| 1 Chemistry and New Materials as the Key to Technological Sovereignty | |
Full house translation — pending review Thank you, thank you. Respected colleagues, friends! Ladies and gentlemen! I am glad to welcome the participants of the third international Forum of Future Technologies. By established tradition, here, on this platform, the advanced frontiers of scientific search are marked out; ideas are discussed that are only just crystallizing, being weighed in laboratories and scientific centers, but very soon, I have not the slightest doubt of this, will transform and will transform the world. The theme of the present forum is chemistry and the application of new materials. These are indeed broad, as people often say today, cross-cutting directions; in many ways they determine mankind's movement forward, the carrying out of the boldest designs of engineers and designers. Right now rapid changes are taking place in these fields, which, in their turn, create the soil and "spur on" the next, still more revolutionary discoveries — in health care, in industry, in microelectronics, in the creation of unmanned systems, in all spheres without exception. It is entirely obvious: in order to be among the leaders in the key directions of scientific and technological development, and it is precisely such a task that we set before ourselves, we need to achieve, among other things, superiority in the field of chemistry and in the creation of new materials. This means that one must offer solutions and products that are competitive both in price and in quality, and above all innovative ones; that one must have one's own, unique technological keys, which will make it possible to turn out and to export onto global markets not primary raw materials, but products of the highest standards. I will note in particular that in our history there is experience of solving tasks of the same scale and of the same significance. In the 60s–70s of the twentieth century, in many ways thanks to the efforts of Leonid Kostandov — this is a name few people know today, few people remember, but among specialists they will surely react at once to this surname and name. He was Minister of the Chemical Industry of the USSR. It was then that hundreds, precisely hundreds, of advanced plants were launched, and specialized scientific institutes and design bureaus were created. By the overall volume of production the Soviet chemical industry occupied the first place in Europe and the second in the world. However, this legacy was in many ways squandered and frittered away. I say this with enormous regret. It is shameful, to speak honestly, shameful before those people who laid down their whole lives on creating the chemical industry of the Soviet Union, who worked for future generations, who lived in offices, and who moved their offices "onto wheels." They lived in railway carriages, moving across the whole enormous territory of the Soviet Union — from one republic to another. They went short of food, went short of sleep, and created the chemical industry of the USSR. Unfortunately, after the breakup of the Soviet Union the most important enterprises were stopped, and at times simply destroyed; their equipment was taken away, cut up for scrap metal. Together with the degradation of our own chemical industry we also fell into a strong external dependence and lost a significant part of industrial and technological sovereignty; therefore, from our own negative experience, we understand what problems of a systemic character vulnerability in the field of chemistry leads to. Many technological and production chains had to be reassembled anew, in the literal sense, and new enterprises built, in order independently to produce products of deep processing. Thus, in Tyumen Oblast, on the basis of the Tobolsk petrochemical plant, new capacities were built, and in 2019 the modern petrochemical plant ZapSibNeftekhim was launched. Construction of the Amur Gas Chemical Complex and of other enterprises is under way, which will make it possible, already in the nearest years, to increase substantially the output of polymers — the key product of oil and gas chemistry. I will also add that after the cleanup and recultivation of the territory in the city of Usolye-Sibirskoye in Irkutsk Oblast we plan to create here a modern federal center of small- and medium-tonnage chemistry. For people who are not directly connected, who are far from the specifics of the branch, I will say that the talk is of turning out, in small but necessary volumes, special chemical products — resins, solvents, and so on — without which the development of microelectronics, of pharmaceuticals, of many other critically important spheres is simply impossible. Catalysts are also a cross-cutting direction. This is the foundation of the foundations of chemistry — substances that determine the speed of a reaction. It is important to ensure not only the development, but also the subsequent testing, pilot production, and then the broad industrial use and scaling of domestic solutions. For the support of such projects, on the basis of the famous Boreskov Institute of Catalysis in Novosibirsk, a special scientific and technological cluster is already being formed. This is a serious step in the development of the whole Siberian scientific agglomeration as one of the key centers for the creation of the technologies of the future in the field of chemistry. Respected colleagues! In order to correspond to the dynamic of progress, to global competition, we must increase severalfold the potential of the domestic chemical industry and of adjacent branches, and build a full cycle from the search for and development of new deposits, including of rare and rare-earth metals, from the extraction and deep processing of minerals, to the output of high-technology products with high added value. There is something to work on here. With us, in principle, everything we need is there. One only needs to occupy oneself with this in a purposeful way, to create conditions for business, to invest in infrastructure. We still do not extract lithium. And how is one to do without it? This is obvious to specialists. And we can do this. And we could have done this another 10–15 years ago. We must solve these tasks at a fundamentally new technological level, applying achievements in the sphere of artificial intelligence and robotics, and other instruments directed at raising the productivity of labor, including in science as well. Our serious advantage is also meant to be accessible energy from one of the largest networks in the world of nuclear, hydro, and thermal power stations, which makes it possible to build production facilities in many regions of our country. Of course, this must be done with observance of the strictest nature-protection norms, using modern environmentally safe solutions. The directions of which I am speaking are complicated ones, of primary importance. Therefore, in the field of new materials and chemistry, a new national project of technological leadership was launched in the current year. From the federal budget alone, for its realization from 2025 through 2030, it is planned to allocate almost 170 billion rubles. At the same time the sum of investment by companies of the real sector of the economy may come to on the order of one trillion rubles. I think this is an entirely, absolutely realistic thing. I sometimes meet with the heads and owners of companies; they have very ambitious, good plans of that kind. And I like such a mood — people's eyes burn. Splendid; we will continue to support and further to tune the mechanisms of support for private investment, including in the sector of research and development. I have already said more than once that external problems, sanctions, for all the challenges and difficulties, have played an important stimulating role for us. Russian companies now turn ever more often to our scientists and receive such help from them. And domestic solutions often turn out more effective than foreign analogues. In order to ensure a modern legal basis for the cooperation of researchers and qualified customers, the law "On Technological Policy" has been adopted; it enters into force in the summer of the current year. I have already spoken and set such a task — together with business we need to build up the financing of science to two percent of GDP. It is extremely important to direct all the additional resources to the support of precisely the promising, breakthrough directions of scientific and technological development. Thus, in the field of chemistry and new materials it would be shortsighted and mistaken to content oneself only with the simple substitution of technological processes that have already been mastered somewhere out there, abroad. What is important, of course, is that one must keep everything in view and use all achievements, but one's own platforms must be developed. Colleagues promised me that now, at a specialized exhibition, they will show how we are going and where we are moving. As we agreed in December of last year at the Council for Strategic Development and National Projects, plans must be formed for the key directions that will ensure the country's superiority, including in the field of chemistry and modern materials science. It is important to determine the global, lead scientific organizations that will take upon themselves responsibility for the conduct of fundamental research, the companies that are to introduce the technologies of the future, and to build the training of cadres in the field of chemistry for the tasks of technological leadership, and at all levels of education — from schools to higher-education institutions. With us, unfortunately, the number of chemistry teachers in the schools is declining. The number of youngsters who choose chemistry as the main basic discipline is declining. The number, in percent, of chemistry teachers over 65 is increasing. In the higher-education institutions one must look at what is happening, in the most attentive way. I ask the Russian Academy of Sciences, representatives of business, of the professional, scientific, and educational community, to join as fully as possible in the formation of such plans. It is important that they continue to act in a coordinated way, as real partners, and understand their responsibility for the results. On them depends the realization of all the national projects of technological leadership without exception, of our plans for the Far East, Siberia, and the Arctic — for the development of all the regions of the Russian Federation and, without doubt, the solution of the tasks of security and of raising the quality of people's lives. There is nothing even to say about security; I have already spoken publicly and spoken of this. The whole world is talking about the "Oreshnik." And what materials! The temperature on the warheads corresponds to the temperature on the surface of the sun. We understand: since the 80s we were already developing systems of a gliding flying block. We called it "Avangard." There the temperatures are comparable, a little less than on the surface of the sun. At the end of the 80s they also began to think of making such systems. They could not, because there were no materials. That was where the problem lay. It flies and melts, like an ice cream, and the signal for control gets through. These are the results of work on new materials. Just as, at one time, our joint agreements on the MS-21–300 were closed to us entirely without grounds. Thanks to the specialists of Rosatom, they made the materials both for the wing and for the fuselage. Yes, the project shifted a little to the right, but they did everything with their own hands, with their own heads, and everything got going. One must labor just as actively and constructively, jointly, in all the other directions. I ask the Government to think about how we are to regulate the interaction of our enterprises and the enterprises of our competitors, so as to ensure certain advantages to national producers. Yes, within the framework of the WTO, but all the same certain difficulties were created for us, and we can in a corresponding way regulate the return to our market of those who want to return. Creating and leaving advantages for our own producers. This must be done finely, carefully, but it must be done without fail. Denis Valentinovich [Manturov] Manturov Denis Valentinovich, First Deputy Chairman of the Government of the Russian Federation, is sitting and nodding his head. We spoke with him on this score. I have already spoken of this: just as in the field of agriculture, when agricultural producers begged us: "Only don't let anyone onto our market; we will do everything ourselves." Well, except for bananas, of course. But they have begun to grow bananas too. A bit expensive, it is true, but there is no need. And in the field of industrial production one must quite definitely think everything through and treat this in the most attentive way, so as not to lose the potential that was created by our ill-wishers who introduced sanctions against us. I have already said this; a few more examples: in order to develop machine-building and aircraft-building, the rocket and space program, we will need composite materials and alloys with unique characteristics; I have just spoken of this. New means of plant protection — from another field — for the solution of the tasks of food security. Long-lived, long-term, safe systems for the transmission and storage of energy — for unmanned craft, for new kinds of transport. Stronger and more energy-efficient materials for the construction branch, for adaptation to climate change. New compounds, biomaterials, and prototypes of human organs and tissues — for the introduction of advanced methods of treatment in health care. I repeat, I have named only separate directions. At the same time the absence of results even in one of them, this is what I want to emphasize in particular, will, as they say, pull all the other projects down as if by a thread. I gave the example of the MS-21–300: we did not have the materials for the wing and for the fuselage. And the whole project stopped, and in the other directions everything slowed down too. We simply saw all this with our own eyes. This is the experience of our work over the last two or three years. In all the key technological directions, comprehensive coordination must be built, an unconditional interconnection of all our steps and measures. I propose ensuring a supra-departmental mechanism for managing technological development, and I ask the Government to propose the corresponding structural solutions. Respected colleagues! All our plans for the creation of the solutions of the future in the field of chemistry and materials science are based on the enormous potential of our scientific and engineering schools. Their traditions were laid down back in the Russian Empire; I have spoken of the Soviet Union, but the traditions were being laid down back in the nineteenth century, at the beginning of the twentieth century, and developed, as I have just said, in Soviet times as well. I think that Mikhail Valentinovich Kovalchuk, who met me just now — we exchanged a few words with him — and the other participants of the plenary session will certainly tell of how, at the present stage, the achievements in the field of chemistry and materials science obtained within the framework of the space and atomic projects are being multiplied, and also in the course of research in the field of the energy of the future, thermonuclear fusion, which was headed by Evgeny Pavlovich Velikhov. I consider it necessary to dedicate to the memory of this outstanding thinker and son of the Fatherland a new competition of the Russian Science Foundation for leading scientists. The volume of the grant for five years will come to from 250 million rubles to half a billion rubles. The largest domestic companies will co-finance these grants and will act as the direct customer of breakthrough technologies. As for the directions of support, they will change every year. In the current year I propose announcing such a competition for the creation of unique materials and of articles made from them for autonomous sources of energy, for power and energy installations, and also for devices and systems of information processing, necessary among other things for the development of artificial intelligence. It is entirely obvious that this technology already determines the development of all spheres and is producing a real revolution, including in chemistry and materials science. Through the introduction of artificial intelligence and computer modeling, in our country one must — and this is entirely realistic — reduce to 5–10 years, and in prospect to 2–3 years, the time frames for the development and introduction of new materials. For this, researchers and engineers must have the necessary array of data on existing materials and their components. I propose building mechanisms of normative and legal regulation of their circulation, including collection, storage, processing, transmission, and use. I will add that colossal arrays of data, advanced knowledge of new elements and materials, will be obtained in the course of research on domestic installations of the mega-science class. They make it possible to study matter — specialists know — literally at the atomic level. I emphasize in particular: some complexes that are located in our country — such as, for example, NICA in Dubna or PIK in Leningrad Oblast — are unique and have no analogues. In the nearest time we plan to carry out the technological startup of one more powerful installation — SKIF. It will substantially expand the functional range, the spectrum of possibilities, of Russian research infrastructure. We, without doubt, invite foreign scientists to joint work. I was in Leningrad Oblast several years ago; specialists from Europe were already working there, and from those countries where they were curtailing the use of atomic energy and, accordingly, research in these fields was also gradually being curtailed; with us they worked with pleasure. We hope this practice will continue. Our doors are open; we are always glad to see our friends and colleagues. |
| 7 Open International Cooperation, BRICS, and Openness to the West | |
Full house translation — pending review we understand well that equal and open international exchanges in science are one of the main factors in strengthening a multipolar world. We will continue helping researchers and engineers from the countries of the East and South join forces to solve major experimental, theoretical and, of course, practical problems. Thus, BRICS is already effectively a platform for socioeconomic and technological development on a global scale. At the same time, we have no intention of erecting barriers to partnership with Western scientists. We hope Western politicians too will understand the harmfulness of restricting cooperation in science and education. It is important that global development be fair and balanced, so we must achieve further industrial and technological progress while reducing the negative impact on the environment and preserving the planet's fragile ecosystem, its fauna and flora. Of course, we will proceed from the need to apply precisely such technologies. It is no coincidence that particular attention is now focused on advanced solutions in genetics, biotechnology and nature-inspired technologies, as well as the creation of materials that reproduce the processes of living systems. Overall, this concerns the formation of a fundamentally new phenomenon, a new reality: the bioeconomy. This subject is extremely important, crucial in terms of the quality of global growth. I propose devoting the next Future Technologies Forum to bioeconomy issues, if, of course, our colleagues consider this possible and interesting. We invite representatives of science, education and business from around the world to participate. We are open to cooperation. Dear friends! I am sincerely glad that a frank, in-depth discussion among scientists, engineers and business representatives is unfolding in our country. This testifies to Russia's openness and, of course, our particular attention to scientific and technological development. Probably no expert would undertake to predict the new solutions that will be discovered or invented even in the near future. But there is something we can certainly do: provide our effective support for key technological areas that are particularly important and useful for citizens, society and economic growth. This is precisely how we intend to work. I am sure that this is how your discussions at today's events are proceeding. Thank you for your attention. |

