в конце концов восторжествует и международным отношениям не будет наноситься такой ущерб."* ("We expect nothing — we expect that common sense will ultimately prevail and that international relations will no longer suffer such damage.")
We must return to the framework of healthy political processes based on the fundamental norms of international law, and then the situation in the world will become more stable and predictable.
This concerns not only the Skripal poisoning case, but all other aspects of international relations.

18. The West's Obstruction of Peace (Q&A)

An Iranian journalist asks the three presidents what conclusions they draw from the fact that the West — allegedly self-interested — constantly obstructs their efforts to establish peace in Syria. Rouhani answers that for years the United States and Israel wanted the government in Damascus to fall and sought to use terrorists to control the region and spread insecurity to serve US and Israeli interests; they created many problems but achieved no great success. He affirms Iran's constant single position — fight terrorism and support the lawful government — and predicts that with the help of the three states the region will become ever safer. Erdoğan adds that certain circles who "divided the territory among themselves" will not be accepted, and that terrorism must not be allowed to exploit the situation as a weapon against Turkey, given its 900-kilometre border with Syria.

Key exchange
Q(Iranian journalist) The West and the US and Israel keep obstructing your efforts to establish peace in Syria — what conclusions have you drawn?
ARouhani: they wanted Damascus to fall and used terrorists to control the region for US and Israeli interests, but failed. *"За последние годы они хотели, чтобы правительство в Дамаске пало, и хотели помогать террористам, чтобы управлять этим регионом в интересах США и Израиля, но больших успехов у них не было."* ("In recent years they wanted the government in Damascus to fall and wanted to help terrorists in order to control this region in the interests of the USA and Israel, but they had no great success.")
(Rouhani)

19. The US Announcement of Withdrawal from Syria (Q&A)

An Iranian journalist notes that some Americans have announced the US will soon leave Syria and asks how the presidents view such statements. Erdoğan answers with open scepticism: the current American administration cannot be relied upon, saying one thing today and another tomorrow, taking a new position and showing a new face each day. He charges that Washington first spoke of leaving Syria and then demanded more money from other parties to stay — as he puts it, they want to "milk" certain sides and remain in the country. Rouhani, he notes, spoke of the trillions of dollars involved. The framing casts the US presence as mercenary and its declarations as worthless, contrasting American inconstancy with the reliability of the three guarantors.

Key exchange
Q(Journalist) Some Americans say the US will leave Syria soon — how will you react to such decisions?
AErdoğan: the US changes its position daily and cannot be trusted; it now demands money to stay and wants to "milk" other sides. *"Сегодняшняя американская администрация каждый день берёт на себя новую позицию, каждый день новое лицо, каждый день новые слова; нельзя рассчитывать на их заявления."* ("Today's American administration takes a new position every day, a new face every day, new words every day; one cannot rely on their statements.")
(Erdoğan)

20. Refugees, the EU's Broken Word, and Safe Zones (Q&A)

A Turkish A Haber correspondent asks Rouhani and Putin about the EU's failure to keep its refugee promises to Turkey, and Erdoğan about his new proposals. Putin answers that the reliability of participants in international life is best judged by their record: Russia strives to honour what it promises. He stresses Turkey's enormous refugee burden while noting that many states carry heavy loads — Russia itself with refugees from Ukraine — and that the real solution is to resolve conflicts so there are no refugees. Rouhani frames sheltering refugees as a religious duty of Muslims, citing Iran's nearly 39 years of hosting over three million Afghan refugees, with more than 400,000 Afghan children in Iranian schools free of charge and over 20,000 Afghan students in universities. Erdoğan details concrete proposals: mobile hospitals, food and bread supplies, and safe zones in northern Syria with housing built on plots of around 500 square metres in local architectural style, so refugees can leave the camps for normal human conditions.

Key exchange
Q(A Haber) The EU gave promises on refugees but did not keep them — how do you assess this, and what are the new proposals?
APutin: judge participants by whether they keep their word; the true remedy is to resolve the conflicts that produce refugees. *"Нужно решать конфликты — тогда не будет беженцев; для решения этих вопросов мы и собрались сегодня в трёхстороннем формате."* ("Conflicts must be resolved — then there will be no refugees; it is to resolve these questions that we gathered today in the trilateral format.")
(Putin)
(Rouhani)

21. Future Operations Against Terrorist Organisations (Q&A)

A TV24 correspondent asks whether, given Erdoğan's repeated expressions of resolve, new operations against terrorist organisations should be expected, and whether he consulted Putin and Rouhani on this at the summit. Erdoğan answers that the fight against terrorism follows no fixed plan or schedule: wherever terrorists are seen, they must be destroyed, so that stability and calm are secured for humanity. It is the duty of the state, he argues, to wage this struggle both inside the country and beyond its borders, and Turkey will continue that struggle for as long as terrorism exists. The reply reaffirms Turkey's open-ended, self-authorising posture on counter-terror operations, resisting any suggestion that such actions should await a timetable or external approval.

Key exchange
Q(TV24) Should we expect new operations against terrorist organisations, and did you consult Putin and Rouhani about them?
AErdoğan: the fight against terrorism follows no schedule; wherever terrorists are found they will be destroyed, and it is the state's duty to wage this struggle. *"Борьба с террористической организацией не придерживается каких-либо планов или графиков: где мы видим террористов, мы должны их уничтожать."* ("The struggle against a terrorist organisation does not follow any plans or schedules: where we see terrorists, we must destroy them.")
(Erdoğan)
(Erdoğan)
