| English translation not available for this passage |
| 2 South Caucasus Settlement and the 2020–2022 Agreements | |
Theme summary — not a full translation of this passage Lavrov defends the trilateral arrangements reached by the leaders of Russia, Azerbaijan and Armenia in 2020–2022, insisting they "retain their relevance," above all for resolving the region's economic, transport and logistical problems. He casts Armenia as the principal beneficiary of unblocking the region, presenting Russia as ready and its deputy prime ministers as actively engaged in the trilateral working group. The framing implicitly counters the rival, Western-brokered normalization track by reasserting Moscow's authorship of and continued role in the Karabakh-era settlement architecture. The agenda is to keep Russia inside the connectivity file rather than be displaced from it. “There are groundworks agreed in 2020–2022 by the presidents of Russia, Azerbaijan and the Prime Minister of Armenia. In our conviction, they retain their relevance.” “From these decisions Armenia should benefit substantially; all obstacles to the normal functioning of the entire region as a single whole should be removed.” |
| English translation not available for this passage |
| 3 The EU's "With Us or With Them" Pressure | |
Theme summary — not a full translation of this passage Lavrov accuses the European Union of "acting very actively on opposing courses" and of forcing partner states into a binary choice. He casts this as an "inescapable logic" the EU has applied across the post-Soviet space for "more than twenty years." Russia, by contrast, is portrayed as never objecting to its partners developing ties in any direction — a self-presentation as the tolerant, non-coercive power against a Brussels that demands exclusivity. The "I hope Armenia understands what stands behind this" line is a veiled warning to Yerevan not to be drawn into a false dilemma engineered by external actors. “They constantly put the country concerned before a choice — either with us or with them. This is their inescapable logic, applied for over twenty years across the post-Soviet space.” “We never object to any of our partners developing external ties in any direction.” |
| 4 The West's "Declared War" on Russia | |
Theme summary — not a full translation of this passage Lavrov escalates to his core wartime narrative: the EU and the European members of NATO "have openly declared war on Russia" aiming to inflict a "strategic defeat." He uses this to delegitimize Western activity in Armenia as an extension of that war and to appeal for Yerevan's public discourse not to be captured by narratives that "sow distrust and even hostility." The agenda is to recruit Armenia, at minimum rhetorically, into a shared information space sympathetic to Moscow's framing of the confrontation. “We would like the narrative that sows distrust and even hostility not to dominate or prevail in the public space of our countries.” |
| 5 "Mythical" Threats from the North and the CSTO | |
Theme summary — not a full translation of this passage Lavrov directly rebuts Armenian-side claims of looming danger from Russia and its alliances, dismissing as "strange" the "periodic statements" about "mythical attacks 'from the north'" and an "existential threat" from the CSTO. He treats these as imported talking points rather than genuine security concerns, defending the collective security framework Armenia has effectively frozen its participation in. The rhetorical aim is to neutralize the security rationale Yerevan has used to justify its tilt toward Western partners. |
| 6 Shared History, the Great Patriotic War, and Memory Politics | |
Theme summary — not a full translation of this passage Lavrov places attempts to "cast doubt on our common history of the Soviet period, including the Great Patriotic War" within the same hostile array as the security myths. He vows Russia will "sacredly preserve" the memory of the Armenian people's contribution to the victory over Nazism, invoking the famed military commanders from Soviet Armenia. Memory politics here serves as emotional connective tissue and as a defense against historical revisionism that, in Moscow's view, accompanies geopolitical realignment. |
| 7 Election Interference Accusations and the Coming Campaign | |
Theme summary — not a full translation of this passage With Armenia's parliamentary election campaign beginning, Lavrov pre-empts charges of Russian meddling. He calls it "strange" that signals abroad hint Russia intends to interfere while Yerevan appeals to the EU for help against such interference — framing this as an "openly provocative" maneuver. He expresses confidence that "responsible politicians in Yerevan" recognize the provocation. The agenda is to inoculate Moscow against future interference accusations and to drive a wedge between Armenia's leadership and what he depicts as externally orchestrated alarmism. |
| 1 Strategic Alliance and the EAEU Economic Dividend | |
Theme summary — not a full translation of this passage Lavrov frames Armenia squarely as "our ally and strategic partner," anchoring the relationship in dense, intensifying high-level and parliamentary contacts. His central persuasive move is to back the alliance with hard numbers: he presents a decade of EAEU membership as objectively beneficial to Armenia, citing GDP growth from $10.5 billion in 2015 to $26 billion — a 2.5-fold increase he pointedly "won't even comment on" because it is "simply a fact." Russia, he stresses, "remains your principal trade and economic partner." The rhetorical agenda is to make the cost of drifting toward Europe legible in economic terms while appearing to merely state reality rather than apply pressure. He pairs this with an offer to expand cooperation through large infrastructure projects, positioning Moscow as the indispensable, proven engine of Armenian prosperity rather than an ideological suitor. “In 2015 we started with a GDP of $10.5 billion, and today it is $26 billion. It has increased 2.5-fold. This is simply a fact.” |
| 8 Armenia's "Sovereign Choice" — EAEU vs. EU Incompatibility | |
Theme summary — not a full translation of this passage Lavrov repeatedly affirms respect for Armenia's "sovereign choice" and its right to choose its foreign orientation, while sharply delimiting that choice: EAEU membership is "incompatible" with the principles underlying EU accession. He presents this not as ideology but as a matter of "realities." The diplomatic device is to grant rhetorical freedom while foreclosing the practical option of dual-track integration — making clear Armenia cannot have both. |
| 9 Humanitarian and Cultural Ties | |
Theme summary — not a full translation of this passage Lavrov closes on a warmer register, citing the humanitarian dimension as traditionally significant for both peoples. He highlights the new film "Golden Double" about footballer Nikita Simonyan as a "symbol of the unity of our peoples," noting Simonyan led both Moscow's Spartak and Yerevan's Ararat to gold — and adding the personal touch that "Spartak is no stranger" to him. This soft-power coda humanizes the otherwise pointed address and reinforces the message that the bonds Russia offers are cultural and emotional, not merely transactional. “It is also a symbol of the unity of our peoples, including within sport.” “We sacredly honor the memory of this outstanding man, who is especially close to me, because Spartak is no stranger to me either.” |
Full house translation — pending review I count on today's conversation allowing us to understand how to move forward in our contacts in the way that is optimal for our relations and for the Republic of Armenia. In this sense I regard your visit as having important significance. Welcome once again. We are glad to see you. |