Full house translation — pending review Good afternoon! Esteemed Vladimir Vladimirovich! Esteemed colleagues! Thank you very much for that introduction. Vladimir Vladimirovich, first I wanted to thank you for finding time to participate in our Forum despite a schedule that everyone understands. The very fact of your participation shows how science and technology, and this entire sphere in general, are regarded in our country. And today's Forum, of course, is already on an entirely different level. Thank you very much. Before giving the floor to the first speaker, I wanted to say just a few words. You know, everything in life is material. When Vladimir Vladimirovich announced the start of the special military operation, essentially, if we put everything else aside, there was just one important fact: it was a reminder to the world that it is material and that we are a substantial part of this material world. You know, any human thought reaches society, reaches a person, only through the creation of material. If an artist has an image of a painting in mind, they need an easel, paints and canvas to depict it. A composer needs a musical instrument, sheet music and so on. That is, through the creation of material, any human thought becomes accessible to society. Essentially, when we are asked about priorities for developing science and technology, there are always two: the first is matter, and the second is the energy needed to make that matter. Once Vladimir Vladimirovich and I had a conversation, and he told me: "There is a third priority." You said: "Intellect, soul." There you have human intellect and thought. And it seems to me that our country has more than enough of all this: intellect and energy, and therefore matter too. If we did not know how to create matter, materials with specified properties, we would never have carried out the nuclear and space project. This demonstrates our capabilities. Before the presentation by Kurchatov Institute representative Vladislav Valeryevich Antipov, I want to say one thing. What has happened? We are talking about nature-inspired technologies; you mentioned them in your report. You see, we think and move forward, talk about emulating nature, but the development of life itself has effectively led to the creation of these technologies. Today's technological world is organized very simply: we cut away, we move from the top down. We cut away the excess: we fell a tree, cut off the branches, cut a log into a beam, then parquet and so on. We make an ingot, put it on a machine tool and cut away everything unnecessary. With today's method of production, up to 80 percent of energy and matter goes to waste, essentially to polluting the environment. But nature is very economical: from a seed it grows an enormous tree, a eucalyptus or a baobab, and from a cell, a living being. So additive technologies are a clear example of how the very technological logic of development has led us to create a reproduction of a nature-inspired principle. We crystallize or fuse fine powder using a laser or an electron beam, creating unique things. And in this sense this is a key challenge of our time: creating nature-inspired additive technologies. And a second thing. When I was a student or beginning scientific work, 90 percent of articles concerned semiconductors, while today 90 percent concern living life. And therefore creating biomimetic, biocompatible materials is the second key area. Vladislav Valeryevich, please tell us about the current state, achievements and prospects of what I would venture to call the world's largest materials science center, based at the Kurchatov Institute. |

Full house translation — pending review Highly esteemed Vladimir Vladimirovich! Highly esteemed colleagues! At all times, implementing designers' boldest ideas has become possible through the creation of materials with the required characteristics. Striking examples are the Soviet nuclear and space projects, during which an enormous number of materials were created. To this day, no one in the world has been able to repeat the flight of the Buran orbital spacecraft, for which unique thermal protection was developed, consisting of tiles based on quartz fibers. Remarkably, these tiles consisted of 90 percent air, because it is a good thermal insulator. These achievements made it possible to ensure the tiles' performance at temperatures up to 1250 degrees Celsius. Today the Russian Federation leads in uranium enrichment using the centrifuge method, but few people realize that the rotor in a gas centrifuge rotates at 1500 revolutions per second. And it must operate for 30 years without stopping. This became possible through the development of a special aluminum alloy. It is a lightweight alloy, but it has the strength of steel. Today the Scientific and Technological Development Strategy of the Russian Federation defines priorities for the coming decade. These include developing nature-inspired technologies, space exploration, Arctic development and creating clean energy. And, of course, such tasks must be solved through developing new materials and new technologies. As Mikhail Valentinovich noted, the Kurchatov Institute, as Russia's leader in materials science, is engaged in these developments today. Of course, humanity is now entering the era of biomaterials. What seemed like science fiction yesterday is already finding applications in medicine today. Biomimetic materials have been developed at the Kurchatov Institute, and unique products for regenerative medicine are made from these materials: an artificial trachea, a heart scaffold and much, much more. Of course, developing materials for engine manufacturing is extremely important today. Only a few countries in the world have the full cycle for producing gas turbine engines, and the most heavily stressed component of an engine is the turbine blade. The relevant scientific and technological groundwork has been laid, enabling single-crystal blades to be produced today. These blades effectively consist of a single crystal, and thanks to an internal cooling system and special thermal protection coatings, such a blade operates at a gas temperature upstream of the turbine of up to 1950 kelvins. Precisely such blades are used in our modern Russian PD-14 engine for the MC-21 aircraft. I would also like to note that the nacelle of this engine consists of 60 percent carbon-glass fiber composites. These materials were developed by young scientists at the Kurchatov Institute, and the development received a Russian Federation Government award. Additive technologies have found application in the PD-14 engine. These technologies are used to manufacture swirlers for the combustion chamber's front-end assembly. It should be noted that the twenty-first century has become a century of rapid development of additive technologies, because they allow products with bionic designs to be created through layer-by-layer buildup. This cannot be achieved with traditional technologies. A closed additive manufacturing cycle has been established at the Kurchatov Institute, already making it possible to manufacture production parts for various industries: transport engineering, the fuel and energy sector, and medicine. The effectiveness of additive technologies can be demonstrated with one simple part: a heat exchanger for the RD-191 rocket engine. Using traditional technologies, manufacturing it took six months, involving lengthy brazing processes. It weighed 70 kilograms and was assembled from 23 components. Additive technologies made it possible to implement a technology that effectively allows this heat exchanger to be created in a single cycle. It weighs 19 kilograms, and the time has effectively been reduced by a factor of 20. That is the effectiveness additive technologies deliver. Today more than 10 thousand additively manufactured parts are produced annually at the Kurchatov Institute's pilot production facility. It must be said that the Kurchatov Institute is responsible for the scientific component: developing raw materials and synthesis technologies, and transferring technologies. Further implementation and industrial adoption of these technologies should, of course, be carried out with the participation of the Rosatom state corporation, which has powerful capabilities in this respect. Thus the Kurchatov Institute will develop all the necessary scientific and technological groundwork, while the Rosatom state corporation will ensure its accelerated introduction into production. Turning to the strategic task of developing the Arctic, it must be said that materials with special properties are indispensable here too, because these materials must work in Arctic conditions. And we understand that this means low temperatures, high humidity and many other things. Cold-resistant steels have been developed at the Kurchatov Institute, enabling icebreaker hulls to be made today. These icebreakers overcome ice more than four meters thick. Sealing materials, paints and coatings, and functional materials have been developed that retain their elasticity and work at temperatures down to minus 60 degrees Celsius. Overall, the scientific and technological groundwork that has been developed enables Russia today to be the only power with a nuclear-powered icebreaker fleet. This groundwork opens opportunities for the future too, in terms of creating Arctic submarine gas carriers. In conclusion, I would like to say, as Vladimir Vladimirovich has already noted in his speech, that the Russian Federation urgently needs a unified cross-industry digital database of material properties. This will certainly make it possible to reduce significantly the time needed to create materials, because both the structure and properties of a material can be modeled at the early stages of development. This will certainly make it possible to standardize materials for various industries and also develop approaches that will allow new-generation materials to be approved for complex technical systems. Thank you for your attention. |

Full house translation — pending review I want to thank the Kurchatov Institute for what is being done. You named only some of the work being carried out at the Kurchatov Institute, but there is much more. Quite unexpectedly, the Kurchatov Institute took up genetics, and, as far as I know, it is working effectively in this area. Our colleague just said something, and I think many people simply missed this information: he spoke about the possibility of creating submarine gas carriers. You know, when Mikhail Valentinovich [Kovalchuk] mentioned this to me a couple of years ago, I said: come on, stop talking nonsense, are we going to transport gas in submarines or what? Nothing of the kind! Gazprom and NOVATEK consider this entirely possible and believe it will be profitable. It will be effective and safe. After all, liquefied gas, imagine such enormous tanks of liquefied gas, are generally quite dangerous. God forbid something happens, what an explosion that would be. But underwater, no, underwater everything is different. And it turns out to be profitable. Amazing. But this is the future, of course, and entirely achievable. So the speed of decision-making and the speed of manufacturing the necessary equipment also increase sharply through modern technologies, including additive technologies and the use of artificial intelligence. Certainly impressive. And the Arctic: we are the undisputed leaders there. Many countries now want to cooperate with us on producing a nuclear-powered icebreaker fleet, but this is, of course, impossible without modern materials. Engine manufacturing. We certainly have work to do here. Much still needs to be done. In some areas our foreign colleagues have certainly, excuse the bad manners, outstripped us, but that is all right: it is a very good challenge. I certainly do not want to say anything out of turn, but nevertheless I probably will not be mistaken in correcting you. You said that the temperature in the modern engine for the MC-21 exceeds 1700 degrees. That is the PD-14 engine specifically for the MC-21 aircraft, while for a wide-body aircraft it is the PD-35 engine, and there the temperature already exceeds 1900 degrees. And it is all working out. I would like to thank both you and those working on the actual production, we know who is doing it, and wish you success. All the main stages of work have already been completed, but we need to help and support our colleagues. |

Full house translation — pending review Vladimir Vladimirovich, I will exercise my right [as moderator]. What I wanted to draw attention to. First, when we were discussing additive technologies, I wanted to mention the role of Rosatom—Alexei Yevgenyevich [Likhachev] is sitting nearby [in the audience]—and the Academy [of Sciences]—Gennady Yakovlevich [Krasnikov] is here. I will respond straight away to what you said. The three of us, on instructions from the [Presidential] Administration, are actively working on projects for the Velikhov competition, choosing the right topics. But here is what I wanted to say. In general, additive technologies in our country originated at an institute in Shatura called, I think, the Institute for Problems of Laser and Information Technologies, something like that. Its director was Academician Panchenko, and it was established on the initiative of Anatoly Petrovich Alexandrov. So it was there that stereolithography machines were created, one might say, for the first time in the world, and, you know, plastic copies were made on them. For example, when the remains of the Romanov family were being identified, these parts were created for the first time then. And in this sense, a unique base remains there. We discussed this with Gennady Yakovlevich and Alexei Yevgenyevich: if you were to support it—Rosatom manufactures and develops machines for these additive technologies, and quite successfully. If it were possible, since there is enormous capacity in Shatura, to create an interagency center for additive technologies where we would combine the efforts of the Kurchatov Institute, Rosatom and the Academy of Sciences, we would preserve both the traditions and all the potential that remains there. It seems to me that this is very possible. |

Full house translation — pending review I think so too, but we need to ask Alexei [Likhachev], because I know that there is a certain amount of competition between the Kurchatov Institute and Rosatom: either you want to get into their territory or he wants to get into yours. Frankly, I support any actions aimed at joining forces. (Addressing A. Likhachev.) So I ask you too, Alexei, to work on this. |

Full house translation — pending review I would like to give the floor to Alexander Igorevich Chernov, head of a research group at the Russian Quantum Center. Before he talks about graphene, I will say just one thing very briefly. We have an enormous number of elements in the periodic table, but there are only four elements that stand out very strongly: oxygen, hydrogen, nitrogen and carbon. They stand out for a whole range of reasons. First. If we take a biological substance, there is no biological substance that does not contain these four elements. Inorganic substances and metals are simpler; we are more complex, but we invariably contain hydrogen, oxygen, carbon and nitrogen. |

Full house translation — pending review Money is the next stage. First, these elements have to be there. But what is important now? These elements are unique because, look, hydrogen and oxygen are, on the one hand, water, an altogether inexplicable thing, and on the other, an explosive gas mixture. Next. Oxygen is an oxidizer. All combustion occurs thanks to it, and our aging is also a process of oxidation. Oxygen plays the main role in free radicals. Now nitrogen is an energy-rich material. It means fertilizers and explosives, any explosives. And if you also compress it, for example in diamond anvils, then its energy reserves actually approach nuclear energy. That is nitrogen. And carbon is an altogether unique material. On the one hand, it is diamond, the hardest material, and on the other, it is graphite, something for high temperatures. And on the third hand, it is fullerene, an extremely complex thing, and graphene. It is a kind of mesh, a single-layer atom, for which our compatriots received the Nobel Prize. |

| 12 Graphene and 2D Materials | |
Full house translation — pending review Esteemed Vladimir Vladimirovich, esteemed colleagues. Imagine that your smartphone can analyze your breath and instantly identify the first signs of illness. Or that you have a sensor on your clothing that will alert you to environmental pollution while you are out walking. This sounds somewhat fantastic, but these technologies are actually already being developed, and the key to them is two-dimensional materials. Our laboratory at the Russian Quantum Center at MIPT works on creating devices based on two-dimensional materials such as graphene, which has already been presented. This is a carbon crystal one atom thick. And indeed, in 2010 Andre Geim and Konstantin Novoselov were awarded the Nobel Prize for pioneering experiments with this material. The question arises: what new developments have occurred since then? Today we work not only with graphene; we also use other materials, a large number of other two-dimensional materials, likewise one or several atoms thick. We can stack them together and rotate them at various angles, that is, create new materials, literally like a construction set. These new materials have new properties which, most importantly, can be tailored to specific tasks. In our laboratory we conduct fundamental research, that is, investigate the physics of processes and various new effects, and this work has already borne fruit. Today at the exhibition, at the Gazprombank stand, they should show you materials and sensors made from these materials and explain their possible applications. For example, they can be used for night-vision devices. The main advantage of using two-dimensional materials is 15 times greater sensitivity, which means that in the dark you can detect an object at a significantly greater distance. In addition, technologies based on two-dimensional materials can also be used in medical technologies. Biosensors based on two-dimensional materials are being created to detect disease biomarkers both in blood and in breath. Because they are small and flexible, they can be incorporated into wearable electronics or clothing and continuously monitor, for example, a person’s breathing. Highly sensitive graphene sensors already exist, and they detect diseases such as lung cancer and tuberculosis at early stages by analyzing a person’s breath. Our example shows that studying new materials and the effects occurring in them makes it possible to create something fundamentally new, that is, to obtain devices whose characteristics significantly surpass existing equivalents, rather than repeat old technologies or somehow modernize them. I think it is fundamentally important to support precisely the fundamental science that gives the world these discoveries, which subsequently make it possible to create devices—and, as people say, thanks to their unique characteristics, they make it possible to overtake on the bend, achieve leading positions, and as a result achieve domestically produced high-tech products. I would like to note two points. First, we would like industrial partners to come to us with requests for such materials with particular characteristics. That is, they might tell us, for example, what parameters they need and which materials interest them. I think that in this case devices that can be implemented would emerge more quickly. I know that certain work is already underway in this direction. I would nevertheless also like to explain how I see it, how this task could be solved. It could be solved by creating some kind of digital platform, I would even say a marketplace, where research teams and industrial customers could meet and try to find a common language. I know that such work is already directly underway, and I would like to hope it will continue to receive support. The second point I would like to mention is that the transition from a single unique device to series production undoubtedly requires fine-tuning certain technological processes. This usually takes place in a university cleanroom or a shared-use center. At MIPT we have access to a cleanroom, where we can assemble a device, then test it and, for example, publish a paper, and students and postgraduate students will be very pleased because they can easily defend their graduation thesis and dissertation. However, if you want to move from one device with unique properties, created in a laboratory by, for example, a very talented young researcher, to ten with identical parameters, that requires fine-tuning this technological process. Why do I say this? Because, for example, our colleagues at the Russian Quantum Center and at MIPT are successfully following this path. But nationwide, I think this task could be solved if some sites or platforms were created where these technological processes could be refined, for example through collaboration between universities or between a university and an industrial partner. Such centers would enable technology transfer and make it easier to fulfill your May decrees in the field of technological leadership. Thank you. |
Full house translation — pending review I will not go into the field of sensors now: it is an extremely important area with a wide range of applications. Thank God, this area is developing here, including with your help. As for creating digital platforms where people could interact and exchange information, see requests for industrial partners and the capabilities of our scientific schools and manufacturers, this is very important. If this is lacking, then of course it needs to be done. I am now addressing my colleagues from the Government and the Academy of Sciences: we need to join forces. This is not difficult and must certainly be done. Please pay attention to this. Regarding environmental pollution. You said that [we could] have a sensor that would tell us during a walk what the surrounding environment is like, and so on. You know, this is very important, especially if everything is fine. But here sometimes… The simplest instrument is the nose. When people go outside near landfills, no sensors are needed: such a smell comes from these landfills that everything is already clear. Nevertheless, the range of applications for what you are doing is, of course, very broad. When you just said that it is possible to diagnose, at an early stage, simply by analyzing a person's breath, say, certain cancers of the lungs or something else—of course, this is a revolution, simply a revolution. We will do everything to help you. |

Full house translation — pending review Vladimir Vladimirovich, sensors are needed at least for things that have no smell, that cannot be detected with the nose. You know, I would just like to say a word on this, to remind you. When people talk about a platform, it is a very important thing, but our model of science is academy-based, not university-based. I want to remind you that the Institute of Physics and Technology, originally, when it was created, was conceived very simply: every faculty, every part had a base organization in the form of a major research center. That was the strength of the Phystech school. It seems to me that today, while working on platforms, which is extremely important and modern, and on digital technology and artificial intelligence, we must not forget this system, and must restore and support it. Because the simplest way to put the results of fundamental science into practice is through contact with an actual institute that creates what is used in industry. This extremely important and much-needed Soviet experience of ours is why Phystech is so valued throughout the world. I think it should be supported in every possible way, and that would be right. Thank you very much. I will give the floor next to Nadezhda Vasilyevna Potekhina, head of the materials science laboratory at Rosatom's Luch Research Institute and Scientific Production Association. I want to say that we are talking about materials, and all nuclear technologies, any of them, whatever we may be discussing now, ultimately depend on creating materials. We created the materials, and therefore carried out the atomic project, and our further success in nuclear technologies is tied to materials. Please. |
| 11 Refractory Metals for Space and the Arctic | |
Full house translation — pending review Thank you, Mikhail Valentinovich, for giving me the floor. It has already been noted today that modern materials science is indeed called upon to realize the boldest and even most fantastic ideas of scientists and engineers. The nuclear industry, whose 80th anniversary we celebrate this year, has always been the cradle of record-breaking materials, and from the very beginning this cradle was in the hands of major materials scientists. Today this knowledge is carefully preserved by the Kurchatov Institute and Rosatom enterprises. Thanks to the accumulated experience, the tasks addressed at Rosatom enterprises are not limited solely to creating the latest materials for the nuclear industry. The range of tasks is extraordinarily broad. And I would like each of you now to answer a very simple question for yourself: when did you last look at the starry sky? And not merely look, but consider how advanced technology must be to ensure a long flight to the Moon or Mars—preferably both—and, of course, a return home? How durable must functional materials be that operate under very demanding conditions, both in temperature and mechanical loads, and must also ensure the operation of fairly substantial installations? Our team works on precisely such materials. These are refractory metals and their alloys. These materials can be compared to extreme athletes; they are reliable under special operating conditions: temperatures above 1300 degrees Celsius, heavy mechanical loads, and radiation exposure. Our materials are the heart of the latest types of unique high-temperature nuclear power and propulsion units. We regard the development of technologies and equipment for creating single-crystal blanks of complex shapes as an achievement. This has ensured the reliability of their properties at previously unattainable temperatures and loads. It is precisely the combination of mechanical properties and radiation resistance that sets our materials apart favorably. I must say that we are certainly not resting on our laurels. We see the successes of our Chinese colleagues in refractory alloys. This work undoubtedly spurs us on, because scientists too are athletes of a kind, and it is important for us to retain our leadership. I must say that the development of our work has already made it possible to create a material for use in advanced propulsion systems for high-speed flight through the atmosphere. This was previously unattainable for refractory metals, and we are actively working to increase the service life of such materials. Of course, the scientific significance of our work lies not only in creating a particular alloy composition, since the shape of a product can also be complex. And here, like our colleagues, we use modern additive technologies and digital methods. Perhaps unfortunately—although from our perspective it seems fortunate—it is impossible to use existing printers for refractory alloys. That is precisely why we have designed special additive manufacturing units that allow us to work with such materials to a high standard. Of course, the developments I have just discussed have a small production volume, but the prospects for using refractory alloys are not confined solely to a very narrow, specialized area in space—of course not. We hope that future generations of young specialists will already be working on developing miniaturized power units. This work may be carried out in close cooperation with the Russian Science Foundation, colleagues from the Kurchatov Institute, and specialized universities. Even now, most such ambitious work is in the hands of young specialists and young engineers. Today I am glad to represent such a team. What can a young team with souls that are still, generally speaking, so youthful dream of? Of course, that the things into which they put their knowledge, time, nerves, and sometimes even health will succeed. That our refractory alloys will conquer space, fulfill their purpose there, and certainly find applications in ordinary earthly life. And that is impossible without developing Russia’s raw-material base for refractory [alloys], without active attention and a caring attitude toward manufacturing and industry. For our part, we are confident that unique Russian developments involving our refractory alloys will certainly find a worthy response in the global scientific community. Thank you. |

Full house translation — pending review Have you studied these deposits? Have you at least looked into where, what and how things can be extracted? Apart from Yakutia. Everyone probably knows what there is in Yakutia. But apart from Yakutia? |
Full house translation — pending review I will tell you a secret. I am a geologist, I am from the geology faculty of Lomonosov Moscow State University, so yes, of course we have studied them. We very much hope that the Tyrnyauz molybdenum-tungsten deposit will finally “perk up.” Our department did a great deal of work there at one time. |
Full house translation — pending review All right, good. That is what I mean too. But what about flights to Mars, after all? Can a living cell fly there and return? Just be honest. |
Full house translation — pending review We do need to find out what is there. |
Full house translation — pending review Where? On Mars? But spacecraft fly to Mars; they have already flown there more than once. Can a cell get there alive and return alive? |
Full house translation — pending review We hope it can, but how long it will last there is another question. |
Full house translation — pending review What are we to do with scientists? (Addressing M. Kovalchuk.) You have a hard time of it, Mikhail Valentinovich. It is just that some colleagues tell me this is impossible. Korolyov once thought about this and said that you need to fly inside a water shell; then a cell can make it there and back. But this is impossible because the craft becomes so enormous that it can neither be launched nor transported there, even with the nuclear engines for space that we are developing. The craft turns out to be large. And there seem to be no other materials that would protect biological material, a living cell. There are none? |
Full house translation — pending review These may be our plans for the future. |
Full house translation — pending review All right. Funding needs to be allocated, as I understand it? (Laughter.) Thank you very much. Of course, everything related to your field of work, refractory alloys, is extremely important; we understand this perfectly well, and our colleagues in the Government understand it. We will do everything to help and support you. |
Full house translation — pending review You know, space engines—I must say we have always been ahead of the entire world in this respect. All our satellites and stations flew into space with nuclear installations on board. And today, together with Rosatom and the Academy, we are developing engines, electrodeless plasma rocket engines. They are of an entirely different type, and in this sense they should provide the functions of a tug that will fly to the Moon or Mars. You and I once discussed how today we fly into space like Munchausen on a cannonball. Our RD engine provides a few hundred seconds of acceleration, and off we go on a ballistic trajectory. Calculate incorrectly and you miss, fail to reach the Moon. But we need a different engine that can loiter, meaning we can accelerate, slow down and dock with an asteroid. We have prototypes of these engines; they are progressing, and we have been working on this for many decades. Now, I think, together with the Academy and Rosatom, we have a chance to do this and establish power generation on the Moon. In that sense, we will then have something to dock with and to deploy power generation on the Moon. There are special versions of stations based on a completely new principle. This is very important, as are the materials we discussed. I am returning to this because you mentioned it. I want once again, Alexei Yevgenyevich [Likhachev], to report on the fulfillment of the instruction, so that no one in the room has any doubt that all the issues have been resolved. I simply want to recall that a decade and a half ago, when Rosatom was being reformed, Vladimir Vladimirovich proposed that Sergei Vladilenovich Kiriyenko and I carry out a reorganization. At one time we were a single whole within the Ministry of Medium Machine Building. Since a modern, high-tech commercial company was being formed, it was decided to separate out the science component, in the form of the Kurchatov Institute along with a number of institutes, and establish the first national laboratory, the Kurchatov Institute. And then, what was very important and difficult after that period of reorganization, today we have reunited in a new, exceptionally effective modern form. That is the key to success. As with the nuclear-space project before, because there was a lead organization, a scientific director, and close contact. Today we have essentially restored this system—and you actively supported it. I think this is the key to our success today. Our last speaker is Valentin Pavlovich Ananikov, head of a laboratory at the Academy of Sciences’ N. D. Zelinsky Institute of Organic Chemistry. I would ask you to tell us about chemistry. Vladimir Vladimirovich began with chemistry, and you will now finish with it. Please go ahead. |
Full house translation — pending review Dear Vladimir Vladimirovich! Distinguished colleagues and guests! The application of artificial intelligence and digital modeling is now having an important influence on the development of chemistry. There is much hype around artificial intelligence, perhaps even many inflated expectations. Who has not heard of artificial intelligence? Everyone has heard about it many times already, but amid this hype it is very important not to miss the crucial turning point that is emerging in this field right now. Artificial intelligence is now entering the so-called era of “for.” Artificial intelligence is ceasing to be an end in itself and becoming a tool for developing practical tasks: artificial intelligence for the chemical industry, artificial intelligence for medicine, artificial intelligence for addressing environmental issues. We are approaching a new technological stage in which the application of digital algorithms accelerates innovative development. I must say that this stage, this new stage of scientific research, has found fertile ground in our country. The Russian Science Foundation, established on your initiative, has actively contributed to the growth of scientific expertise. It is very pleasing to see from your report that the foundation’s programs are constantly developing. Support for the foundation from the Foundation for Support of Young Scientists played a very important role in building up personnel capacity. Addressing university and school students who will probably also watch this broadcast, I want to tell them that you can confidently enter science. The state provides adequate support for your scientific career through the foundation and other programs. Many questions are raised about education, especially in such an intellectually demanding field. A very successful example I would like to mention is the development of fundamental artificial intelligence algorithms at Innopolis University and their practical implementation in the laboratories of the Kazan Scientific Center of the Russian Academy of Sciences. Very importantly, this is reinforced by the Physics-Mathematics-Chemistry school program with support from the leadership of the Republic of Tatarstan. This could become a very interesting pilot project for personnel in this field. As for the chemical industry, it is certainly a vital field for humanity. We would like the chemical industry’s contribution to our country’s economy to increase year after year, including paying attention to new areas that are emerging now and will form the basis of chemical technologies in the near future. Speaking of projects in digital chemistry, a project called Digital Chemistry is being implemented with support from the Ministry of Science and Higher Education, with large grants. It is being implemented at the Russian Academy of Sciences’ N. D. Zelinsky Institute of Organic Chemistry and aims to introduce digital algorithms into chemistry and create new chemical technologies. The world’s most active heterogeneous catalyst for cross-coupling reactions has been developed. These reactions are in demand for synthesizing medicines, producing materials for energy applications and new smart materials. This record has stood for two years already. For the first time, a neural network has been developed that determines a substance’s chemical formula from a photograph of it. This is in demand in chemical industry quality-control systems. I recall that as a schoolboy I loved examining powders under a microscope, trying to discern their chemical structure. |

Full house translation — pending review Salt, baking soda, copper sulfate. I tried to discern their chemical structure, which is of course impossible. In fact, nowadays this impossibility is becoming possible with neural networks. If I could go back into the past and choose my path in life again, I would choose scientific research again. So many interesting things are opening up for us in this field right now. As for artificial intelligence, our country is in quite a strong position. Colleagues at Rosatom and the Kurchatov Institute are actively developing these areas. Sber supports artificial intelligence development at the level of language models, including for chemical applications. That covers some of our achievements, the positive aspects. Now for the problem I wanted to discuss. A key problem, a stumbling block for many chemical projects, is scaling up chemical synthesis. Our research projects very efficiently produce unique materials with very useful practical properties, but in gram quantities. We need to learn to move quickly from grams to tonnes. Scaling technologies are precisely the stumbling block for many projects. We do not have many targeted studies on developing scaling technologies, especially universal scaling technologies that could then be applied to a large number of chemical processes. This is clearly visible in small-tonnage and micro-tonnage chemistry. This is a field where substances are synthesized in quantities ranging from several tonnes to thousands of tonnes, but a great many of them are needed. The range of these substances is very large, numbering several hundred; their number will keep growing, and here we need to learn to scale up chemical synthesis very quickly. Neural networks and artificial intelligence applications can play a decisive role here. Artificial intelligence is a unifying technology. Artificial intelligence can be used to model a material and a catalyst for synthesizing it. Very importantly, it can create a digital copy of a reactor in which this chemical synthesis can be carried out. For micro-tonnage chemistry, this reactor is small and can be printed entirely inside a 3D printer’s chamber. This is a revolutionary opportunity. Traditional assembly of reactors from many components means ordering them, distributing these orders and then assembling everything together. Here, a digital copy is immediately turned into a chemical reactor. This is a very important role for artificial intelligence: it can accelerate the practical application of scientific research results, and we now have every opportunity to do this. For my part, I propose paying attention to this and perhaps creating a program of targeted support for introducing digital tools to address the challenges facing chemistry and to scale up chemical reactions. In conclusion, I would like to say a few words. Perhaps some ideas and projects arising from artificial intelligence seem fantastic, but what was science fiction yesterday is reality today. Clearly, we now need to catch up, make up ground and replace various technologies, at least in chemistry. But the best way to catch up is to move ahead of the game. If we pragmatically put into practice in good time all the most valuable things artificial intelligence offers, this will accelerate our technological development, help us make a technological leap and bind science and industry more closely together. Thank you for your attention. |
Full house translation — pending review Valentin Pavlovich, please tell me, what is needed to create a program of digital tools? What needs to be done to replicate the technologies you spoke about? Who specifically must do what specifically for it to be created? Because this is a very important issue, extremely important. Small-tonnage and micro-tonnage chemistry are precisely what is needed now. |
Full house translation — pending review We need to develop a neural network that will model a chemical reactor based on a chemical reaction. Such development work has already begun, and there are successful examples. We need to collect a sufficiently large body of data on chemical reactions, catalysts and reactor design. Then the neural network makes it possible to bring them together—this is a cross-cutting technology, that is its strength—it processes these data and proposes a reactor model for the chemical reaction that needs to be scaled up. Interestingly, it proposes highly original reactor shapes, unlike those a human would think of. These shapes are quite complex, but they can be printed on a 3D printer. It is a unique technology that brings things together in this way: we move from the reaction to the reactor. |

Full house translation — pending review That was a very long time ago; it seemed that way then, but now it is quite different. I will explain why. Not long ago you chaired the Presidential Council for Science and Education and so on, and the importance of education in the natural sciences, physics and mathematics was discussed there. I want to say that, you see, it is not that an age of something else has arrived. Physics and mathematics are the universal language of science. I had an acquaintance, a well-known theorist, an academician, who has since died; he always said that any field of human knowledge is zoological. Why? Because it is descriptive. You catch a butterfly, measure something, even look through a microscope—it is descriptive. Any field of knowledge becomes a science if and only if physical research methods and the mathematical apparatus for description enter it. Initially, the first stage in the development of physical materials science was metallurgy. This arises in several cases. First, demand. In the 1930s, new metals were needed for aircraft, submarines and cars, and this was a civilizational demand. Science moved in that direction, physical materials science emerged, and ferrous metallurgy joined with physics and mathematics. Then, as this progressed, we obtained today's world of mechanical engineering, airplanes, aviation and rockets. During this time semiconductors were discovered, and physics and mathematics changed their object, moving into semiconductors. There was an enormous scientific breakthrough, and in substance. But during this time, in these years (while semiconductor materials science, the second stage, was developing), we began to live actively; this had not yet happened in Tamm's time. The third stage in the development of physical materials science is bioorganic materials. And today we live in the era of bioorganic materials science. But if we want to be successful, we must intensively train people educated in the natural sciences. In closing, I want to say that Sergei Semyonovich [Sobyanin] and I launched Kurchatov classes many years ago; there were 39 schools in Moscow. Today, in several dozen constituent entities of the Russian Federation, there are academic schools created by the Academy of Sciences and Kurchatov classes. We are now combining the brands. The point is that we train people with, as it were, an emphasis specifically on a foundation in the natural sciences, because if someone does not know chemistry, physics and mathematics, they are useless in any field. But if they know these three things, then they… I think our Kurchatov classes project, which was developed in Moscow and is now being replicated in Crimea, Sevastopol and the Far East, is very successful, alongside the academic gymnasiums. I think this is very important for strengthening the role of natural science education, and thus for creating unique materials and maintaining our country's leadership in every area. |

Cached English source — passage alignment not verified Unfortunately, after the collapse of the Soviet Union, its core facilities halted production, and some were destroyed, their equipment thrown out and cut as scrap metal. Along with the degradation of our own chemical industry, we became strongly dependent on imports, losing a significant part of our industrial and technological sovereignty. So we know from our own negative experience what system-wide problems vulnerability in the chemical domain can create. |

Cached English source — passage alignment not verified We literally had to reassemble many technological and production chains, and build new processing facilities to manufacture products with added value. For example, new facilities have been built as part of the Tobolsk Petrochemical Plant in the Tyumen Region. In 2019, a modern petrochemical plant, ZapSibNeftekhim, was launched. The construction of the Amur Gas Chemical Complex and other enterprises is underway. |

I would also like to add that after cleaning up and reclaiming territory in Usolye-Sibirskoye, Irkutsk Region, we plan to create a modern federal centre for small- and medium-scale chemical production there. |

Cached English source — passage alignment not verified For those of you who is not really aware of the industry’s specifics, I will explain that refers to the production of small volumes of indispensable chemical products – resins, solvents and others – which are critical for the development of microelectronics, pharmaceuticals and many other critical areas. Catalysts also represent a cross-cutting priority. These are indeed the very foundation of chemistry – substances that determine reaction rates. |

Cached English source — passage alignment not verified It is imperative to ensure not only their development, but also subsequent testing, pilot production, and ultimately the broad industrial utilisation and scaling-up of domestic solutions. To support such endeavours, a dedicated scientific and technological cluster is already being established at the renowned Boreskov Institute of Catalysis in Novosibirsk. |

Cached English source — passage alignment not verified Colleagues, To keep pace with the dynamics of progress and global competition, we must exponentially enhance the potential of our domestic chemical industry and adjacent sectors, establishing a full cycle – from the exploration and development of new deposits, including rare and rare-earth metals, to the extraction and deep processing of mineral resources, through to the production of high-tech goods with substantial added value. There is much work to be done here. In principle, we possess all that is required. |

Cached English source — passage alignment not verified What is needed is purposeful focus: creating conditions for businesses, investing in infrastructure. We still do not extract lithium. But how can we manage without it? This is self-evident to specialists. Yet we are capable of doing so. And we could have begun doing it 10–15 years ago. These tasks must be addressed at an entirely new technological level, leveraging advancements in artificial intelligence and robotics, alongside other tools aimed at enhancing labour productivity – including within research. |

Cached English source — passage alignment not verified A major competitive advantage will be our access to affordable energy from one of the world’s largest networks of atomic, hydro, and thermal power stations, enabling the establishment of production facilities across numerous regions of our nation. Naturally, this must be implemented in strict compliance with the most rigorous environmental standards, employing modern, ecologically safe solutions. The areas I am talking about are complicated and essential. |

Cached English source — passage alignment not verified That is why a new national technological leadership project has been launched in the sphere of new materials and chemistry this year. We plan to allocate almost 170 billion rubles for its implementation in 2025–2030 from the federal budget alone. In addition, the total investment of companies in the real sector of the economy could amount to about one trillion rubles. I believe this is quite realistic. Sometimes I meet with CEOs and owners of companies, and they have pretty ambitious plans. |

Cached English source — passage alignment not verified I like their attitude: people’s eyes are shining. That is great! We will support and further fine-tune mechanisms of support for private investments, including in the research and development sector. I have said many times that external problems, sanctions, and all the challenges and difficulties we are facing played an important stimulating role for us. Russian companies are now increasingly often seeking the advice of our scientists, and they receive assistance from them. |

Cached English source — passage alignment not verified Moreover, domestic solutions often turn out to be more effective than their foreign analogues. In order to ensure a modern legal basis for cooperation between researchers and qualified customers, the law On Technology Policy was adopted. It comes into force this summer. I have already said and set the task to increase the financing of science up to two percent of the GDP. This should be done together with the businesses. |

Cached English source — passage alignment not verified It is of paramount importance to forward all additional investments to support promising and breakthrough areas of scientific and technological development. Thus, in the field of chemistry and new materials, it would be short-sighted and wrong to be satisfied with simple substitution of technological processes, which have already been mastered somewhere abroad. This is important, of course – everything must be taken into account and all the achievements must be used, but it is critical to develop our own platforms. |

Cached English source — passage alignment not verified Colleagues promised to show me at a specialised exhibition the progress we are making and future prospects. As we agreed at the meeting of the Council for Strategic Development and National Projects last December, plans must be developed in all the key areas in order to ensure the country’s superiority, including in chemistry and modern materials science. |

Cached English source — passage alignment not verified It is important to select leading scientific organisations that will take responsibility for conducting fundamental research and companies that will be implementing technologies of the future, as well as to organise the training of personnel in chemistry to be able to cope with the tasks of technological leadership, at all levels of education – from schools to universities. Regretfully, the number of chemistry teachers in schools is decreasing. |

Cached English source — passage alignment not verified The number of children who choose chemistry as their main basic discipline is decreasing. The percentage of chemistry teachers over 65 years of age is increasing. We need to look most thoroughly at what is happening in universities. I ask the Russian Academy of Sciences, representatives of business, professional, scientific and educational communities to be involved in the formation of such plans as much as they can. |

Cached English source — passage alignment not verified It is important that they continue to act coherently, as true partners, and be aware of the responsibility for the results. The implementation of all the national technological leadership projects, our plans for the Far East, Siberia, the Arctic, the development of all regions of the Russian Federation, and, of course, the solution of security issues and the improvement of the quality of people’s lives depend on them. I shouldn’t even mention security; I have already spoken out publicly about it. |

Cached English source — passage alignment not verified The whole world is talking about the Oreshnik missile system. Look at the materials it boasts! The temperature on the warheads equals that on the surface of the sun. We realise that since the 1980s, we have been developing systems for a gliding block. We called it Avangard. The temperatures there are comparable, slightly less than on the surface of the sun. At the end of the 1980s, we set the task making such systems. We couldn’t because we didn’t have the materials for that. That was the problem. |

Cached English source — passage alignment not verified It flies and melts like a popsicle, and the control signal goes through. These are the results of working on advance materials. Just as our joint agreements on MC-21–300 were closed down completely for no reason. Many thanks go to Rosatom specialists – they made materials for both the wing and the fuselage.True, the project moved a little to the right but we did everything with our own hands, with our own heads, and everything went well. |

Cached English source — passage alignment not verified We need to work together in all other areas in the same active and creative way. I ask the Government to think about ways to regulate the interaction between our enterprises and those of our competitors in order to provide national producers with certain advantages. Yes, within the framework of the WTO, but nevertheless certain difficulties have been created for us, and we can regulate accordingly the return to our market of those who want to return, while offering and preserving advantages for our own producers. |

Cached English source — passage alignment not verified We need to do it in a subtle, careful manner, but it must be done without fail. Mr Manturov Manturov Denis First Deputy Prime Minister of the Government of the Russian Federation , who is present here, is nodding his head. We discussed this matter with him. I have already spoken about this: just as in agriculture, when agricultural producers begged us: “Just don’t let anyone else into our market, we will do everything ourselves.” Except for bananas, of course. But they started growing bananas, too. |

Cached English source — passage alignment not verified It’s a bit expensive, though, and it’s not necessary. But in the area of industrial production, it is absolutely necessary to think everything through, to give it the most careful consideration so as not to lose the potential that was created thanks to our ill-wishers who had imposed sanctions against us. |

Cached English source — passage alignment not verified I have already mentioned this, but to provide several further examples: to advance our machine and aircraft manufacturing, rocket and space programmes, we will require composite materials and alloys with unique characteristics – I spoke about this just moments ago. New plant protection agents – from an entirely different domain – in order to address food security challenges. Durable, long-term, safe systems for energy transmission and storage – for unmanned aerial vehicles, for new modes of transport. |

Cached English source — passage alignment not verified More resilient and energy-efficient materials for the construction industry, to adapt to climate change. Novel compounds, biomaterials, and prototypes of human organs and tissues – for implementing advanced medical treatments in healthcare. I reiterate, I have cited only isolated sectors here. Yet the absence of progress even in one of these areas – and I wish to emphasise this particularly – will, as the saying goes, pull down by the thread all other initiatives. |

Cached English source — passage alignment not verified Let me recall the example of the MC-21–300 aircraft: we lacked the materials for the wings and fuselage. Consequently, the entire project stalled, and progress in other directions likewise decelerated. We have witnessed this first-hand. This is the experience of our work over the last two to three years. Across all critical technological vectors, we must establish comprehensive coordination and absolute interconnection between every step and measure. |

Cached English source — passage alignment not verified I consider it imperative to dedicate a new Russian Science Foundation competition for leading scientists to the memory of this eminent thinker and son of our Fatherland. The size of the five-year grant will range from 250 million rubles to half a billion rubles. Major domestic corporations will co-finance these grants and serve as direct customers for breakthrough technologies. As for the areas of support, they will change every year. |

Cached English source — passage alignment not verified This year, I propose to announce such a competition for the creation of unique materials and products made of them for autonomous energy sources, power and energy plants, as well as for devices and information processing systems necessary for the development of artificial intelligence, among other things. Quite obviously, this technology is already determining the development of all spheres, producing a real revolution, including in chemistry and materials science. |

Cached English source — passage alignment not verified Thanks to the introduction of artificial intelligence and computer modelling, our country needs – and it is quite realistic – to reduce the time of designing and introducing new materials to 5–10 years, and in the future to 2–3 years. For this purpose, researchers and engineers should have a necessary array of data on existing materials and their components. I suggest we should build mechanisms of legal regulation of their circulation, including collection, storage, processing, transfer and use. |

Cached English source — passage alignment not verified I would like to add that huge amounts of data and advanced knowledge about new elements and materials will be obtained in the course of research at domestic megascience facilities. They make it possible to study matter – experts know this – literally at the atomic level. I would like to emphasise that some of the complexes in our country, such as NICA in Dubna or PIC in the Leningrad Region, are unique and have no analogues. |

Cached English source — passage alignment not verified I wish to emphasise that we fully recognise equitable and open international exchange in the scientific domain as one of the principal factors in fortifying a multipolar world. We will persist in advocating for the unification of efforts among researchers and engineers from Eastern and Southern nations to tackle large-scale experimental, theoretical, and, undoubtedly, practical challenges. Thus, the BRICS group has effectively become a platform of global stature for social, economic, and technological development. |

Cached English source — passage alignment not verified To this end, we must pursue further industrial and technological progress while simultaneously mitigating adverse environmental impacts, preserving the planet’s delicate ecosystem, and its flora and fauna. We will, of course, proceed from the necessity of applying precisely such technologies. It is no coincidence that advanced solutions in genetics, bio- and nature-like technologies, as well as the creation of materials replicating processes within living systems, now occupy a central focus of our attention. |
